Book excerpt: Following the fall of the Melaka Sultanate to the Portuguese in 1511, the sultanates of Johor and Aceh emerged as major trading centers alongside Portuguese Melaka. Each power represented wider global interests. Aceh had links with Gujerat, the Ottoman Empire and the Levant. Johor was a center for Javanese merchants and others involved with the Eastern spice trade. Melaka was part of the Estado da India, Portugal's trading empire that extended from Japan to Mozambique. Throughout the sixteenth century, a peculiar balance among the three powers became an important character of the political and economical life in the Straits of Melaka. The arrival of the Dutch in the early seventeenth century upset the balance and led to the decline of Portuguese Melaka. Making extensive use of contemporary Portuguese sources, Paulo Pinto uses geopolitical approach to analyze the financial, political, economic and military institutions that underlay this triangular arrangement, a system that persisted because no one power could achieve an undisputed hegemony. He also considers the position of post-conquest Melaka in the Malay World, where it remained a symbolic center of Malay civilization and a model of Malay political authority despite changes associated with Portuguese rule. In the process provides information on the social, political and genealogical circumstances of the Johor and Aceh sultanates.

Banned by the fascist regime until 1974, the institutionalization of sociology as an academic discipline came relatively late. Book excerpt: Following the 1952 reorganization of the Portuguese Air Force from the army and naval air arms, Portugal now had an entity dedicated solely to aviation that would bring it into line with its new NATO commitment. As it proceeded to develop a competence in modern multiengine and jet fighter aircraft for its NATO role and train a professional corps of pilots, it was suddenly confronted in 1961 with fighting insurgencies in all three of its African possessions. This development forced it to acquire an entirely new and separate air force, the African air force, to address this emerging danger. This is the story of just how Portuguese leadership anticipated and dealt with this threat, and how it assembled an air force from scratch to meet it. The aircraft available at the time were largely castoffs from the larger, richer, and more sophisticated air forces of its NATO partners and not designed for counterinsurgency. Yet Portugal adapted them to the task and effectively crafted the appropriate strategies and tactics for their successful employment. The book explores the vicissitudes of procurement, an exercise fraught with anti-colonial political undercurrents, the imaginative modification and adaptation of the aircraft to fight in the African theaters, and the development of tactics, techniques, and procedures for their effective employment against an elusive, clever, and dangerous enemy. Advances in weaponry, such as the helicopter gun ship, were the outgrowth of combat needs. The acquired logistic competences assured that the needed fuel types and lubricants, spare parts, and qualified maintenance personnel were available in even the most remote African landing sites. The advanced flying skills, such as visual reconnaissance and air-ground coordinated fire support, were honed and perfected. All of these aspects and more are explored and hold lessons in the application of airpower in any insurgency today.

But which areas should be reformed, how do we know when there has been real transformation, and how and where do authoritarian legacies persist? Intelligence in Democratic Transitions is a comparative examination of the democratic transitions of Portugal, Greece, and Spain starting in the 1970s. Although these three countries began their transitions around the same time, they present significantly different results. Sofia Tzamarelou discovers that main barriers to reform are legacies of the past and legacy personnel. She does this through the lens of five Security Sector Reform (SSR) indicators: Lustration, Control and Oversight, Recruitment, Targeting and Civil Society. Tzamarelou uses primary sources throughout the study, including governmental documents and legal statutes–such as draft laws, bills and presidential decrees–paired with “outside” primary source reporting, such as analysis reporting by the CIA. She complements this rich primary source material with secondary sources from authors in each country and internationally who specialize in intelligence or who provide historical context. Tzamarelou’s unique comparative analysis of intelligence democratization using a common framework–SSR–applied to each country contributes to readers’ understanding of why and how some reforms fail and others succeed and how the SSR framework can be used in the intelligence arena.
