Thus, this essay explores the extent at which decentralisation has contributed to fighting corruption in the sub-Sahara. Overwhelmed by bad governance, an eyesore of poverty and disease, the relics of prolong corruption and misrule have pushed developing countries in sub-Saharan Africa and their counterparts, the World Bank (WB) and International Monetary Fund (IMF) into political, administrative and economic reforms. Since the 1990s, decentralisation has been a key policy instrument advocated and favoured by governments, donor countries, civil society and international institutions to engender good governance. Many countries in Africa have speedily implemented political, administrative and fiscal decentralisation within the last three decades (Conyers 2007; Dickovick and Wunsch 2014). The primary or perhaps the profound motivation for the wave of decentralisation around the world, particularly in sub-Saharan, is based on the conceptual argument that it offers potential benefits. According to proponents, in a decentralised governance system where power and resources are devolved, services will increase alongside efficiency. Productive and economic growth will inhibit rent-seeking, encouraging downward accountability to promote civic participation in decision-making. This will eventually alleviate poverty and reduce corruption. It is expected that where these goals are achieved, the level of human development index will rise in sub-Saharan Africa. In spite of the hypothetical rationale for adopting decentralised policy, there are several scholars and academics that are pessimistic and cynical about the concept. Tulchin et al. (2004) for instance, argues that due to the complex and fluid nature of decentralisation, it is highly unlikely to determine the actual outcome against expectation. To qualify this statement, Wunsch (2008) writes that evidence of decentralisation across Africa over the years has been frustrating. However, some evidence suggests that there have been improvement in service delivery in certain countries within this region. Although Conyers (2007:27) caution that is it hard to ascertain whether decentralisation contributed to the progress.

The paper confirms that the tax revenue ratio rises with income, and that elements of a country’s tax base (such as the share of agriculture in GDP and the degree of openness) influence tax revenue.

Book excerpt: This paper is a study of the effects of foreign aid on perceptions of political corruption in Sub-Saharan Africa. In keeping with the consensus on foreign aid effectiveness, this study proposed that Sub-Saharan African countries receiving more foreign aid would be more likely to maintain high levels of perceived corruption. Hypotheses were tested using multivariate regression, controlling for a number of factors which have shown to be influential on perceptions of political corruption. Two models were tested, one to show the regression over a period of nine years, and the other to show the relationship between the foreign aid and perceptions of corruption over one year. The tests resulted in showing a significantly negative relationship over nine years, but foreign aid lost its significance with perceptions of political corruption over one year. The most influential variable on political corruption in both models was the level of political rights in a country, which indicated a significantly negative relationship between the two variables. The paper also looked at Nigeria in a case study focusing on the effects of foreign aid on governance and economic policy environments, corruption being a major factor in both of these. This study resulted in the conclusion that increases in foreign aid paralleled improved perceptions of political corruption, and that Nigeria's reform initiative during the Obasanjo regime (1999-2007) was the major determining factor in this perception shift. Overall, this study supports the consensus that foreign aid given to countries with reform-minded governments is more likely to contribute to the fight against corruption.

It is the purpose of the book to advance Law and Development research by (a) assessing the effectiveness of institutional means to curb procurement-related corruption in Tanzania, Kenya, and Uganda; (b) treating law as a means to foster development, and (c) applying qualitative research methods to establish causal mechanisms between law and the social phenomenon of corruption. The book shows that while procurement systems are on paper well suited to serve as anti-corruption instruments, implementation gaps are significant; thus, 'law in books' and 'law in action' differ to a large extent. The reasons are unearthed on the political, institutional, and individual level.
