Book excerpt: Key messages In Indonesia, early involvement and support for Reducing Emissions from Deforestation and Forest Degradation (REDD+) has led to numerous achievements, but progress has been slower than anticipated. National and subnational REDD+ initiatives are susceptible to political turnover at each election cycle. To ensure its longevity, REDD+ needs to be embedded in national and regional laws, regulations, institutions and other state devices. REDD+ institutionalization in Indonesia has focused on technicalities rather than on directly addressing socioeconomic and political drivers of deforestation and forest degradation. The rate of deforestation has decelerated enough to result in two REDD+ payments. However, transformational change in the forestry and broader land-use sector has not progressed far enough. REDD+ is inherently multilevel and multisectoral. However, much information, action, knowledge exchange and decision making on REDD+ is concentrated within relatively few organizations. Transformational change requires that other stakeholders and sectors that impact forests get involved.

Yet, like many programs in the past, some doubt that REDD will be smoothly implemented. This paper tries to revisit some of the major obstacles put forward by scholars and practitioners. These include the issue of leakage and land tenure insecurity, as well as the issue of carbon pricing which are crucial in determining whether or not incentive offered by REDD is more attractive than incentives to deforest. A discussion about factors that contribute to leakage and land tenure insecurity is then followed by a simple calculation to predict whether price of carbon credit per hectare offered at REDD Project in Ulumasen Forest is much more interesting than revenue obtained from logging that one hectare. This calculation indicated that the incentive to forest logging surpassed the incentive to conserve as a result of carbon credit. It is recommended that careful and transparent feasibility study prior to REDD implementation to avoid its inevitable marginalizing impacts particularly for forest-dependent people.

A vigorous debate on ‘land grabbing’ already highlights instances where ‘green’ credentials are called upon to justify appropriations of land for food or fuel. Yet in other cases, environmental green agendas are the core drivers and goals of grabs. Green grabs may be drivn by biodiversity conservation, biocarbon sequestration, biofuels, ecosystem services or ecotourism, for example. In some cases theyse agendas involve the wholesale alienation of land, and in others the restructuring of rules and authority in the access, use and management of resources that may have profoundly alienating effects. Green grabbing builds on well-known histories of colonial and neo-colonial resource alienation in the name of the environment. Yet it involves novel forms of valuation, commodification and markets for pieces and aspects of nature, and an extraordinary new range of actors and alliances. This book draws together seventeen original cases from African, Asian and Latin American settings to ask: To what extent and in what ways do ‘green grabs’ constitute new forms of appropriation of nature? What political and discursive dynamics underpin ‘green grabs’? How and when do appropriations on the ground emerge out of circulations of green capital? What are the implications for ecologies, landscapes and livelihoods? Who is gaining and who is losing? Book excerpt: REDD+ must be transformational. REDD+ requires broad institutional and governance reforms, such as tenure, decentralisation, and corruption control. These reforms will enable departures from business as usual, and involve communities and forest users in making and implementing policies that a ect them. Policies must go beyond forestry. REDD+ strategies must include policies outside the forestry sector narrowly de ned, such as agriculture and energy, and better coordinate across sectors to deal with non-forest drivers of deforestation and degradation. Performance-based payments are key, yet limited. Payments based on performance directly incentivise and compensate forest owners and users. But schemes such as payments for environmental services (PES) depend on conditions, such as secure tenure, solid carbon data and transparent governance, that are often lacking and take time to change. This constraint reinforces the need for broad institutional and policy reforms. We must learn from the past. Many approaches to REDD+ now being considered are similar to previous e orts to conserve and better manage forests, often with limited success. Taking on board lessons learned from past experience will improve the prospects of REDD+ e ectiveness. National circumstances and uncertainty must be factored in. Di erent country contexts will create a variety of REDD+ models with di erent institutional and policy mixes. Uncertainties about the shape of the future global REDD+ system, national readiness and political consensus require exibility and a phased approach to REDD+ implementation.

These challenges are particularly hard felt in the tropical landscapes of the global South where tensions between local socio-economic and international environmental commitments are pervasive. Due to the apparent failure of sectorial approaches to address such challenges, more holistic strategies are being increasingly promoted. Integrated landscape approaches are one such example; essentially a governance strategy that engages multiple stakeholders to reconcile societal and environmental objectives at the landscape scale to identify trade-offs and potential synergies for more sustainable and equitable land management. Integrated landscape approaches have been widely endorsed in the international and national policy arena, within academia, and in the discourse surrounding conservation and development funding. However, despite strong scientific theories and concepts, the implementation, and particularly evaluation and reporting, of integrated landscape approaches in the tropics remains poorly developed. The COLANDS initiative represents an explicit attempt to contribute towards the evidence base by operationalizing integrated landscape approaches in Ghana, Zambia and Indonesia. In this regard we aim to provide regular, honest reporting of progress. This book details the experiences of researchers engaged in these landscape-scale initiatives across the first two years of implementation. With dedicated chapters on current progress, biodiversity, methods and evaluation the book provides useful tools and resources for research and implementation. Furthermore, we consider the complex socio-political challenges associated with landscape approaches with chapters focussed on how to effectively engaging stakeholders and understanding the national policy environment. Book excerpt: This country profile reviews the drivers of deforestation and forest degradation in Indonesia, sets out the institutional, political and economic environment within which REDD+ is being implemented in Indonesia, and documents the process of national REDD+ policy development during the period 2007 early 2012. While Indonesia is committed at the national and international level to addressing climate change through the forestry sector, there are clearly contextual challenges that need to be addressed to create the enabling conditions for REDD+. Some of the major issues include inconsistent legal frameworks, sectoral focus, unclear tenure, consequences of decentralisation, and weak local governance. Despite these challenges, however, REDD+ opens up an opportunity for improvements in forest governance and, more broadly, in land use governance. More democratic political-economic processes in general, greater freedom of civil society and the press, and heightened awareness of environmental issues can help build support and solidify policies in this direction.

Book excerpt: The global agenda of Nature conservation has led to the creation of the Masoala National Park in Madagascar and to an exhibit in its support at a Swiss zoo, the centerpiece of which is a mini-rainforest replica. Does such a cooperation also trigger a connection between ordinary people in these two far-flung places? The study investigates how the Malagasy farmers living at the edge of the park perceive the conservation enterprise and what people in Switzerland see when looking towards Madagascar through the lens of the zoo exhibit. It crystallizes that the stories told in either place have almost nothing in common: one focuses on power and history, the other on morality and progress. Thus, instead of building a bridge, Nature conservation widens the gap between people in the North and the South.
