In the first place, it will serve purely as a. Matter of current informa tion. The whole field of education is becoming diversified so rapidly that. It is increasingly difficult to keep up with the march of events. The University of Texas owes it to the teachers of the state to keep them informed as to the progress of' university educa tion in our sister states, particularly with reference to the evolu tion in the educational departments, for as De Quince-y has sug gested, A man who takes up any pursuit without knowing what advances others have made in it works at a great disadvantage. He does not apply his strength in the right direction. Again, the plan outlined here represents the goal toward which the School of the Art of Teaching at our State University is working. Unfor innately the facilities at our disposal at the present time do not permit of its full realization. This, too, the teachers of the state should know in order that they may help us and that we mav re ciprocally aid them, The present rapid forward movement of education in this commonwealth presents most encouraging signs that the needed facilities will soon be forthcoming. Finally, it is believed that the studv of this paper may suggest to superintend ents of school systems ways in which they may increase the stan dard of efficiency of the teachers under their control, and thus in turn may increase the productive power of the young people who are issuing forth from our schools. Book excerpt: Excerpt from Observation and Practice Teaching in College and University Departments of Education The colleges and universities have offended, too, in assum ing that they can do the work of the normal schools. True their education departments might be so organized that they could discharge this responsibility, but constituted as they are at present, the emphasis is largely on the side of teaching subjects rather than on teaching children. The normal school that requires a four-year high school course for entrance and is thus free to devote itself largely to the professional side of the elementary school subject-matter has the advantage of the college and university departments of education, as they are constituted at present, in the preparation of teachers for the lower schools. If the elementary schools generally were organ ized on the departmental plan, some of the disadvantage might be obviated, but at present it is manifestly impossible for the university to give that attention to all the subjects of the ele mentary school curriculum that is so essential for teachers eu tering upon that particular field. Our best normal schools spend a relatively small amount of time in taking up new sub jects of study per se, but they devote themselves primarily to reviewing the elementary branches through the media of those more advanced. It is not so much a more extensive study of the lower subjects that is needed as a more intensive study of those same subjects with a view to teaching them. To the extent that the institutions of higher learning fail to do this - it is by no means to their discredit; they have another function in the intellectual world - to that very extent do they fall behind the normal school in the preparation of elementary teachers. Be cause all our normal schools are not ideal either in their condi tions for entrance or in the character of their work, does not justify the universities in attempting to assume part of these burdens. Each institution has abundant work in its own par ticular field. Let us rather work together to build up the standard of these lower professional schools until they attain the highest type of efficiency of which they are capable. In compliance with this request the Committee offers the following report, which is of necessity a tentative one for several reasons, namely: 1. The problem of the administration and supervision of the practice teaching of prospective secondary school teachers is only one phase of the larger problem of the entire training of prospective secondary school teachers, and the committee has for this reason found it somewhat difficult to get a definite line of cleavage that permitted a clear interpretation of the smaller problem without consideration also of the fundamental one. 2. The translation of educational nomenclature into terms simple enough to serve the purpose of tabulation and classification has been found to be a matter of no inconsiderable difficulty. If misinterpretations of existing practices regarding the administration and supervision of practice teaching are found in this report they may in a measure be accounted for by this situation. 3. Many institutions are still in the experimental stage of practice teaching, and therefore unwilling to submit their policies in answer to questionnaires and letters of inquiry. A few of the most progressive institutions in the country have not yet undertaken to give any training whatever in practice for their intending secondary school teachers. 4. There is little or no precedent established for the conduct of practice teaching in secondary schools. The work has in a sense sprung up spontaneously in various university and college centers in response to real professional needs. A stone when struck resists. If its resistance is greater than the force of the blow struck, it remains outwardly unchanged. Otherwise, it is shattered into smaller bits. Never does the stone attempt to react in such a way that it may maintain itself against the blow, much less so as to render the blow a contributing factor to its own continued action. While the living thing may easily be crushed by superior force, it none the less tries to turn the energies which act upon it into means of its own further existence. If it cannot do so, it does not just split into smaller pieces (at least in the higher forms of life), but loses its identity as a living thing. As long as it endures, it struggles to use surrounding energies in its own behalf. It uses light, air, moisture, and the material of soil. To say that it uses them is to say that it turns them into means of its own conservation. As long as it is growing, the energy it expends in thus turning the environment to account is more than compensated for by the return it gets: it grows. Understanding the word "control" in this sense, it may be said that a living being is one that subjugates and controls for its own continued activity the energies that would otherwise use it up. Life is a self-renewing process through action upon the environment.

Book excerpt: Excerpt from Practice in the Case of School Children The practice on which this study is based was conducted dur ing the years 1911 and 1912 in the schools of the Children's Aid Society in the third and fourth-year classes as a part of the regular grade work in arithmetic. In all, about 1350 children took part. It was the intention that the study should be con ducted under school conditions normal for children, teachers, and supervisor, in order to meet, as. Far as possible, a current criticism that results obtained from studies with small groups of persons under laboratory conditions, are not applicable in school conditions; and also in order to establish greater confi dence in the validity of the results of the study and insure the applicability of its results to actual school-room problems. It is true that one meets a greater number of factors under such conditions that can not be controlled than in an experiment con ducted under laboratory conditions, but they are the factors that enter into all school-room work and help to determine both its quality and quantity. There was approximately the same simi larity of ability in the classes that took the practice that one ordinarily finds in a school system where a common course of study is followed and where all the teachers are under similar supervision, but where there is diversity of nationality and ex treme individual variations among the children. Two different experiments were conducted, one in addition, the other in division. The addition was given to classes in the fourth year of the elementary school; the division, to classes in the last half of the third year and the first half of the fourth year. These classes had done the work outlined in arithmetic in the New York City course of study. Hence the children had been taught the facts and processes involved in the experiment.
