Book excerpt: Drawing deeply from Aristotle and biblical teaching, Politic presents a unique vision of the commonwealth as a harmonious ordering of natural associations. According to Althusius, the purpose of the state is to protect and encourage social life. The family is the most natural of human associations, and all other unions derive from it. Power and authority properly grow from more local to more general associations. Of particular interest to the modern reader is Althusius's theory of federalism. It does not refer merely to a division of powers between central and state governments, but to an ascending scale of authority in which higher institutions rely on the consent of local and voluntary associations. Johannes Althusius (1557–1638) was a German political and legal philosopher. Frederick S. Carn was Professor Emeritus of Ethics at the Perkins School of Theology, Southern Methodist University. Daniel J. Elazar is Director of the Center for the Study of Federalism at Temple University and Professor of Political Science at Temple and at Bar Ilan University in Israel.

Historical sociologist Phillip B. Gonzales reexamines the fundamental issue in New Mexico's history, namely, the dramatic shift in national identities initiated by Nuevomexicanos when their province became ruled by the United States. Gonzales provides an insightful, rigorous, and controversial interpretation of how Nuevomexicano political competition was woven into the Democratic and Republican two-party system that emerged in the United States between the 1850s and 1912, when New Mexico became a state. Drawing on newly discovered archival and primary sources, he explores how Nuevomexicanos relied on a long tradition of political engagement and a preexisting republican disposition and practice to elaborate a dual-party political system mirroring the contours of U.S. national politics. Pol�tica is a tour de force of political history in the nineteenth-century U.S.-Mexico borderlands that reinterprets colonization, reconstructs Euro-American and Nuevomexicano relations, and recasts the prevailing historical narrative of territorial expansion and incorporation in North American imperial history. El estudio se centra en el intercambio comercial con Nueva España y los vericuetos de la prohibición comercial entre colonias. Muestra, por una parte, el carácter imperialista de la corona que gobernó sus posesiones del Nuevo Mundo como colonias más que como reinos en el aspecto económico, aunque una de las primeras cosas que el tráfico del cacao puso en evidencia es que la prohibición de la Corona del siglo XVII no detuvo la exportación de cacao, aunque sí frenó el crecimiento de Guayaquil. Por otra parte, la investigación establece el tráfico naviero, los montos de las cargas de cacao que arribaron a Acapulco y las manifestaciones de los precios en el mercado de la ciudad de México y trata de demostrar que la oferta creciente de cacao guayaquil, ayudó a mantener los precios estables en un contexto general de crecimiento de los precios en la segunda parte del siglo XVIII.

Este texto constitucional tenía los siguientes antecedentes: El 8 de mayo de 1948 la Junta Fundadora de la Segunda República de Costa Rica presidida por José Figueres Ferrer asumió el poder. Luego restableció la vigencia de los capítulos de garantías nacionales, individuales y sociales de la Constitución de 1871. El 3 de septiembre de 1948, la Junta convocó a elecciones para una Asamblea Constituyente. Esta entró en funciones el 15 de enero de 1949, reconoció como presidente a Otilio Ulate y dispuso que éste ejerciera la primera magistratura de 1949 a 1953. Durante 1949, la Junta Fundadora de la Segunda República nombró una comisión de juristas para preparar un proyecto de Constitución. Tras estos pasos, el 7 de noviembre de 1949, la Asamblea aprobó esta Constitución política de Costa Rica de 1949, que es la actualmente vigente.
