Book excerpt: Highly pathogenic avian influenza (HPAI) represents a threat to poultry industries worldwide and to people's livelihoods, and a potential threat to human health. The international community has vested interest in minimising the spread of this disease. Countries may be under threat of introduction of avian influenza through exposure of poultry to wild birds, especially waterfowl. They may also be at risk from introduction of infected or contaminated poultry, poultry products or fomites. FAO and the World Organisation for Animal Health have prepared this manual to help national animal authorities and other stakeholders prepare for a possible incursion of HPAI, detect diseases as soon as possible and respond as rapidly as possible to contain the disease. The manual offers practical advice on disease identification, pathology and diagnosis; detection, response and control strategies; and biosecurity measures to prevent outbreaks. It is an invaluable source of useful information for anyone involved in poultry-keeping and animal health practices.

Book excerpt: The Ministry of Health, Malaysia (MOH) and the Department of Veterinary Services, Malaysia (DVS) have been holding annual field simulation exercises since 2006, focusing on outbreaks of Highly Pathogenic Avian Influenza (HPAI) involving multiple stakeholders. This exercise is designed to facilitate understanding as well as to review the applicability of SOPs and relevant guidelines in the management of HPAI outbreak. It further aims to identify the strengths and opportunities for improvement in all aspects of outbreak management. This module is an example of possible scenarios of the exercise that depicts a hypothetical outbreak of avian influenza amongst poultry, either commercial or backyard. While there are several specific objectives, the general objective is to enhance and strengthen interagency preparedness and response to HPAI outbreak at all levels.

Book excerpt: A highly pathogenic strain of avian influenza (AI) has spread to nearly 60 countries over the past few years, killing millions of birds and more than 170 humans. Controlling the virus in poultry is key to reducing the risk of a human pandemic. The Department of Agriculture (USDA) is responsible for planning for AI outbreaks in poultry, with states' assistance. The Department of Homeland Security (DHS) is responsible for coordinating the federal response for certain emergencies and developing policy documents that serve as a basis for national emergency planning. GAO described the steps USDA is taking to prepare for highly pathogenic AI and identified key challenges. GAO reviewed response plans, statutes, and regulations; visited poultry operations; interviewed federal, state, and industry officials in five states that experienced outbreaks; and reviewed 19 state plans.

Book excerpt: In November 2018, an ad hoc planning committee at the National Academies of Sciences, Engineering, and Medicine planned two sister workshops held in Washington, DC, to examine the lessons from influenza pandemics and other major outbreaks, understand the extent to which the lessons have been learned, and discuss how they could be applied further to ensure that countries are sufficiently ready for future pandemics. This publication summarizes the presentations and discussions from both workshops.

In Avian Influenza Virus, an expert team of researchers and diagnosticians examine the fundamental, yet essential, virological methods for AI virus research and diagnostics as well as some of the newest molecular procedures currently used for basic and applied research. They present exciting, cutting-edge new methods that focus both on studying the virus itself and on work with avian hosts, an area greatly lacking in research.

Book excerpt: Asia, Africa and Europe have in the recent years witnessed outbreaks of Avian Influenza resulting in the deaths and culling of over 200 million poultry resulting in huge economic losses besides adversely affecting farmers, households, the poultry industry, tourism and trade relations countries and nations. Many countries in the South-East Asia region are on the flight paths of migrating birds, some of which could be carrying Avian Influenza virus. In view of the epidemiological situation, all countries in the region are vulnerable to the influenza pandemic. Threat of world influenza pandemic has never been imminent. To combat this grave threat, it is essential for countries to be well prepared. Experts predict it is only a matter of time before a bird flu strain will mutate and become transmissible between humans. Once that happens, a pandemic like the Spanish flu that resulted in over 50 million deaths, overwhelming hospital and medical services could be inevitable. This book includes a detailed glossary of terms and a comprehensive index to clarify all the technical and general concepts about this deadly virus. WHO guidelines are provided in detail. The prevention and preparedness of activities that facilitate the response and recovery during and after influenza pandemic are important aspects that are included in this book.

The old paradigm was that the disease in waterfowl, poultry, pigs and man was caused by separate viruses that stayed within their own niche. Deadly outbreaks have shattered this view. This timely reference examines such sensitive issues as regulation of low pathogenic and high pathogenic AI, surveillance of waterfowl, live bird markets, and outbreak control in densely populated areas.

Book excerpt: The emergence of severe acute respiratory syndrome (SARS) in late 2002 and 2003 challenged the global public health community to confront a novel epidemic that spread rapidly from its origins in southern China until it had reached more than 25 other countries within a matter of months. In addition to the number of patients infected with the SARS virus, the disease had profound economic and political repercussions in many of the affected regions. Recent reports of isolated new SARS cases and a fear that the disease could reemerge and spread have put public health officials on high alert for any indications of possible new outbreaks. This report examines the response to SARS by public health systems in individual countries, the biology of the SARS coronavirus and related coronaviruses in animals, the economic and political fallout of the SARS epidemic, quarantine law and other public health measures that apply to combating infectious diseases, and the role of international organizations and scientific cooperation in halting the spread of SARS. The report provides an illuminating survey of findings from the epidemic, along with an assessment of what might be needed in order to contain any future outbreaks of SARS or other emerging infections.

Available in PDF, EPUB and Kindle. Book excerpt: Avian influenza is a highly contagious viral disease, characterized by intense circulation in the wild waterbird reservoirs, with periodical introductions into the domestic poultry sector. AI viruses have been the source of devastating economic losses in the poultry industry over the last three decades, and have become a major veterinary and public health concern due to their zoonotic potential. The most emblematic illustration of this impact has been the emergence of the HPAI H5N1 virus in southern China in the mid-1990s, followed by its continental spread across East and Southeast Asia, and the unprecedented epidemics recorded in 2003–2004. More recently (from 2014 to 2017), several subtypes of HPAI (including H5N1, H5N6, H5N8) emerged in East Asia and spread intercontinentally, stressing the crucial role of this geographical hotspot as a source of new HPAI subtypes. The international dimension and the difficulty to effectively control those epidemics highlight the need for a global approach to HPAI surveillance and a comprehensive knowledge on epidemiology and patterns of the disease. This Research Topic aims at contributing to fill this gap. It includes ten papers which supplement the knowledge of the epidemiology of AI and offer new approaches on control strategies in various regions of the world.
