Book excerpt: The Federal Highway Administration and the Minnesota Department of Transportation co-sponsored a demonstration to test how consumers would change their driving behavior if some of the fixed costs of owning and operating a car were to be converted to variable costs. Two primary components of the project included a market assessment and report on the experiment findings. An analysis was also conducted of public policy and private sector market implications for pay-as-you-drive (PAYD) products which concluded with recommendations on how to mainstream major findings: Target to the most receptive markets in areas where significant travel options exist; Explain PAYD concepts clearly to potential markets; Structure products so that consumers can manage risk and uncertainty by setting caps on variable costs; Enable people to opt out if they are not comfortable with PAYD products; Provide significant cost savings potential to make the PAYD option worthwhile.

Book excerpt: Employer's Tax Guide (Circular E) - The Families First Coronavirus Response Act (FFCRA), enacted on March 18, 2020, and amended by the COVID-related Tax Relief Act of 2020, provides certain employers with tax credits that reimburse them for the cost of providing paid sick and family leave wages to their employees for leave related to COVID‐19. Qualified sick and family leave wages and the related credits for qualified sick and family leave wages are only reported on employment tax returns with respect to wages paid for leave taken in quarters beginning after March 31, 2020, and before April 1, 2021, unless extended by future legislation. If you paid qualified sick and family leave wages in 2021 for 2020 leave, you will claim the credit on your 2021 employment tax return. Under the FFCRA, certain employers with fewer than 500 employees provide paid sick and fam-ily leave to employees unable to work or telework. The FFCRA required such employers to provide leave to such employees after March 31, 2020, and before January 1, 2021. Publication 15 (For use in 2021)

The need for a global research effort to establish the current understanding of climate change adaptation and mitigation at the city level is urgent. To meet this goal a coalition of international researchers - the Urban Climate Change Research Network (UCCRN) - was formed at the time of the C40 Large Cities Climate Summit in New York in 2007. This book is the First UCCRN Assessment Report on Climate Change and Cities. The authors are all international experts from a diverse range of cities with varying socio-economic conditions, from both the developing and developed world. It is invaluable for mayors, city officials and policymakers; urban sustainability officers and urban planners; and researchers, professors and advanced students.

Book excerpt: In the United States, some populations suffer from far greater disparities in health than others. Those disparities are caused not only by fundamental differences in health status across segments of the population, but also because of inequities in factors that impact health status, so-called determinants of health. Only part of an individual's health status depends on his or her behavior and choice; community-wide problems like poverty, unemployment, poor education, inadequate housing, poor public transportation, interpersonal violence, and decaying neighborhoods also contribute to health inequities, as well as the historic and ongoing interplay of structures, policies, and norms that shape lives. When these factors are not optimal in a community, it does not mean they are intractable: such inequities can be mitigated by social policies that can shape health in powerful ways. Communities in Action: Pathways to Health Equity seeks to delineate the causes of and the solutions to health inequities in the United States. This report focuses on what communities can do to promote health equity, what actions are needed by the many and varied stakeholders that are part of communities or support them, as well as the root causes and structural barriers that need to be overcome.

Book excerpt: Congestion costs highway users billions of dollars every year. Although policymakers have adopted a variety of strategies for reducing or mitigating congestion, relatively little attention has been paid to policies to promote more efficient use of the highway system. One such policy is congestion pricing, under which drivers are charged a higher price for use of a highway at times or places with heavy traffic and a lower price in the opposite circumstances. This book explains how congestion pricing works, reviews the best available evidence on projects that make use of such pricing in order to assess the benefits and challenges of the approach, and discusses federal policy options for encouraging congestion pricing. Congestion pricing also can be linked to strategies to improve mobility by making alternatives to the private automobile, such as subways, buses or commuter rail service, more attractive during peak periods. The revenues generated by such pricing have sometimes been used to pay for improvements in public transportation systems. This book consists of public documents which have been located, gathered, combined, reformatted, and enhanced with a subject index, selectively edited and bound to provide easy access.

Book excerpt: This book takes a look at fully automated, autonomous vehicles and discusses many open questions: How can autonomous vehicles be integrated into the current transportation system with diverse users and human drivers? Where do automated vehicles fall under current legal frameworks? What risks are associated with automation and how will society respond to these risks? How will the marketplace react to automated vehicles and what changes may be necessary for companies? Experts from Germany and the United States define key societal, engineering, and mobility issues related to the automation of vehicles. They discuss the decisions programmers of automated vehicles must make to enable vehicles to perceive their environment, interact with other road users, and choose actions that may have ethical consequences. The authors further identify expectations and concerns that will form the basis for individual and societal acceptance of autonomous driving. While the safety benefits of such vehicles are tremendous, the authors demonstrate that these benefits will only be achieved if vehicles have an appropriate safety concept at the heart of their design. Realizing the potential of automated vehicles to reorganize traffic and transform mobility of people and goods requires similar care in the design of vehicles and networks. By covering all of these topics, the book aims to provide a current, comprehensive, and scientifically sound treatment of the emerging field of “autonomous driving".

Book excerpt: "The ongoing COVID-19 pandemic marks the most significant, singular global disruption since World War II, with health, economic, political, and security implications that will ripple for years to come." -Global Trends 2040 (2021) Global Trends 2040-A More Contested World (2021), released by the US National Intelligence Council, is the latest report in its series of reports starting in 1997 about megatrends and the world's future. This report, strongly influenced by the COVID-19 pandemic, paints a bleak picture of the future and describes a contested, fragmented and turbulent world. It specifically discusses the four main trends that will shape tomorrow's world: - Demographics-by 2040, 1.4 billion people will be added mostly in Africa and South Asia. - Economics-increased government debt and concentrated economic power will escalate problems for the poor and middleclass. - Climate-a hotter world will increase water, food, and health insecurity. - Technology-the emergence of new technologies could both solve and cause problems for human life. Students of trends, policymakers, entrepreneurs, academics, journalists and anyone eager for a glimpse into the next decades, will find this report, with colored graphs, essential reading.
