Book excerpt: This study investigated principals' perceptions in the hiring process of classroom teachers in high minority (Latino) schools. Nine secondary principals in five school districts in Washington state were interviewed regarding their perceptions of characteristics of high quality teachers in their school. Data gathered via personal interviews indicated that principals identified teachers who "fit" their schools and their current staff by focusing on state and federal highly qualified mandates and their own subjective criteria for desirable teacher characteristics. Participating administrators promoted what was described as a "colorblind" hiring process that would allow them to remain "ethnically neutral" when hiring teachers. Despite principals' professed desire to provide their students with same-race mentors, the process described had the effect of ensuring that the high percentages of white staff at high minority schools would persist in high minority schools, thus leaving little hope for a change in the ethnic or racial demographics of the teaching staff in these schools.

Book excerpt: This study examined principals' perceptions toward the use of a prescreening protocol in teacher selection practices and the value that principals place on common teacher selection criteria. The researcher determined levels of association between dispositions and level of job assignment, years of teaching experience, and years of administrative experience. The study population was 47 school principals employed in three central Ohio districts that used the same commercial prescreening protocol during 2013 and 2014. Principals completed a paper survey administered by the researcher at administrative meetings in each district. The survey contained three sections with questions related to principals' dispositions toward the use of a prescreening protocol, the value principals placed on common teacher selection criteria, and level of job assignment and principals' years of experience in teaching and administration. Pearson's product-moment coefficients were computed to determine the strength of the associations, while a coefficient of determination was calculated to determine the association between the criterion variable and the predictor variables. The primary findings of the study are summarized in five findings. First, 91% of the principals had a positive or somewhat positive disposition toward using a commercial protocol. Second, while principals had more positive than negative dispositions toward the use of the protocol, five other selection criteria were rated as having higher value; those criteria were verbal communication skills, demeanor, quality of teaching experience, philosophy of education, and written communication skills. Third, principals agreed or strongly agreed that the protocol evaluation accurately identified persons who should be removed from an applicant pool. Fourth, principals placed a greater emphasis on personal qualities over professional criteria in teacher candidates. Last, there were only small levels of association between principals' attitudes toward protocols and each of three demographic variables (level of school assignment, teaching experience, and administrative experience). Implications of these findings for policy and further research are presented.

A potential teacher's academic background, preparation for teaching, certification status, and previous experience are all important quality indicators. Beyond these indicators, successful teachers need to clearly understand and be willing to address the challenges of the 21st century learner. This study examined the recruitment and hiring processes at a new elementary school. Using a single case study method, the researcher documented the actions of one school leader at a charter elementary school. First, the researcher examined how the school leader's vision for student learning was mirrored in the methodology used to recruit, interview, select and hire teachers. Second, the researcher analyzed the perceptions and reflections of the teachers and the director about the recruitment and hiring process. The researcher gathered the data by conducting individual interviews with the school's director and six newly hired teachers who participated in a highly interactive selection process. Four additional new teachers who were already known to the principal were interviewed in a focus group. The researcher also examined web based and archival materials. The findings indicate that the director made specific decisions to create an interactive and information-rich experience designed to assess 21st century skills. The second finding exposed the reciprocal nature of the hiring process, and the third finding raised the question as to whether or not the recruitment and hiring process clearly communicated the director's vision for the school. There are three recommendations for district practices based on this case study. The first suggests that districts focus on professional development opportunities for school leaders to help them clearly define and articulate 21st century skills. The second is the need for a shift away from the current curricular focus on low-level standards and minimum competencies. The third is to maximize a teacher recruitment and hiring process to discern the skills and habits of teachers most likely to create robust 21st century learning environments. Many areas for future research emerged from this case study. The most important would be a study to determine if the teachers hired did in fact positively impact the academic success of the students while implementing a program grounded in 21st century skills. Another important study would be to examine the effect of the hiring process on teacher retention rates. Finally, it would be important to conduct a study to find out if an alternative hiring process like the one used at HTE would be a feasible practice for regular public schools.

