Book excerpt: Contracting out for services has become a popular technique in government's perennial quest to cut spending. Yet seldom has the practice been examined from any but the public choice approach. This book explores contracting out in the important area of human services, covering the critical conditions of contracting and the vital points of politics, procedures, service quality, and effectiveness. In doing so, DeHoog uses three theoretical perspectives drawn from social science traditions: the economic perspective of market imperfections, the political perspective of cooptation, and the interdisciplinary perspective of organizational decision-making. To evaluate the perspectives and their predictions in the human services, DeHoog has examined contracting in social services (Title XX) and employment and training programs, (CETA), primarily through in-depth interviews with participants.

Available in PDF, EPUB and Kindle. Book excerpt: In the last 35 years, governments around the globe have increasingly contracted with nonprofit and for-profit entities designed to provide a portion of the public sector’s portfolio of goods and services. This trend can be traced to a variety of factors, including perceived or actual economic efficiencies in outsourcing goods and services, values concerning the role and size of government in society, and the financial and organizational constraints of many government entities. In the United States, child welfare services adopted a pro-contracting approach early, and a variety of other human services have followed suit, including mental health care, job training, homeless services and others. Although there is strong evidence to suggest that human service contracting is growing over time, scholarship continues to lag on topics related to human service contract management, policy implementation and innovation, performance-based contracting and evaluation. This new volume in the Public Solutions Handbook series is the first volume-length treatment of human services contracting issues, integrating both policy and practice, and exploring a broad range of issues that includes the fields of history, growth, innovations, results and outcomes, best practices and the future of government human service contracting. Chapters in this book examine specific human service contracts, both in the U.S. and abroad, geared to practitioners in the public sector—from local government service contractors to municipal employees—as well as MPA students and those enrolled in courses on intergovernmental relations and nonprofit management.

Private sector involvement is under heavy consideration. Twenty-eight original essays reflect expert opinions in three areas: police, adjudication, and corrections. Included are two reprinted articles, by Warren Burger, former Chief Justice of the United States and Richard Nealy, Chief Justice of the West Virginia Supreme Court. Perspectives range from desirability to implementation. Part one analyzes public and private provision of the various police functions with an evaluation of private police services. Part two focuses on the supply of private judiciary services in civil cases. Part three looks at privatizing correctional services, from supplies to complete private management.

Available in PDF, EPUB and Kindle. Book excerpt: Public accountability is a hallmark of modern democratic governance and the foundation of the popular performance management movement. Democracy is just an empty exercise if those in power cannot be held accountable in public for their acts and omissions, for their decisions, their policies, and their expenditures. This book offers a finely detailed and richly informed consideration of accountability in both government and the contemporary world of governance. Twenty-five leading experts cover varying aspects of the accountability movement, including multiple and competing accountabilities, measuring accountability, accountability and democratic legitimacy, and accountability and information technology, and apply them to governments, quasi-governments, non-government organizations, governance organizations, and voluntary organizations. Together they provide the most comprehensive consideration of accountability currently available, with a blend of theoretical, empirical, and applied approaches.

Book excerpt: When prison privatization began in the United States in the early 1980s, many policy analysts claimed that the result would be higher costs, declining quality, and an erosion of state authority. Bringing together five of the leading researchers of prison privatization and criminology, this authoritative survey addresses the economic as well as the social implications of prison reform. Economist Ken Avio begins with an analysis of the broader issues surrounding the private-prison debate, such as punishment and recidivism, and crime deterrence. Charles Thomas, the world's leading authority on private prisons, provides the empirical context for understanding the debate, examining their historical origins, present status, and future prospects. Samuel Jan Brakel and Kimberly Ingersoll Gaylord examine the costs and quality of private prisons, and Bruce Benson argues that prison privatization be instituted in concert with certain aspects of the criminal justice system.
