It is a highly contagious viral disease, and may have rapid and unanticipated national and international spread. Although not a very lethal disease for adult animals, it can cause crippling socio-economic consequences, through high production and trade losses. This manual provides information on the nature of FMD and the principles and strategic options for its prevention, control and elimination. Guidelines are provided for individual countries threatened by FMD to formulate their overall national policy on control and eradication of a possible incursion of the disease.

Book excerpt: Available online: http://urn.kb.se/resolve?urn=urn:nbn:se:norden:org:diva-6040 The simulation exercise on Foot and Mouth Disease (FMD) conducted by the Nordic-Baltic Veterinary Contingency Group (NBVCG) took place in Vilnius, Lithuania. The aim of the simulation exercise was to prepare and conduct an FMD emergency vaccination plan and exit strategy, as well as to prepare and conduct the stamping-out of large herds. The evaluation report recommended that the experience gained of killing and disposal from the ASF outbreak in the Baltic countries should be shared with the other countries. In-country training, workshops and simulation exercises are recommended in order to maintain a high level of awareness of FMD, contingency plans and the ability of stakeholders to respond. It was further recommended that a detailed vaccination implementation plan should be developed.

Available in PDF, EPUB and Kindle. Book excerpt: African swine fever (ASF) is a disease with a mortality rate close to 100 percent. There is no vaccine and no conventional treatment against the disease. To reduce the effects caused by ASF outbreaks, optimal response mechanisms against probable ASF emergency disease situations need to be planned and rehearsed so that the disease can be controlled and eradicated in the most rapid and cost-effective way. These plans should be refined from time to time through simulation exercises and personnel should be trained in their individual roles and responsibilities. This manual provides information on the nature of ASF, and on the principles of, and strategic options for its prevention, control and elimination. Guidelines are given for individual countries threatened by ASF to formulate their own national policy on control and eradication of a possible incursion of the disease. The manual identifies both personnel and equipment and other facilities that are needed in a national ASF contingency plan. An outline of the suggested format and contents of a national contingency plan is also provided as a guide, which can be modified to suit the needs and circumstances of individual countries.

This book was released on 2008-03-11 with total page 144 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 2001 outbreak of Foot and Mouth was set out in a report published in 2002, providing an analysis of what happened with recommendations (HCP 888, session 2001-02, ISBN 9780102976243). Another FMD outbreak occurred in the Summer of 2007 and the Government again asked Dr Iain Anderson to conduct a review and find out if the lessons of 2001 had been learned and whether new recommendations are needed. This report is built around the findings of 2001, with a particular look at the Pirbright facility, the source of the virus incriminated in this recent outbreak. Dr Anderson's states that he found much to applaud in the handling of the 2007 outbreak along with some deficiencies, but states the positive outweighs the negative. The report commends the strong leadership of the Prime Minister, as well as the contingency planning and better integration of scientific advice and the capabilities at the centre of disease control strategies. External communication was also greatly improved. Less encouraging were the inadequate infrastructure and governance of the Pirbright facility where the Institute for Animal Health is located and the poor regulatory regime in place to licence work with dangerous animal pathogens. Defra's information systems too were found wanting. The report also recommends that the Institute of Animal Health should become the new National Institute of Infectious Diseases, supported by multiple sources of funding from government and elsewhere. Also recommended is the creation of an Independent Advisory Committee on Animal and Emerging Infectious Diseases, combining a high level group of experts along with other stakeholders with a mission to provide independent advice to government and link closely with the Government's and departmental Chief Scientific Advisors and include the Chief Veterinary Office and Chief Medical Officer amongst its members. The publication is divided into five sections: Section 1: Foreword; Section 2: Summary and recommendations; Section 3: Lessons learned, the lessons are - Lesson 1: Maintain vigilance; Lesson 2: Be prepared; Lesson 3: React with speed and certainty; Lesson 4: Explain policies, plans and practices; Lesson 5: Respect local knowledge; Lesson 6: Apply risk assessment and cost benefit analysis; Lesson 7: Use data and information management systems; Lesson 8: Have a legislative framework; Lesson 9: Base policy decisions on the best available science; Section 4: Pirbright; Section 5: Appendices.

This book was released on 2020-12-28 with total page 56 pages. Available in PDF, EPUB and Kindle. Book excerpt: Animal disease outbreaks pose many challenges for response authorities that can impact livelihoods, food security, and the environment. Proper disposal of animal carcasses that die or are culled during the outbreak is a key component of a successful response to a disease outbreak because it helps prevent or mitigate the further spread of pathogens and in case of zoonotic disease, to further protect human health. The practical guidelines presented hereby provide carcass and related waste management considerations and recommended procedures for use by Veterinary Services and other official response authorities when developing animal disease outbreak containment and eradication plans. The guidelines apply to animal disease outbreaks of varying sizes, whether the outbreak is isolated to a single premise or spans a region to cover numerous premises. However, they are focused on small to medium-sized holdings in countries without access to engineered landfills, rendering plants or controlled incinerators. The guidelines are written in the spirit of “keep it simple and doable”, considering the limited human and financial resources that many countries are constrained with. Its presentation and practical approach ensure that countries will find it very useful for their emergency operation procedures toolbox. Further, the guidelines directly contribute to the one-health approach by protecting the health of animals, humans, and the environment.

Book excerpt: H1N1 ("swine flu"), SARS, mad cow disease, and HIV/AIDS are a few examples of zoonotic diseases-diseases transmitted between humans and animals. Zoonotic diseases are a growing concern given multiple factors: their often novel and unpredictable nature, their ability to emerge anywhere and spread rapidly around the globe, and their major economic toll on several disparate industries. Infectious disease surveillance systems are used to detect this threat to human and animal health. By systematically collecting data on the occurrence of infectious diseases in humans and animals, investigators can track the spread of disease and provide an early warning to human and animal health officials, nationally and internationally, for follow-up and response. Unfortunately, and for many reasons, current disease surveillance has been ineffective or untimely in alerting officials to emerging zoonotic diseases. Sustaining Global Surveillance and Response to Emerging Zoonotic Diseases assesses some of the disease surveillance systems around the world, and recommends ways to improve early detection and response. The book presents solutions for improved coordination between human and animal health sectors, and among governments and international organizations. Parties seeking to improve the detection and response to zoonotic diseases-including U.S. government and international health policy makers, researchers, epidemiologists, human health clinicians, and veterinarians-can use this book to help curtail the threat zoonotic diseases pose to economies, societies, and health.

Organised by the European Commission, a workshop on EU funded research in FMD and CSF brought together researchers, policy makers, international organisations and stakeholders from all over the world. Relying on the results of this workshop, it is the intention of this publication to present ongoing research activities funded by the EU in the context of outbreaks of these epizootic diseases and the new EU legislation in this field. Future research needs and ways to boost international co-operation in research are also examined.
