Part two includes separate chapters on the post-Cold War evolution of the EU and NATO overall. These discussions focus on their strengths and limitations in contributing to the broader and more co-operative kind of European security which the end of the Cold War makes possible. The final chapters examine a number of possible scenarios under which the EU and NATO either succeed or fail in contributing significantly to the development of a new European security order.

Poland's accession to the European Union in May 2004 has strongly affected all sectors of the economy. Those changes were expected before EU enlargement, but not precisely assessed. Before Poland joined EU, many estimations and analysis of the implications of the EU enlargement for new-comers were made. For example, on the basis of traditional as well as new theories of international trade E. Czarny and G. Lang (2001) concluded that human capital and capital intensive industries suffer after first of May 2004, concurrently income distribution in Poland significantly changes after all. From the present point of view, and three year experience of EU membership, there is a proper stage for evaluation of the short-run effects of the Poland's EU accession. Recent changes in Polish economy are assessed in terms of the labor market, international trade, and labor productivity. Comparing the previous findings, based mostly on the theories of trade, to the statistics of changes of the Polish economy in 2005 and 2006, we pointed out some conclusions concerning how expectations, assumptions and theoretical simulations are able to foreseen real economies of integration.

Book excerpt: This book examines the process of Poland’s accession negotiations to the European Union between 1998-2003. An empirical study based on Robert Putnam’s two-level game model, it charts the influence and role of key domestic actors and groups on the negotiations especially in three critical, controversial, areas - areas where EU accession threatened to bring about a profound transformation to Polish life - agriculture, with particular emphasis on direct payments and production quotas; the purchase of real estate by foreigners; and the free movement of labour. This book demonstrates the complex interaction between the domestic and international level of negotiations and furthermore, shows how critical this link can be to negotiation outcomes at the international level. It reveals how susceptible Poland’s negotiation process was to domestic pressure, particularly public opinion and interest groups. Drawing heavily on qualitative analysis – such as press releases, news wires, policy documents, as well as quantitative analyses, such as the use of opinion polls, and supported by in-depth, unrestricted interviews with key Polish decision-makers, this book examines the dynamics of policy formation in Poland and shows how this translated into the final conditions of accession.

Book excerpt: This book examines the substance of European Union (EU) democracy promotion by comparing it with norms of governance that other international actors promote, among them the United Nations, the United States, the Central and East European EU member states, Russia, China and non-governmental organizations. It aims is to gain a better understanding of the EU’s democracy promotion agenda and to learn more about the (in)distinctiveness of the norms diffused by the EU. Building on a common conceptual chapter, the contributions follow different theoretical approaches and research designs, and focus on a diversity of case studies. The book concludes that in comparison with other international actors, the EU’s conceptual approach to democracy promotion is diffuse, which in turn makes the EU a particularly flexible but also ‘technical’ democracy promoter when it comes to implementation. At the same time, there are limits to flexibility at the level of concepts and frames. This indicates a distinct character of the substance of EU democracy promotion, which can be linked to the nature of the EU polity. This book was published as a special issue of the Cambridge Review of International Affairs.

To explore this question, Defending Women's Rights in Europe presents a unique analysis of detailed original comparative data on state compliance with EU gender equality requirements. It features a comprehensive quantitative analysis combined with rigorous insightful case studies of reforms in Poland, the Czech Republic, and Lithuania. Olga A. Avdeyeva reveals that policy and institutional reforms developed furthest in those states where women's advocacy NGOs managed to form coalitions with governing political parties. After becoming members of the EU, the governments did not abolish these policies and institutions despite the costs and lack of popular support. Reputational concerns prevented state elites from policy dismantling, but gender equality policies and institutions became marginalized on the state agenda after accession. However, far less is known about recent steps to introduce a regional level of politics in East Central Europe. Reforms there are part of the larger process of crafting democracy; that is, regional reforms are linked to the economic and political transition away from communism and toward “Europe,” specifically the European Union. Crafting Democracy offers an important comparative analysis of the process and outcomes of region-building in the four Visegrád countries. Jennifer A. Yoder investigates why some but not other post-communist countries chose to introduce a regional level of elected government. In the 1990s, for example, Poland boldly took the lead in regionalization, while the Czech Republic and Slovakia lagged behind. Hungary, meanwhile, declined to create regions. The author argues that these regional reform processes have potentially far-reaching implications for state-society relations, political participation, and policymaking at the domestic level. The emergence of new actors at the subnational level, moreover, creates opportunities for cross-border and European Union–level initiatives.
