This volume sets out an impressive historical, theoretical and institutional framework for a comprehensive, comparative and empirical analysis of the forms, patterns, trends and determinants of citizen participation in two of Europe's largest democracies. Written by an international team of political scientists, it starts with an outline of the participatory traditions in both countries before turning to the theoretical foundations of empirical research regarding the role of political participation in modern democracies. It provides an overview of how the perception of political participation has changed over the years and the forms of both conventional participation, particularly with regard to electoral participation, and unconventional participation like protest and other new forms of citizen involvement are analysed in detail. Exploring new approaches in participation research, social participation is seen as not just correlating with political participation, but as a specific form of civic engagement in itself. Book excerpt: The current perception of democratic crisis in Western Europe gives a renewed urgency to a new perspective on the way democracy was reconstructed after World War II and the principles that underpinned its postwar transformation. This study accounts for the formation of the postwar democratic order in Western Europe by studying how the main political actors in France, West Germany and Italy conceptualized democracy and strove over its meaning. Based upon a wide range of librarian and archival sources from these countries, it tracks changing conceptions of democracy among leading politicians, political parties, and leaders of social movements, and unveils how they were deeply divided over key principles of postwar democracy – such as the political party, the free market economy, representation, and civic participation. By comparing three national debates on the question what democracy meant and how it should be institutionalized and practiced, this study argues that only in the 1970s conceptions of democracy converged and key political actors accepted each other as democrats with similar conceptions of democracy. This study thereby deconstructs the myth of the quick emergence of one consensual Western European model of democracy after 1945, demonstrates that its formation was a long and contentious process in which national differences were often of crucial importance, and contributes to an enhanced understanding of the historical roots of the current sentiment of democratic crisis.

Gender had been seen only as a background variable in social surveys of political behaviour, and women had rarely been extensively or separately considered. Now, in essays specially written for this volume, first published in 1981, the authors map out the political behaviour of women in twenty ‘industrially developed’ countries, bringing together and analysing contemporary material on a variety of topics, such as voting, standing for public office, entering the political elite, and engaging in political activity outside the formal structures of government. In each chapter the history of women’s political activity is outlined, from the first movements for female suffrage and emancipation to the new political involvement occasioned by the women’s movements of the 1970s. The impact of differing political systems on the experience of women is considered, and some striking similarities and differences are pointed out. It has been generally agreed that women’s participation in politics has been less than that of men, although reasons postulated for this have varied widely. The essays in this book offer further suggestions in this area, while charting a steady increase in activity by women in all political spheres as feminism politicises issues previously restricted to private or male-dominated spheres and women become increasingly concerned to participate in the political process. Book excerpt: The attempt to reduce the role of the state in the market through tax cuts, decreases in social spending, deregulation, and privatization—“neoliberalism”—took root in the United States under Ronald Reagan and in Britain under Margaret Thatcher. But why did neoliberal policies gain such prominence in these two countries and not in similarly industrialized Western countries such as France and Germany? In The Politics of Free Markets, a comparative-historical analysis of the development of neoliberal policies in these four countries,Monica Prasad argues that neoliberalism was made possible in the United States and Britain not because the Left in these countries was too weak, but because it was in some respects too strong. At the time of the oil crisis in the 1970s, American and British tax policies were more punitive to business and the wealthy than the tax policies of France and West Germany; American and British industrial policies were more adversarial to business in key domains; and while the British welfare state was the most redistributive of the four, the French welfare state was the least redistributive. Prasad shows that these adversarial structures in the United States and Britain created opportunities for politicians to find and mobilize dissatisfaction with the status quo, while the more progrowth policies of France and West Germany prevented politicians of the Right from anchoring neoliberalism in electoral dissatisfaction.
