Les baisses de la mortalité infantile, suivies par la baisse de la fécondité, produisent une génération «renflement» et un grand nombre de personnes d'âge actif, donnant un coup de pouce à l'économie. Dans le court terme, une fécondité plus faible engendre une baisse des taux de dépendance des jeunes et une plus grande participation de la population active féminine en dehors de la maison. La réduction de la taille de la famille signifie également qu’il reste davantage de ressources à investir dans la santé et l'éducation par enfant, augmentant ainsi la productivité future des travailleurs. Au long terme, une durée de vie accrue résultant de l’amélioration dans le domaine de la santé signifie que cette vaste cohorte aux gains élevés sera également désireuse d’épargner pour la retraite ainsi que pour la création de l'épargne et des investissements plus conséquents, conduisant ainsi à d'autres gains de productivité. Deux choses sont nécessaires pour que le dividende démographique génère un décollage économique de l'Afrique. La première consiste à accélérer la baisse de la fécondité qui est actuellement au point mort ou lente dans de nombreux pays. La seconde est les politiques économiques qui profitent de l'occasion offerte par le changement de la démographie. Alors que l'évolution démographique peut produire plus, et des travailleurs de meilleure qualité, cette main-d'œuvre potentielle doit être employée si l'Afrique se doit de récolter le dividende. Cependant, une fois en route, la relation entre l'évolution démographique et le développement humain fonctionne dans les deux sens, c’est-à -dire qu’elle crée un cercle vertueux susceptible d’accélérer la baisse de la fécondité, le développement social et la croissance économique. Les recherches scientifiques montrent trois facteurs clés pour accélérer la transition de la fécondité: la santé des enfants, l'éducation des femmes et l'autonomisation des femmes, notamment par l'accès à la planification familiale. Exploiter le dividende démographique nécessite la création d'emplois pour les grandes cohortes de jeunes qui entrent en âge de travailler et qui stimulent les investissements étrangers jusqu'à faire augmenter l'épargne intérieure et l'investissement. La combinaison appropriée de politiques dans chaque pays dépend de leur stade de transition démographique. Etant la dernière région à subir la transition démographique, l’Afrique peut tirer les leçons des réussites et des échecs des autres régions dans l'exploitation d'un dividende démographique. Le succès exige (i) l'accélération de la transition démographique; (ii) une économie dynamique produisant des revenus et des investissements plus élevés pour une jeunesse mieux éduquée et en meilleure santé.

Pour mieux définir ses stratégies, l'Agence française de développement (AFD) a chargé le Centre Population et Développement (CEPED) d'examiner toutes ces questions en proposant à des chercheurs spécialisés d'évaluer les enjeux démographiques du développement durable en Afrique. Cet ouvrage rassemble leurs synthèses et tente de façon innovante d'en présenter les conclusions les plus pertinentes au monde politique. Cette démarche entend rapprocher les points de vue des scientifiques et ceux des décideurs et des acteurs de terrain. Elle s'inscrit dans un contexte international qui privilégie à nouveau les questions démographiques pour les replacer au centre des analyses sur le développement après une longue période de jachère dans ce domaine. Les auteurs montrent clairement que pour infléchir les tendances lourdes et permettre un développement durable, il est plus que jamais nécessaire d'engager des actions décisives à court terme sur les leviers les plus opérationnels pour espérer des résultats significatifs sur le long terme. Ces mesures portent sur la planification familiale, sur les migrations, l'éducation et la santé. Les auteurs analysent ces phénomènes de façon comparative en fournissant les données les plus récentes. Ils identifient les actions prioritaires et urgentes, et suggèrent de nouvelles pistes pour la recherche.

Fertility rates and population growth influence economic development. The marked declines in fertility seen in some developing nations have been accompanied by slowing population growth, which in turn provided a window of opportunity for rapid economic growth. For many sub-Saharan African nations, this window has not yet opened because fertility rates have not declined as rapidly there as elsewhere. Fertility rates in many sub-Saharan African countries are high: the total rate for the region is estimated to be 5.1 births per woman, and rates that had begun to decline in many countries in the region have stalled. High rates of fertility in these countries are likely to contribute to continued rapid population growth: the United Nations projects that the region's population will increase by 1.2 billion by 2050, the highest growth among the regions for which there are projections. In June 2015, the Committee on Population organized a workshop to explore fertility trends and the factors that have influenced them. The workshop committee was asked to explore history and trends related to fertility, proximate determinants and other influences, the status and impact of family planning programs, and prospects for further reducing fertility rates. This study will help donors, researchers, and policy makers better understand the factors that may explain the slow pace of fertility decline in this region, and develop methods to improve family planning in sub-Saharan Africa.

Le démarrage tardif de la transition démographique dans la région, son rythme lent et le maintien d'une croissance démographique supérieure à 2,5% par un pendant plus de 50 ans font de la transition démographique de l'ASS un phénomène unique en comparaison des autres transitions observées ailleurs dans le monde. Avec le début de la baisse de la fécondité et les meilleures performances économiques de l'ASS entre 2000 et 2014, de nombreux pays d'ASS ont cru qu'ils pouvaient capter un premier dividende démographique et de devenir des économies émergentes - un processus que nombre de pays d’Asie de l’Est et du Sud-Est ont été réalisés entre 1970 et 2000. Les données disponibles pour l’ASS et le contraire que sa forte croissance démographique depuis les années 1960 a eu des effets négatifs sur la croissance de son PIB par tête. Par ailleurs, il n'y a actuellement que quatorze pays de l'ASS, représentant 20% de la population de l'ASS, qui remplissent les conditions initiales nécessaires pour bénéficier d'un premier dividende démographique. Malheureusement, la pandémie du Covid-19 va gravement compromettre les perspectives économiques de l'ASS. Ce livre analyse les défis que les pays de l'ASS doivent affronter pour répéter le miracle économique de l'Asie de l'Est et du Sud-Est. À ce jour, la majorité des pays d'ASS sont à une phase critique de leur développement. En effet, les prochaines étapes détermineront si, oui ou non, les pays de l'ASS seront en mesure d'accélérer leur transition démographique, de capter un premier dividende démographique et de devenir des économies émergentes. John F. May est professeur de recherche à la Schar School of Policy and Government, George Mason University, Arlington, VA, États-Unis. Book excerpt: Central to this book are Gbigbil women's experiences with different "reproductive interruptions": miscarriages, stillbirths, child deaths, induced abortions, and infertility. Rather than consider these events as inherently dissimilar as women do in Western countries, the Gbigbil women of eastern Cameroon see them all as instances of "wasted wombs" that leave their reproductive trajectories hanging in the balance. The women must navigate this uncertainty while negotiating their social positions, aspirations for the future, and the current workings of their bodies. Providing an intimate look into these processes, Wasted Wombs shows how Gbigbil women constantly shift their interpretations of when a pregnancy starts, what it contains, and what is lost in case of a reproductive interruption, in contrast to Western conceptions of fertility and loss. Depending on the context and on their life aspirations—be it marriage and motherhood, or an educational trajectory and employment, or profitable sexual affairs with so-called "big fish"—women negotiate and manipulate the meanings and effects of reproductive interruptions. Paradoxically, they often do so while portraying themselves as powerless. Wasted Wombs carefully analyzes such tactics in relation to the various social predicaments that emerge around reproductive interruptions, as well as the capricious workings of women's physical bodies.
