Available in PDF, EPUB and Kindle. Book excerpt: Since the appearance of the first edition of this text in 1974, the book has stimulated an ongoing debate about the nature of the Latin American development process. Although the essays discuss a wide range of historical, economic, political, and social issues, they are unified in arguing that the Latin American experience of development is subject to special imperatives of analysis and interpretation not generally offered in the Western literature on development and social change. Arguing that West ern models are often inappropriate when applied to Latin America, the authors explore alternative approaches to understanding the Latin American pattern of development and change. The third edition retains classic essays from earlier editions but has been extensively revised to take account of the dramatic changes in the region over the last ten years. Looking particularly at the challenges presented by redemocratization and the new pluralism, the book raises the question of whether a "distinct tradition" still remains. New readings discuss the implications of U.S. foreign policy in Latin America, the changing role of the church, the process of democratization, and human rights issues and speculate on the permanence of Latin America's more pluralistic political structures.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout the twentieth century, much of the population in Latin America lacked access to social protection. Since the 1990s, however, social policy for millions of outsiders - rural, informal, and unemployed workers and dependents - has been expanded dramatically. Social Policy Expansion in Latin America shows that the critical factors driving expansion are electoral competition for the vote of outsiders and social mobilization for policy change. The balance of partisan power and the involvement of social movements in policy design explain cross-national variation in policy models, in terms of benefit levels, coverage, and civil society participation in implementation. The book draws on in-depth case studies of policy making in Argentina, Brazil, Chile, and Mexico over several administrations and across three policy areas: health care, pensions, and income support. Secondary case studies illustrate how the theory applies to other developing countries.

Available in PDF, EPUB and Kindle. Book excerpt: Social movements are a key feature of the political and social landscape of Latin America. Ronaldo Munck explores their full range, emanating from different sections of Latin American society and motivated by many different concerns, including worker organizations, peasant and land reform movements, Indigenous groups, women's movements, and environmental groups. Although the mosaic of interlocking and connected issues and rights presents a complex map of social concerns and potentially a fragmented political force, these movements are likely to be at the centre of any future progressive politics in Latin America. As a result, they require careful understanding and a more nuanced theoretical approach. Drawing on insights from Latin American approaches to social movement theory, the book offers a distinctive contribution to social movement literature. The text incorporates detailed case studies and a methodological appendix for students wishing to develop their own research agendas in the field.

Book excerpt: This book explores the scope of reforms and changes in the social protection systems in Latin America that have started at the beginning of the 21st century. It describes how and to what extent changes in social protection systems and social policies have occurred in the region in recent decades. Taking a comparative approach, the volume identifies the triggers for the transformations and how such pressures are received by the welfare regime, or a specific policy sector, to finally yield a given type of reform. The analysis is characterized by the presence of certain factors that explain the development of social protection systems in Latin America, such as economic growth, the consolidation of democratic political regimes, and the region’s Left Turns. The book also examines to what extent common challenges and processes induced by international institutions have led to convergence among countries or welfare regimes, or whether each maintains its own identity.

Available in PDF, EPUB and Kindle. Book excerpt: “South America is not the poorest continent in the world, but it may very well be the most unjust.” This statement by Ricardo Lagos, then president of Chile, at the Summit of the Americas in January 2004 captures nicely the dilemma that faces Latin American countries in the wake of the transition to democracy that swept across the continent in the last two decades of the twentieth century. While political rights are now available to citizens at unprecedented levels, social and economic rights lag far behind, and the fledgling democracies struggle with long legacies of poverty, inequality, and corruption. Key to understanding what is happening in Latin America today is the relationship between the state and civil society. In this ambitious book, Philip Oxhorn sets forth a theory of civil society adequate for explaining current developments in a way that such controversial neoconservative theories as Francis Fukuyama’s liberal triumphalism or Samuel Huntington’s “clash of civilizations” cannot. Inspired by the rich political sociology of an earlier era and the classic work of T. H. Marshall on citizenship, Oxhorn studies the process by which social groups are incorporated, or not, into national socioeconomic and political development through an approach that focuses on the “social construction of citizenship.”
