Book excerpt: Several years ago, freshly returned from a year in Stockholm but deeply en meshed in the American Malaise of the late 1960's, I sketched out an image of Swedish policy-making that defined a generalized policy-making role and sought to relate that role to both citizen attitudes and the elite political culture 1 in Sweden. Although that sketch seems to have been taken seriously by other foreigners, I think it is fair to say that the principal reaction of my Swedish friends and colleagues was amusement. When I later (1970-71) returned for another year in Stockholm, I found myself being introduced at parties as the man who had written ''that marvelously out-of-date sketch of how Swedish politics used to work-hah, hah. " Or, I would be referred to as the American who, like Marquis Childs some years earlier, "believed our propaganda. " By 1970-71, of course, the Swedish political environment had become more boisterous than it had been in 1967-68. Indeed, during the course of that year my amused colleagues found themselves enmeshed in a strike action against the government that was part of an emotional series of such actions that some observers thought would bring most public services to a halt. If my earlier portrait had been influenced (too much, they thought) by the American Malaise in which I was implicated, so must their later reaction to my portrait have been influenced (too much, I thought) by the Swedish Turmoil of 1970 and 1971.

Social democratic political hegemony has been eroded and other new political forces are now reinterpreting past political ideas and methods of action and a need for historical perspective. This book analyses the history of Swedish civil society. Social movements and interest organizations have played crucial roles in Sweden. Their history is also Swedish history and concerns struggles for political recognition and welfare state development and cutbacks. Theoretical developments within sociology, social psychology, public choice and political science are combined to enrich the analysis. Some of the theoretical elements used in this book are organizational waves of development, organizational life cycles, political opportunity structure, and topologies of collective action organizations. The book analyzes Swedish civil society history from the Midas to the 1990s. Swedish civil society history is divided into six periods. The role played by collective action organizations in the important developments in politics, society and economy in this one hundred and fifty year period are described, compared and analyzed. The primary focus is the impact of change brought about by these developments on collective action organizations.

Book excerpt: Sweden has often been described as a democratic forerunner, with one of the world's most stable party systems and with a well-functioning parliamentary system. However, the political landscape in Sweden has undergone a rapid change in recent years. The institutions of the political system – not least political parties – appear from a historical perspective to have become partly dysfunctional. The previously stable party system has become unstable. Consequently, it has become more difficult to form governments, and more difficult for governments to govern. The famous culture of consensus has been replaced by a harsher and more confrontational political climate; the tone in political debate has become more aggressive. During the so-called `golden age' of the party system, which lasted for a few decades from the middle of the twentieth century, parties could successfully mobilize broad and well-defined social interests with strong collective identities. Now, other conditions apply that have dramatically changed the role of parties in the democratic process. Parties have gone from being member-based popular movements to becoming professionalized voter-orientated campaign machines. Short-sightedness and a focus on median voters mean that the established parties have become increasingly similar, and populist parties have had great success in recent decades as a consequence. This volume, aimed at political scientists and those interested in discussion and analysis of Swedish political party dynamics, focuses on political parties in Sweden, how they have changed and what the changes mean in a wider sense.

Book excerpt: The Oxford Handbook of Local and Regional Democracy in Europe analyses the state of play of democracy at the subnational level in the 27 member states of the EU plus Norway and Switzerland. It places subnational democracy in the context of the distinctive Anglo, the French, the German and Scandinavian state traditions in Europe asking to what extent these are still relevant today. The Handbook adapts Lijphart's theory of democracy and applies it to the subnational levels in all the country chapters. A key theoretical issue is whether subnational (regional and local) democracy is derived from national democracy or whether it is legitimate in its own right. Besides these theoretical concerns it focuses on the practice of democracy: the roles of political parties and interest groups and also how subnational political institutions relate to the ordinary citizen. This can take the form of local referendums or other mechanisms of participation. The Handbook reveals a wide variety of practices across Europe in this regard. Local financial systems also reveal a great variety. Finally, each chapter examines the challenges facing subnational democracy but also the opportunities available to them to enhance their democratic systems. Among the challenges identified are: Europeanization, globalization, but also citizens disaffection and switch-off from politics. Some countries have confronted these challenges more successfully than others but all countries face them. An important aspect of the Handbook is the inclusion of all the countries of East and Central Europe plus Cyprus and Malta, who joined the EU in 2004 and 2007. This is the first time they have been examined alongside the countries of Western Europe from the angle of subnational democracy.
