The book deals with the legality, legitimacy and effectiveness of military interventions where the international community of states not only felt impelled to engage in military humanitarian or peace-building missions but also in long-term state- and democracy-building. External actors particularly engaged in four modes, namely enforcing democratization by enduring post-war occupation (mode 1); restoring an elected government by military intervention (mode 2); intervening in on-going massacres and civil war with military forces (‘humanitarian intervention’) and thereby curbing the national sovereignty of those countries (mode 3) and forcing democracy on rogue states by ‘democratic intervention’, in other words democracy through war (mode 4). The contributions link juridical and philosophical reflections on just war ad bellum with empirical evidence post bellum in Afghanistan, Georgia, Serbia, Croatia, Cambodia and East Timor. All empirical analyses stress the complexity and difficulties to establish democracy in post-conflict societies driven or monitored by external actors. Such an endeavour implies a comprehensive agenda of political, social, and economic methods of peace-building. However, if external actors withdraw before the roots of democracy are deep enough and before democratic institutions are strong enough to stand alone, then the entire endeavour may fail. Yet, the patterns and characteristics of transitions have varied significantly, and different modes of transition have resulted in different outcomes. This book offers cross-national comparisons of democratic transition since the turn of the twentieth century and asks what makes democracies succeed or fail. In doing so it explores the influence the mode of transition has on the longevity or durability of the democracy, by theoretically examining and quantitatively testing this relationship. The authors argue that the mode of transition directly impacts the success and failure of democracy, and suggest that cooperative transitions, where opposition groups work together with incumbent elites to peacefully transition the state, result in democracies that last longer and are associated with higher measures of democratic quality. Based on a cross-national dataset of all democratic transitioning states since 1900, this book will be of great interest to students and scholars of international politics, comparative politics and democracy, and democratization studies.

Book excerpt: This book asks how, and under what conditions, external-domestic interactions impact on peacebuilding outcomes during transitions to peace and democracy. Why do so many peacebuilding interventions in post-war states result in stalled transitions despite heavy international support? This book suggests a new interaction-based explanation for this puzzle and proposes an ‘analytical framework of peacebuilding interactions’. Based on eight cases of peacebuilding interactions, it demonstrates that the limited rationality of the actors involved in external-domestic interactions influenced the post-war transition results in Kosovo. Drawing on interviews and focus groups, the insights build on the process tracing of peacebuilding reforms in the area of Local Governance and Police Reform, with a specific focus at the local level. Through an in-depth analysis of peacebuilding negotiations, this book shows how peacebuilders’ use of ad hoc interaction tactics – intended as heuristics to simplify decision-making in overly complex post-war environments – have the unintended effect of offering domestic actors additional leeway to prioritise their domestic agenda, often at the expense of achieving full democratisation. The resulting consequences of these actions mean that, even in highly resourced interventions, such as those implemented in Kosovo, stalled transitions become one of the most likely outcome of the peacebuilding process. Book excerpt: Saw Myat Sandy’s study deals with theoretical and empirical analysis of the political transitions in former Yugoslavia and Burma, the present day Myanmar. It covers the transition period of both states from the late 1980s until present. The author examines the democratic transition in both states, where the process has been ‘unsuccessfully accomplished’, i.e. after a very promising beginning sooner or later undermined by the challenges of the transition, which threatened to reverse, what was gained by democratisation. In this dissertation, Saw Myat Sandy argues that the democratic transition in both states became an extended process of transition’ because of its multi-ethnic societies. The democratisation in former Yugoslavia led to disintegration, and in Myanmar it is proving to be an intractable one and has become almost un-resolvable to anyone’s satisfaction. Myanmar today suffers from on-going political instabilities that cause political and social fragmentations but does not demonstrate that it will fall into conventional Balkan scenarios. This dissertation analyses if Myanmar’s political transition will follow the former Yugoslavian fate by using the transition theoretical framework and highlighting the empirical facts on the problems of ethnicity and other political factors that relate to these democratisation processes. The theoretical approaches are based on the ‘democratic transition and consolidation theories’ argued by Juan J. Linz, Alfred Stepan and Samuel Huntington. As opposed to many quantitative studies, relevant dimensions will gradually appear in this qualitative case study. The theoretical perspectives that apply are equally significant and supplement each other and relate to its national experience. The study contributes to the conventional theoretical debate and aims to offer the understanding for the need to expand the link between ethnicity and political transitions in transition theories. It proposes a heuristic method to integrate the dynamic of ethnicity in political transition theories.
