Drawing on the author’s political ethnographic fieldwork conducted in Jakarta, Central Sulawesi, and Oslo, where the author examined Norway’s interests and role in implementing REDD+, this book discusses the long evolution of the idea that foreign state and private financing can be used to protect tropical forests and the carbon stored within them, resulting in both local economic development and global climate benefits. It shows how neoliberal environmental approaches to climate change, of which REDD+ is a leading example, increase the severity of political contestations that must be overcome to reach global climate mitigation goals, and how recent incarnations of REDD+ have tended to forget earlier scholarly advice to couple anti-deforestation approaches with policies that reduce industrial carbon emissions. In Indonesia, tectonic political and economic forces are shown to have negatively impacted REDD+ implementation. Using a political ecology approach, the book links the literature on REDD+ with that covering Indonesia’s recent democratic regression, highlighting how the country’s environmental performance is inextricably linked to the timbre of its political governance. Given the severity of the political contestations that must be overcome to reach its stated goals, REDD+ cannot replace global policies that drastically reduce industrial carbon emissions. This book will be of great interest to students and scholars of political ecology, deforestation, climate change, environmental politics, natural resource management, and environmental conservation.

While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

Book excerpt: Key messages The REDD+ policy process in the Democratic Republic of Congo (DRC) over the past decade has diverged from the initial government planning due to political changes at the international and national levels. While participation is perceived by government and international actors as one of the biggest achievements of REDD+ in the DRC, non-state actors – particularly civil society organizations and Indigenous groups – are skeptical about inclusiveness within the decision-making process. Social inequalities and local power relations may hinder the implementation of participation instruments and the involvement of local and Indigenous communities, impeding their ability to achieve reduced deforestation and poverty alleviation. The political economy and the lack of data on deforestation and forest degradation – and on the recently discovered large swamp in the DRC – make it challenging to monitor, report and verify a reduction in forest emissions within a multilevel setting. The experience of REDD+ tested at scale in the DRC through the Mai-Ndombe jurisdictional project highlights the cost challenges of generating timely and accurate data. Supporting REDD+ finance in the DRC is difficult since the country relies entirely on international funding to fight climate change. A benefits-sharing mechanism remains unclear. Consequently, there is a lack of flexibility in addressing unanticipated costs that may result from the implementation of the process. This jeopardizes the success of the process and raises uncertainty about the expected results. Emerging issues, such as community forestry and the discovery of large swamp areas, make the DRC more attractive for the REDD+ program. The first issue offers a workaround to the problem of securing communal rights, while the second issue provides additional opportunities for REDD+ activities.

To ensure its longevity, REDD+ needs to be embedded in national and regional laws, regulations, institutions and other state devices. REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. Transformational change requires that other stakeholders and sectors that impact forests get involved.

Book excerpt: Until 1998 Indonesia was ruled by an authoritarian regime under which natural resources were exploited excessively so that resources governance was not appropriate anymore dealing with sustainability issue. Throughout the contemporary reform process with the decentralization of power via local and regional autonomy, natural resources are no longer dominated by direct state power only, but also managed by more actors at various levels of society. To employ the concepts of political ecology, new institutionalism, livelihood strategy and social sustainability, the research showed that spatial production of Upland Bromo have always been dominated by state actors in order to establish the control over land and people. In the other hand, the contemporary environmental changes, socially and physically, coincidentally lessen the availability and productivity of the resources, which in turn has affected the local people's livelihoods, leading to the increasing struggle for resources. As a result, three kinds of new local resources governance, namely multi institutional relationship, bilateral institutional relationship and personal relationship based resources governance are formed. In association with the sustainability issue, these new local resources governance was not really sustainable signalling by negative value in indicators analysed; ability to develop sustainability, bridge the sustainability, and maintenance sustainability. This research gives clear explanation that transformation of regime from authoritarian to democratic in developing countries do not always has significance impact in promoting sustainable resources governance.

It highlights the opportunities and challenges of developing policies that can provide climate-effective, cost-efficient and equitable REDD+ outcomes for Papua New Guinea. Papua New Guinea’s system of customary land tenure provides both enormous opportunities and challenges for REDD+. Gaining the free, prior and informed consent of customary landowners who own the forests that REDD+ initiatives are designed to protect and developing equitable benefit-sharing mechanisms will be a key challenge. Corruption and a lack of transparency and accountability within the government are significant problems for the country to overcome. Political instability and capacity constraints within the public service also pose challenges to the smooth and steady development and implementation of REDD+ policies. While there appears to be a growing national discourse around good governance and anti-corruption, a complex political economy has thwarted many previous attempts at forest policy reform in the country and REDD+ is likely to face significant opposition from those who currently benefit from the unsustainable exploitation of the country’s forests. But the outlook for REDD+ in Papua New Guinea need not be pessimistic. Many different stakeholder groups including government agencies, civil society organisations, donors, private sector actors and research institutes support the concept of REDD+ in Papua New Guinea. Despite some early missteps in terms of broad stakeholder engagement and national ownership over the policy process, the government has shown genuine progress in developing a transparent and accountable governance structure that can, and is, incorporating the perspectives of multiple stakeholders. Occasional Papers contain research results that are significant to tropical forest issues. This content has been peer reviewed internally and externally. Yet, like many programs in the past, some doubt that REDD will be smoothly implemented. This paper tries to revisit some of the major obstacles put forward by scholars and practitioners. These include the issue of leakage and land tenure insecurity, as well as the issue of carbon pricing which are crucial in determining whether or not incentive offered by REDD is more attractive than incentives to deforest. A discussion about factors that contribute to leakage and land tenure insecurity is then followed by a simple calculation to predict whether price of carbon credit per hectare offered at REDD Project in Ulumasen Forest is much more interesting than revenue obtained from logging that one hectare. This calculation indicated that the incentive to forest logging surpassed the incentive to conserve as a result of carbon credit. It is recommended that careful and transparent feasibility study prior to REDD implementation to avoid its inevitable marginalizing impacts particularly for forest-dependent people.
