Book excerpt: This paper compares experience under precautionary and non-precautionary programs over the period 1992-2005, with a view to answering two questions: Are there systematic differences between precautionary and non-precautionary programs in terms of policies, conditionality, or macroeconomic outcomes? And, if so, are these attributable to the nature of the arrangement or to the economic problems facing the member and the circumstances that led it to seek the Fund’s support? The paper finds that countries with weak initial macroeconomic performance tend to request drawing programs whereas those with stronger macroeconomic fundamentals, but facing economic uncertainties, favor precautionary programs. While significant differences exist in the behavior of key macroeconomic variables (output growth and inflation) at the outset of the programs, these differences tend to disappear over the following two to three years, and can be largely explained by the different initial conditions facing the member.

This book was released on 2008-08-28 with total page 23 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper raises and discusses issues related to how the Fund provides financial assistance to its members. It is part of the strategic review to ensure the Fund remains relevant and effective. The objective is not to increase Fund lending, but to make sure the Fund has the right instruments and policies to help all of its members—with appropriate protection of Fund resources—as they integrate into a world of growing and increasingly complex cross-border flows. Other institutions (including major central banks and the World Bank) also are retooling their lending instruments and in the process grappling with similar issues. The paper offers a high-level view of the issues and does not make specific policy proposals. Policy proposals will be presented in follow-up papers, some of which are planned for Board discussion later in 2008.

Book excerpt: This note aims to provide guidance on the key principles and considerations underlying the design of Fund-supported programs. The note expands on the previous operational guidance notes on conditionality published over 2003-2014, incorporating lessons from the 2018-19 Review of Conditionality, and other recent key policy developments including the recommendation of the Management’s Implementation Plan in response to Independent Evaluation Office (IEO)’s report on growth and adjustment in IMF-supported programs. The note in particular highlights operational advice to (i) improve the realism of macroeconomic forecast in programs and fostering a more systematic analysis of contingency plans and risks; (ii) improve the focus, depth, implementation, and tailoring of structural conditions (SCs), with due consideration of growth effects; and (iii) help strengthen the ownership of country authorities. Designed as a comprehensive reference and primer on program design and conditionality in an accessible and transparent manner, the note refers in summary to a broad range of economic and policy considerations over the lifecycle of Fund-supported programs. As with all guidance notes, the relevant IMF Executive Board Decisions remain the primary legal authority on matters covered in this note.

This paper is a complement and follow-up to an earlier paper, which itself considered the broader issues involved in creating a new instrument. The paper does not put forward a concrete proposal to Directors, but seeks to achieve a further convergence of views on these key issues.

Book excerpt: In this issue, a team of economists look at approaches to modeling the use of IMF resources in order to gauge whether the recent decline in credit outstanding is a temporary or permanent phenomenon. Era Dabla-Norris and Gabriela Inchauste examine what drives the growth of firms, with a focus on informality and regulations. Evan Tanner and Issouf Samake use a vector autoregression approach to examine the probabilistic sustainability of public debt in Brazil. Mexico, and Turkey. And Rachel Glennerster and Yongseok Shin ask whether transparency pays?that is, does the frequency and accuracy of macroeconomic information released to the public lead to lower borrowing costs in sovereign debt markets?

Book excerpt: This paper examines the theoretical foundations for, and empirical evidence of, Fund support in preventing capital account crises. At a theoretical level, Fund supported programs can lower the crisis probability in two ways. First, such programs provide the member with additional external reserves, making a run for the exit by private creditors less likely. Second, such programs induce and signal better economic policies, though this needs to be supported by conditionality.

Available in PDF, EPUB and Kindle. Book excerpt: The few models on safety management that are available tend to explain a procedure to manage safety rather than a safety management system. The research carried out here, however, models safety management by transforming a common procedural model (i.e. the HSE's model, 1997) into a functional systems representation. The overall goal of the model is to offer clear graphic lines of influence of its different components on organisational safety. The model is innovative not in the components that it considers but in the representation of those components, which details relative distances between elements and, therefore, opens doors to model-driven hypotheses which account for those distances. Therefore, hypotheses are more accurate in their predictions. This model is firstly explored in the construction sector. Results from this exploratory research support the adequacy of the model to understanding safety management and encourage future research of a more confirmatory nature.

Available in PDF, EPUB and Kindle. Book excerpt: In an increasingly complex and interlinked world, Malaysia’s dependence on the seas will continue to be shaped by a multitude of new, constantly evolving and multifaceted issues and challenges. Claims and counterclaims of maritime features and territories, the jostling for influence and space among naval powers, depletion of marine resources, pollution of the oceans and marine environment, climate change, sea level rise, impact of global economic vagaries on the maritime industry will continue to dominate Malaysia’s maritime agenda. These issues demand nuanced responses to ensure our manifold maritime interests are not compromised and the regional seas remain open for our use and for the benefit of the international community. Confronting and addressing them require proactive, creative and well thought-out policies and positions to safeguard national economic, sovereign and strategic interests, and to ensure our seas remain clean, safe, secure and bountiful for current and future use.
