It is demonstrated in the cases of Egypt under Presidents Nasir, Sadat and Mubarek; Jordan under King Husayn; and Morocco under King Hasan II.

The 1970s ushered in petro-politics, for instance, but OPEC's international status declined markedly in the following decade. Similarly, the Arab world's ostracism of Egypt in the 1970s following its separate peace with Israel was turned around in the 1980s; the late 1980s also brought PLO acceptance of the State of Israel. Interstate relations were not the only arena to experience significant alterations; state-society relations also underwent dramatic changes, such as the acceleration of privatization in erstwhile socialist regimes. Then the 1990s opened with a political earthquake: the Gulf Crisis. The second edition of this highly acclaimed text offers a penetrating analysis of trends in Arab foreign policies since the book was originally published in 1984, including an early analysis of the effects of Iraq's invasion of Kuwait and the subsequent coalition victory over Iraq. In addition, the authors have included new chapters on Jordan—at the heart of the Arab world—and on the Sudan—the region's link to sub-Saharan Africa. Their inclusion allows a fuller understanding of the foreign policies of states that occupy crucial geopolitical positions but wield little tangible power. Based on Historical Sociology, it provides a model for study of the state in the Arab world and a theory to explain its survival. Examining states as a ‘process’, the author argues that what emerged in the Middle East in the beginning of the twentieth century are ‘social fields’—where states form and deform—and not states as defined by Max Weber. He explores the constitutions of these fields—their cultural, material and political structures—and identifies three stages of state development in which different cases can be located. Capturing the dilemmas that ‘late-forming states’ face as regimes within them cope with domestic and international pressure, the author illustrates several Middle East cases and presents a detailed analysis of state developments in Saudi Arabia and Iraq. He maintains that more than the domestic characteristics of individual states, state survival in the Middle East is also a function of the anarchic nature of the international (and by extension the regional) states-system. The first to raise the question on the survivability of the territorial states in the Middle East while engaging with both International Relations and Comparative Politics theories, this book will be of interest to students and scholars of Middle East politics, Comparative Politics and International Relations.

The Decline of the Arab-Israeli Conflict addresses the changing political behavior of the regional Arab system in the Palestine conflict, from total enmity to negotiated peace with Israel. This change is explained as a reflection of state formation process and constant thrust of ruling elites to disengage from compelling supra-state commitments stemming from Pan-Arab nationalist ideology and Islamic political culture. The book scrutinizes the role of Arab summit conferences which, since 1964, became the main collective Arab institution for decision making on common core issues—foremost of which was the conflict with Israel. The summits' main role was to legitimize incremental departure from the overburdening Palestine conflict whose powerful collective symbolism threatened states' autonomy. Summits' consensus sanctioned shifts from hitherto established collective Arab norms toward Israel as well as on inter-Arab relations, in accordance with core actors' interests. The summits offer a view to the Arab regional system's evolution as a negotiated inter-state order based on mutual recognition of sovereign states as opposed to compulsive collectivism in the name of Pan-Arabism. They were, in fact, a manipulation of the regional Arab system by primary participants' coalitions through employment of financial, ideological, and political trade-offs to resolve inter-Arab differences and reach a consensus on redefined collective goals.
