Although populist politics are often portrayed as a driver of poor environmental governance, Populist Moments and Extractivist States identifies it as an intervening variable at best – one that emerges in response to the accountability deficits of extractive states. Case studies in Venezuela – for many, the prototypical petrostate – and Ecuador – which exchanged agribusiness dependency for oil decades later – illustrate how extractive states are oriented by a colonial logic of export and service. This logic regulates state-society-nature relationships and circumscribes avenues for local stakeholders to hold public officials and extractive industries to account for environmental and human harms. Populist moments of the early 21st century across Latin America responded to these conditions, promising more equitable and sustainable futures. However, rather than reversing the technocracy, verticalism, and exclusion of the recent past, populist moments often intensified and legitimated them in the drive to maximize and distribute resource rents. The result has been cyclical, as populist moments of hope and rupture fall prey to the extractivist states they tried, and failed, to replace.

Former president Hugo Chávez, who died in 2013, downplayed the extent of violent crime and instead emphasized rehabilitation. His successor, President Nicolás Maduro, took the opposite approach, declaring an all-out war on crime (mano dura). What accounts for this drastic shift toward more punitive measures? In Deadline, anthropologist Robert Samet answers this question by focusing on the relationship between populism, the press, and what he calls “the will to security.” Drawing on nearly a decade of ethnographic research alongside journalists on the Caracas crime beat, he shows how the media shaped the politics of security from the ground up. Paradoxically, Venezuela’s punitive turn was not the product of dictatorship, but rather an outgrowth of practices and institutions normally associated with democracy. Samet reckons with this apparent contradiction by exploring the circulation of extralegal denuncias (accusations) by crime journalists, editors, sources, and audiences. Book excerpt: Under the populist rule of President Hugo Chávez, first elected in 1998 and most recently re-elected to a six-year term in December 2006, Venezuela has undergone enormous political changes, with a new constitution and unicameral legislature, and even a new name for the country, the Bolivarian Republic of Venezuela. U.S. officials and human rights organisations have expressed concerns about the deterioration of democratic institutions and threats to freedom of expression under President Chávez, who has survived several attempts to remove him from power. The government has benefited from the rise in world oil prices, which has sparked an economic boom and allowed Chávez to increase expenditures on social programs associated with his populist agenda. Since he was re-elected, Chávez has announced new measures to move the country toward socialism. His May 2007 closure of a popular Venezuelan television station (RCTV) that was critical of the government sparked student-led protests and international condemnation. The Chávez government's proposed constitutional reforms, subject to a referendum scheduled for December 2, 2007, include many amendments that have been controversial, such as the removal of presidential term limits and the government's ability to suspend certain constitutional rights during a state of emergency. The United States traditionally has had close relations with Venezuela, the fourth major supplier of foreign oil to the United States, but there has been friction in relations with the Chávez government. U.S. officials have expressed concerns about President Chávez's military arms purchases, his relations with such countries as Cuba and Iran, his efforts to export his brand of populism to other Latin American countries, and concerns about the state of democracy.
