The bank was founded in 1876 by the state to run public deposits, and evolved into a savings bank, catering for both public and private deposits. Its history goes beyond the history of banking, as it ties in with the role of the state in the banking sector and financial markets. The book weaves in and out of different political and international contexts, following the many changes of the Portuguese political regime and of its interactions with the national and international economy. The most important lesson from the study is that publicly owned institutions can compete successfully with the private sector when they simultaneously cater for the interests of policy makers as well as those of the public, in this case, the depositors. The history of the Caixa Geral de Depósitos therefore shows how the state of a peripheral economy is capable of successfully managing a large financial institution when the right set of incentives is in place. The macro-finance literature and recent experience provide compelling evidence that financial imbalances grow in good times, creating downside risks to economic growth. The analysis highlights the importance of the price of risk, leverage and credit growth as leading indicators of risks to gross domestic product growth. The price of risk appears to provide the most powerful signal in the short term, while credit aggregates are the most significant predictor in the medium term. This finding is consistent with the volatility paradox and is line with other empirical studies. The Growth-at-Risk (GaR) model suggests contained downside risks to Portugal’s growth projections at the current juncture based on financial conditions data, but credit growth should continue to be monitored given still high leverage. The moderate risk to growth identified by the GaR model reflects the impact of low credit spreads and volatility in the financial markets, in their turn reflecting the prevailing policy mix. Still, a repricing of risks and other shocks could be magnified by the still-high leverage, and lead to less favorable growth outcomes.

Private and sovereign debt dramatically increased, which further soared when the Government rescued banks. Portugal was then compelled to take extreme measures to address extraordinary debt-levels.

On the other hand I want to take into account the open discussion on “Eurobonds” which mentioned a way to lower high interest pay-ments for Portugal, Greece and other strong hit countries. The introduction will cover a short analysis of the current global economic situa-tion. Containing the main characteristic. Subsequently I want to address the cur-rent economic situation of Portugal. With the previously given background infor-mation of the global situation it should be easier to evaluate Portugal standing in Europe and the World. Thereafter I want to go into details, like the high fiscal deficit of Portugal and the huge absolute national indebtedness. Here I also provide information about the creditors that are willing to lend money to Portugal. A topic concerning the risk measurement of Portugal and accompanied with higher interest rates for government bonds will go deeper in the states problem. At the end of the seminar paper I bring up a few ideas how to get of this difficult situation and show a few economic outlooks for Portugal.
