Book excerpt: While policy makers, media, and the international community focus their attention on Pakistan’s ongoing security challenges, the potential of the rural economy, and particularly the agricultural sector, to improve Pakistanis’ well-being is being neglected. Agriculture is crucial to Pakistan’s economy. Almost half of the country’s labor force works in the agricultural sector, which produces food and inputs for industry (such as cotton for textiles) and accounts for over a third of Pakistan’s total export earnings. Equally important are nonfarm economic activities in rural areas, such as retail sales in small village shops, transportation services, and education and health services in local schools and clinics. Rural nonfarm activities account for between 40 and 57 percent of total rural household income. Their large share of income means that the agricultural sector and the rural nonfarm economy have vital roles to play in promoting growth and reducing poverty in Pakistan.

The PNG National Nutrition Policy (2016-2026) and Nutrition Strategic Action Plan (2018-2022) (NSAP) set a path to improve coordination, secure sufficient funding, and improve technical capacity of nutrition-focused pro gram implementation. As policy prioritizes improved nutrition outcomes, it is important to understand the cost that households face of securing a higher level of nutrition. Ensuring a healthy diet that meets nutrition standards is relatively expensive in PNG. The analysis presented in this paper, which uses detailed household food and non-food consumption data suggests that 4/5 of households in the survey sample live below the healthy diet poverty line (which sets a calorie threshold and defines healthy diet nutrition targets). That is, these households do not have the income available (or do not consume sufficient food and non-food goods) to meet their basic needs which includes securing a nutritious diet that meets food based die tary guidelines.

Book excerpt: February 2001 An analysis of a field survey to investigate household decisions about schooling in rural Pakistan suggests that hiring more female teachers and providing more primary schools for girls closer to villages will improve the chances of rural Pakistani girls entering school and staying enrolled. Human capital investments in Pakistan are performing poorly: school enrollment is low, the high school dropout rate is high, and there is a definite gender gap in education. Sawada and Lokshin conducted field surveys in 25 Pakistani villages and integrated their field observations, economic theory, and econometric analysis to investigate the sequential nature of education decisions--because current outcomes depend not only on current decisions but also on past decisions. Their full-information maximum likelihood estimate of the sequential schooling decision model reveals important dynamics affecting the gender gap in education, the effects of transitory income and wealth, and intrahousehold resource allocation patterns. They find, among other things, that in rural Pakistan: * There is a high educational retention rate, conditional on school entry, and that male and female schooling progression rates become comparable at higher levels of education. * A household's human and physical assets and changes in its income significantly affect children's education patterns. Birth order affects siblings' competition for resources. * Serious supply-side constraints on village girls' primary education suggest the importance of supply-side policy interventions in Pakistan's rural primary education--for example, providing more girls' primary schools close to villages and employing more female teachers. This paper--a product of Poverty and Human Resources, Development Research Group--is part of a larger effort in the group to study the role of gender in the context of the household, institutions, and society. The Republic of Korea has achieved economic success on many fronts. Real GNP has tripled every decade since the 1960s. A dynamic and flexible manufacturing sector now dominates the economy. The benefits of growth have been widely distributed, with a sharp decrease in poverty. This study, like others in the series, seeks to draw lessons from such success and to identify and analyze the policies behind this strong economic performance. Koreas development strategy and macroeconomic performance are outlined in Part I. Several factors are seen to underlie strong growth, including the maintenance of a stable macroenvironment, flexible and pragmatic policies, and investment in infrastructure and human capital. Part II assesses the role played by industrial policy since 1961. Particular attention is given to the Heavy and Chemical Industry (HCI) drive, launched in 1973 to diversify and upgrade Koreas industrial sector. The authors note that while the HCI has been largely successful, it also has been very costly, particularly to the financial sector. Part III outlines the role of institutions and the close relationships among the government, the bureaucracy, and business. The key to Koreas rapid development, according to the authors, was the governments commitment to growth and its early focus on equity and wide distribution of the gains from growth. The authors also laud the efficiency and effectiveness of Koreas public and private sector institutions, which they see as models for all developing nations.

Book excerpt: Pakistan performs poorly withrespect to gender equality, women’s empowerment, and other gender-related indicators. Few studies in Pakistan measure the multiple dimensions of empowerment along which women are marginalized or disenfranchised, particularly in the country’s rural areas. Even fewer studies address the gender gaps in empowerment levels of men and women. This paper calculates a Women’s Disempowerment Index to examine women’s control over production, resources, income, household decisions, and time burden. The index is based on a slightly modified methodology than that used for WEAI calculation by Alkire et al. (2012). The analysis is based on a sample of 2,090 households in the rural areas of Pakistan. Data used for the study werecollected in three rounds of the Pakistan Rural Household Panel Survey from 2012–2014 by International Food Policy Research Institute/ Innovative Development Strategies for its Pakistan Strategy Support Program. The results show low empowerment levels of only 17 percent for women in the rural areas of Pakistan. The results also show very low empowerment of women in all indicators and domains except the time burden/workload indicator. We then analyze women’s disempowerment by subsamples based on individual and household characteristics. We also calculate disempowerment levels among men and compare it to disempowerment levels among women. Comparison within the household reveals large disparities in empowerment levels among men and women. In a comparative analysis, men are found to be more empowered in domains of production, income,and autonomy. Both men and women were found to be most disempowered in access to and control over resources. The paper provides a baseline for tracking women’s empowerment over time and identifies areas that need to be strengthened through policy interventions