Book excerpt: This study focused on competencies considered important in the selection of principals from the perspectives of effective principals on the Texas-Mexico border. The competencies of effective K-12 principals included in the study were initially advanced by Marzano et al. (2005). Specifically, an attempt was made to determine which competencies are considered important, how these were assessed during the selection of effective principals, and whether differences in importance existed by school level (elementary, middle, and high school). Using purposeful sampling, the principals were selected from a list of high-performing schools from data provided by the Center of Research, Evaluation and Advancement of Teacher Education. A total of 100 principals participated in the study. Data were collected using an electronic survey and analyzed using descriptive statistics. Additionally, emerging data were analyzed using the narratives provided by the respondents in reference to other competencies and other ways the competencies were assessed during the selection process. Findings indicated that whereas all the identified competencies were endorsed to be considered in the selection of an effective school leader, 2 were the most important: communication and visibility. Next highest in importance were focus; involvement in curriculum, instruction, and assessment; and culture. Additional findings indicated 8 emerging competencies, with the premier being data-driven decision making. Findings also indicated that most of the competencies were assessed by means of two types of interviews: interview with the committee or interview with the superintendent or designee. On the other hand, some of the respondents reported the competencies were not assessed, but a few were assessed using other methods, such as checking references, a Gallup survey, and experience in the district. Some were simply appointed to the position. Findings also indicated that the endorsement of the identified competencies differed by school level to some extent. Communication was endorsed as most important by elementary and middle school principals, whereas the high school principals endorsed visibility as the most important competency to consider when hiring a principal. Finally, implications for the selection of effective principals are offered. Moreover, suggestions for further inquiry that might illuminate other aspects of the hiring process are presented.

Semi-structured interviews of 18 k-12 principals and 4 key informants were primary means of data gathering. Document analyses supplemented interview data.Interview portfolios typically consisted of lesson plans; photographs of projects, activities, and teacher-student interactions; and supporting examples of classroom practice. Statements of educational philosophy, credentials, letters of reference, transcripts, and other background information were also included.Most principals viewed portfolios as a way for candidates to express their educational beliefs, illustrate skills and methods, and supplement the interview with examples from applicants' experience. Principals expressed a desire for more evidence of having used the portfolio development process as a means of reflection and introspection.Overall, interview portfolios were not key contributors to principals' hiring decisions. The reasons for this varied. Some principals mentioned time constraints during interviews. Others expressed skepticism that portfolios provided meaningful evidence of candidates' teaching ability and people skills. Propositions and implications for future research center on portfolio format and assessment criteria, authenticity and self-knowledge, selection interview procedures, teacher preparation, teacher recruitment and hiring, and information management in Central City School District. Perhaps one of the most valuable benefits of the portfolio process lies in the development of a new norm for the profession: placing discussion and debate about what constitutes "good teaching" into a public forum.

Book excerpt: ABSTRACT SECONDARY-SCHOOL PRINCIPALS' PERCEPTIONS OF THEIR ROLE IN THE RETENTION OF NOVICE TEACHERS Theresa J. Coker Secondary schools in the U.S. face instructional challenges due in part to novice teacher turnover. Research indicates that new teachers remain in the profession due to: supportive principal leadership, an orderly school environment, classroom autonomy, and significant professional development (Grissom, 2008). The purpose of this study was to understand how secondary-school principals perceived their role in novice teachers' professional development and retention. Qualitative research using in-depth, semi-structured interviews included 15 secondary-school administrators from an urban district in the southeast United States. Data analysis used Eisner's (1998) four-part approach to educational criticism—description, interpretation, evaluation, and thematics—supported by Hatch's (2002) typological analysis. Four typologies organized description and interpretation: principals' early experiences as educators; principals' perceptions of the recruitment process; principals' view of the process of professional development; and life and duties of principals. The thematics dimension of educational criticism indicated that principals' lack of time led to their delegating leadership tasks to other staff regarding novice teachers' professional development. Their descriptions of their interactions with novice teachers reflected a transactional leadership style and an approach of "leading from the middle" (Bolman & Gallos, 2011) to respond to both demands from above and needs at the school level. Further, these principals perceived all teachers new to their schools as novice, whether experienced or inexperienced. Implications include considering transformational leadership when working with novice teachers and clarifying hiring and retention responsibilities regarding novice teachers. Such communication among all parties would support novice teachers' development and commitment to the profession. Further research might focus on observing the interactions of both administrators and faculty with novice teachers to understand the complexity of the process of their professional development.
