The report has four goals: 1) update the official Jordanian poverty line based on the 2006 Household Income and Expenditure Survey (HIES) using the methodology previously applied for the poverty assessment in 2002; 2) describe recent poverty trends; 3) understand the reasons for the discrepancy between the results of formal statistical analysis and popular perceptions of poverty trends; and 4) provide preliminary information about the distributional impacts of fuel subsidies and measures to compensate for fuel subsidy elimination. Using 2006 as the base year, the Jordanian poverty line was JD 46.3 per person per month. In 2006, 13 percent of the population was below the poverty line. The highest rate of poverty was observed in Mafraq governorate. Although Amman has the lowest poverty rate of all governorates, it is home to the largest number of poor individuals due to the concentration of population in Amman. Several sub-districts, including Rwashed, Wadi Araba and Aghwar Janoobiyah have very high rates of poverty. Disturbingly, income would have fallen for most Jordanians if not for growth in transfer income. The growth in transfer income was primarily due to transfers made to compensate for the April 2006 fuel price increases and gifts to government employees announced by the King on holidays. Income before transfers is comprised mainly of property/rental and labor income. Property/rental income fell between 2002 and 2006, apparently reflecting the dis-saving trend also observed at the macro level. Labor income was stagnant for most Jordanians, although the wealthiest quintile saw significant gains.

The World Bank's strategy since 1990, based on wide-ranging and influential analytic and advisory activities, was to support macroeconomic stabilization and pro-market structural reforms to foster growth. The increased focus on the social sectors was aligned with the Millennium Development Goals (MDGs). The strategy was relevant to the government's priorities outlined in a series of five-year economic and social development plans. The Bank's programs, in particular, were successful in promoting policy reforms. Substantial tariff, trade and financial sector reforms, together with the removal of disincentives for investment and the privatization of government enterprises, were achieved. Bank assistance also contributed to significant progress in the agriculture, water and social sectors. With Bank support, Jordan made excellent progress in almost all areas covered by the MDGs, and is likely to meet the target levels by 2015. However, these gains have been achieved in an inefficient manner and the cost in terms of public expenditures has been relatively high. Recommendations outline much needed public sector reform, for despite some public expenditures being curtailed, the country's vulnerability to external shocks remains high, and the potential for regional instability is also considerable. Future Bank assistance should focus on public expenditure restructuring, enhanced water management and conservation, and poverty reduction.

Two waves of Home-Visit surveys, collected by the United Nations High Commissioner for Refugees, are analyzed to track the evolution of poverty among Syrian refugees in Jordan. To compare changes in poverty between female- and male-headed households, the paper uses relative comparisons of deciles in the expenditure distribution and quantile regressions. The analysis adjusts the poverty measure for economies of scale as the cost per person of maintaining a given standard of living may fall as household size rises. The findings show that the spending distribution has shifted over time, negatively affecting female-headed households. In 2013, female-headed households below the median had lower expenditure than male-headed households. In 2018, this pattern occurs in all deciles. The findings also show small differences between poverty rates of female- and male-headed households whether the poverty measure is adjusted for economies of scale or not. Regardless of the poverty measure, the poverty gender gap has increased over time, with female-headed households experiencing poverty more intensely. Female single caregivers remain at the most risk of falling into poverty when compared with other types of households and over time. This approach can help policy makers design more effective programs of assistance that respond to gender-based differences in vulnerability to poverty and find durable solutions for displaced populations.
