Book excerpt: Carter, for example, emerges as "the median president": average in activity, success in Congress, and public support. Follow the Leader shows that presidents often do make Faustian bargains on behalf of their popularity, but they get surprisingly little in return. For example, while it is true that the use of force by the United States abroad has followed bad economic times at home much more frequently than would be expected by chance, the use of force itself does not boost a president's popularity. In fact, foreign policy activities show a variety of different effects. There is an uneasy balance at best between being liked and being president. Conventional wisdom suggests that popular presidents are strong leaders. But Brace and Hinckley demonstrate that things are not so simple. Indeed, presidents who structured their agendas solely on the basis of public approval would often be making choices the American people would not support.

Despite much anecdotal evidence, few scholars have attempted to test the expectations gap thesis empirically. This is the first systematic study to prove the existence of the expectations gap and to identify the factors that contribute to the public’s disappointment in a given president. Using data from five original surveys, the authors confirm that the expectations gap is manifest in public opinion. It leads to lower approval ratings, lowers the chance that a president will be reelected, and even contributes to the success of the political party that does not hold the White House in congressional midterm elections. This study provides important insights not only on the American presidency and public opinion, but also on citizens’ trust in government.

The vague and sometimes conflicting policy mandates of Congress, the president, and courts are translated into real public policy in the bureaucracy. As the role of the national government has expanded, the national legislature and executive have increasingly delegated authority to administrative agencies to make fundamental policy decisions. How this administrative state is designed, its coherence, its responsiveness, and its efficacy determine, in Robert Dahl’s phrase, “who gets what, when, and how.” This study of agency design, thus, has implications for the study of politics in many areas. The structure of bureaucracies can determine the degree to which political actors can change the direction of agency policy. Politicians frequently attempt to lock their policy preferences into place through insulating structures that are mandated by statute or executive decree. This insulation of public bureaucracies such as the National Transportation Safety Board, the Federal Election Commission, and the National Nuclear Security Administration, is essential to understanding both administrative policy outputs and executive-legislative politics in the United States.
