The title reflected profound changes in the thinking and approaches of economists traced back to economic developments such as the worldwide slowing down of economic growth, dwindling of productivity increases, growing unemployment, and rampant increase in public debt experienced during the 1970s and 80s. The Congress was not primarily concerned therefore with the economic efficiency of particular enterprises, but with the interface of Public Finance and the behavior of enterprises. The intent was to detect how fiscal policy decisions effect the behavior of enterprises and how this in turn influences the overall performance of an economy--to seek microeconomic foundations for macroeconomic relationships. This volume presents the proceedings of the 43rd Congress with papers from numerous international contributors.

C'est précisément l'ambition de cet ouvrage d'éclairer ces questions, tant du point de vue théorique qu'empirique. Après un rappel des controverses traditionnelles et modernes (équivalence ricardienne, croissance endogène) touchant aux dépenses de l'État et à leur financement, l'auteur identifie les principes qui garantissent la solvabilité publique au cours du temps. Il examine ensuite leur validité aux États-Unis et dans les principaux pays européens depuis les années soixante jusqu'à nos jours. L'analyse se porte enfin sur les répercussions d'un déséquilibre insoutenable des finances publiques. Dans des circonstances exceptionnelles, la récurrence des déficits peut provoquer une crise financière aboutissant à la répudiation de la dette. Plus couramment, elle justifie le recours systématique au financement inflationniste. Une attention particulière est ainsi portée aux problèmes de collecte du seigneuriage dans une union monétaire.
