At this point, France and England had not yet declared war against one another in the Seven Years' War, but the hostilities of the French and Indian War were beginning in the interior areas of North America. The ministry in London was anxious to have the colonies take mutual defensive precautions, but no established system existed to do this. The reactions of each of the colonies to the ministry's directions were different, depending on their positions as royal, proprietary or charter colonies. As a charter colony, Rhode Island responded slowly to the directions from London, but it eventually made what preparations it could. The colony made local plans for modernizing its major fortification to protect its major port, Newport, from French attack, but when the colony requested cannon and other military supplies from London, officials prevaricated and Rhode Island received no military assistance. A sea captain and self-trained architect, Peter Harrison, provided the plans for the proposed new fort and made an early hydrographic survey of the harbor at Newport, Rhode Island, both of which are illustrated in the volume.

Book excerpt: Excerpt from Rhode Island in the Colonial Wars: A List of Rhode Island Soldiers Sailors, in the Old French Indian War, 1755-1762 The conflict of French and English interests in the Ohio Valley served as the prelude, and Washington's defeat of Jumonville near Fort Du Quesne on May 27th 1754 as the spark, which ignited the fourth French war in which Rhode Island participated. This struggle called by European historians "The Seven Years War" is better known in America as "The Old French and Indian War." Military preparations were made in both England and France as well as in the Colonies. On January 1st 1755 the Rhode Island General Assemble voted to raise a company of 100 men for the emergency. As is usual, the length and intensity of the impending struggle was underestimated. In February the number was increased to 113, apparently to allow for officers, some of whom were appointed. A committee of War of five men was established to manage the military affairs of the Colony. In March 1755, before the 100 men had been enlisted, it was voted to raise four companies of 100 men each to take part in the secret expedition against Crown Point. The acts calling for 113 men were repealed and the officers transferred to the new companies. Christopher Harris was appointed Colonel of this expeditionary regiment. Meanwhile Braddock had landed in Virginia and taken command of the English forces in America. He planned to strike the French at three points. The southern army, under his personal command, was to attack Fort Du Quesne, and the northern army was to assemble at Albany, whence one detachment under Governor Shirley was to attack Niagara, while the other, under Colonel (later Sir) William Johnson, was to move against Crown Point. The Rhode Island regiment under Col. Harris marched to Green-Bush near Albany, where their boats were caulked and their guns cleaned and mended. This paper analyzes the political and military effectiveness of the Rhode Island militia during the Revolutionary War. Through careful study of the roots of Rhode Island and its militia forces, it is possible to understand the various functions performed by these forces in Rhode Island's struggle for independence. Revisionist historians assert that the war was not so much won by America as it was not lost. The militia played a significant part in sustaining the war until England finally withdrew from the conflict. The functions performed by the militia include providing internal control; a source of short-, term local defense; intelligence gathering; raiding and harassing the enemy forces; and providing a source of manpower for the Continental Army. How well these functions were performed vary, but their effectiveness in prolonging the war were critical to America not losing the conflict. Rhode Island's forces were divided into two major categories--those for the defense of the united colonies and those for the state's defense. The state "citizen soldier" forces were furthered divided into three minor categories. These were the militia, independently chartered companies, and alarm companies. All three are studied in this paper since all three performed the same functions for the state. On three separate occasions, military and civilian leaders attempted to use the militia in large-scale operations. Each of these three attempts ended in disaster, not through the fault of the militia, but from the misunderstanding of the militia's weaknesses and strengths as a military force. This paper details these strengths and weaknesses in order to prevent modern-day leaders from making these same mistakes.
