Book excerpt: The first major qualitative study of “countering violent extremism” in key U.S. cities Suspect Communities is a powerful reassessment of the U.S. government’s “countering violent extremism” (CVE) program that has arisen in major cities across the United States since 2011. Drawing on an interpretive qualitative study, it examines how the concept behind CVEaimed at combating homegrown terrorism by engaging Muslim community members, teachers, and religious leaders in monitoring and reporting on young peoplehas been operationalized through the everyday work of CVE actors, from high-level national security workers to local community members, with significant penalties for the communities themselves. Nicole Nguyen argues that studying CVE provides insight into how the drive to bring liberal reforms to contemporary security regimes through “community-driven” and “ideologically ecumenical” programming has in fact further institutionalized anti-Muslim racism in the United States. She forcefully contends that the U.S. security state has designed CVE to legitimize and shore up support for the very institutions that historically have criminalized, demonized, and dehumanized communities of color, while appearing to learn from and attenuate past practices of coercive policing, racial profiling, and political exclusion. By undertaking this analysis, Suspect Communities offers a vital window into the inner workings of the U.S. security state and the devastating impact of CVE on local communities.

In this bold new political and intellectual history of the Nation of Islam, Garrett Felber centers the Nation in the Civil Rights Era and the making of the modern carceral state. In doing so, he reveals a multifaceted freedom struggle that focused as much on policing and prisons as on school desegregation and voting rights. The book examines efforts to build broad-based grassroots coalitions among liberals, radicals, and nationalists to oppose the carceral state and struggle for local Black self-determination. It captures the ambiguous place of the Nation of Islam specifically, and Black nationalist organizing more broadly, during an era which has come to be defined by nonviolent resistance, desegregation campaigns, and racial liberalism. Police engagement with Muslim communities is complex with a history of distrust. This book first attempts to understand the role and implications of uncertainty on community engagement in Muslim communities, and then explores the cultural nuances associated with the demonstration of trustworthiness, and decisions to bestow trust. It further highlights the complexities and implications for Muslim leaders when trying to simultaneously engage police and appease their own communities; the book exposes community perceptions of an over-reaction by authorities that has moved suspicion from a handful of terrorists to the entire Muslim community, resulting in problematic community perceptions that Muslim communities are being targeted by police. The findings suggest that the intentionality of police is a highly significant consideration in trust negotiations, and reveals a number of cultural preferences considered critical to trust negotiations. The book further highlights opportunities to enhance the development of trust and avoid pitfalls that can be problematic to community engagement. The lessons learned seek to enhance the existing body of literature regarding strategies and resources to improve counter-terrorism community engagement with Muslim communities. Many Muslim majority countries still use religious discourse to enforce stigmatization and repression of those, especially women, who do not conform to sexual norms promoted either by the state or by non-state actors. In this context, Islam is often stigmatized in Western discourse for being intrinsically restrictive with respect to women's rights and sexuality. The authors show that conservative Muslim discourse does not necessarily match practices of believers or of citizens and that women's empowerment is facilitated where indigenous and culturally appropriate strategies are developed. Using case studies from Pakistan, Iran, Indonesia, China, Bangladesh, Israel and India, they argue persuasively that Muslim religious traditions do not necessarily lead to conservative agendas but can promote emancipatory standpoints.
