Available in PDF, EPUB and Kindle. Book excerpt: The Police Misconduct Complaint Investigations Manual provides a timely and unique, step-by-step approach to conducting or reviewing police misconduct investigations, whether a complaint involves a lower-level allegation of discourtesy or more serious concerns such as excessive force or criminal behavior. Utilizing real-life examples and updated case law to illustrate points, it provides best practices for investigating police action resulting in misconduct complaints. The Manual’s comprehensive approach includes detailed procedures and policy considerations from intake through case closure, and discusses data tracking, reporting on trends, selecting and training investigative staff, civilian oversight, and a host of special issues that can arise with police misconduct complaints. The Manual is suitable for both sworn personnel and civilians handling or reviewing investigations and whether working internally for a police department or externally in oversight or another capacity. The guidance provides detailed examples of witness interview questions and types of evidence to collect, with discussion on making difficult credibility determinations and approaches to analyzing the information gathered to arrive at a recommended finding. Review questions are found at the end of most chapters, for use in academic or investigative training environments. Police officers engaged in the often complex and challenging work of public safety deserve and expect objective, thorough, and timely handling of complaints. Complainants and other stakeholders seek accountability and transparency when an officer behaves in a way that raises questions about their professionalism. The Complaint Investigations Manual provides instruction on handling misconduct complaints in a manner that will ensure the goals of law enforcement and stakeholders are met. The authors intentionally use a broad approach to make the Manual relevant and easy to use by law enforcement personnel, civilians in oversight or other capacities who work on police misconduct matters, and the criminal justice academic community. It is a critical primer for internal affairs investigators, police managers, law enforcement leaders, auditing professionals, civilian oversight practitioners, government representatives, community advocates, criminal and social justice students, and all others in pursuit of fair, thorough, and timely investigations of police misconduct complaints.

Book excerpt: Jottings is a collection of poems written over a period of twenty years. Most of the poems in this collection are contextual. Written in different genres of poetry, while some of the poems appear as general statements but having a bearing on nature. Others are responses of the poet to social/economic/political issues and those related to women. The poems reflect the mood and views of the poet. While poems like "A Symbol of Beauty," "Horizon," "Loss" appear simple, they have an underlying meaning, the philosophy of life. In poems like "Disgusting" and "To a Brave Son," the poet points an accusing finger at the powers that be for the sorry state of affairs. "Love" brings out the true meaning of the word while describing the different stages in the life of a person. The life of a girl child form the theme of "Who Am I." The hapless condition of young women and children, especially girls, are brought to fore in "To Ponnus and Malalas" and "Sadist Minds." "Down Memory Lane" goes back in time. There are also satirical poems that take potshots at and ridicule the superstitious and the believers like "Light That Darkens," "In Fool's Paradise," "Onam," and "In Your Name." Again, while "Bapu" is on Mahatma Gandhi and his ideals, it ridicules all those who earned fame in his name. While "Motherland's Boys" talks of the deterioration of India-Pakistan relations, "How Many More Children Will You Kill" chides Israelis and Palestinians for deaths of innocent children. "An Unknown Past" looks at an old person struggling in vain to open the locked doors of her memory. There are also poems that talk of a personal loss and some that snub individuals that make haughty statements. All the illustrations in the book are by cartoonist and animator Mr. Swathi Jaikumar.

At the dawn of the profession, police officers initially were hired based on physical strength, not personal skills. They did not understand the laws they were enforcing or how laws should be enforced. This extensive survey examines the context and types of police misconduct since the 1900s. Written by Dean J. Champion, Police Misconduct in America covers police history back to Mesopotamia, outlines controversies, provides a broad chronology of significant eras in police history and a timeline of specific events, and offers biographical sketches of key personalities from J. Edgar Hoover to Alice Stebbens Wells, the first American policewoman. It also includes are summaries of key Supreme Court cases, an extensive list of organizations concerned about police misconduct, government documents and agency publications, and other references.

Book excerpt: This report provides guidance in helping police and community leaders develop successful mediation programs for addressing citizen complaints against police officers. The first chapter defines mediation as "the informal resolution of a complaint or dispute between two parties through a face-to-face meeting in which a professional mediator serves as a neutral facilitator and where both parties ultimately agree that an acceptable resolution has been reached." The goals of mediation are to achieve understanding of the issues involved in the complaint, solve any problems associated with the complaint, and achieve reconciliation between the parties. The second chapter outlines the potential benefits of mediation for police officers, citizen complainants, police accountability, community policing, the complaint process, and the criminal justice system. The third chapter discusses the key issues in developing a mediation program for citizen complaints against police. Among the issues addressed are voluntary participation, case eligibility, the mediation of racial and ethnic-related complaints, the mediation of complaints by women, potential language and cultural barriers, case screening, police discipline and accountability, and getting both sides to the table. Other issues addressed pertain to the mediation session itself and the enforcement of agreements. Chapter four presents results from a survey of existing citizen complaint mediation programs. The concluding chapter describes a model for a successful mediation program for citizen complaints against police. 100 references.

Available in PDF, EPUB and Kindle. Book excerpt: Throughout the history of law enforcement, the internal investigation process has held the most negative connotation of any investigation conducted by law enforcement personnel. As we progress through the new millennium, the need for efficient and effective law enforcement services and practices grows ever more critical. The goal of this book is to demonstrate this need for proper and complete internal investigations, and to teach the entry level and tenured police supervisor the form and function of the internal investigations process. The text selectively focuses on the purposes and practical implications of internal investigations and the pitfalls. The goal is to guide students and professionals through definitions, terminology, legal and labor issues, case law, techniques and procedures, critical and special investigations, including issues in administrative and civil claims. The reader will find a model for conducting internal investigations of police personnel that will allow a police supervisor or commander to perform investigations in a thorough, ethical, legal, and equitable manner. This book will meet the needs of attorneys who litigate cases involving allegations of police misconduct as well as representatives of collective bargaining groups who represent police personnel in similar actions. The text ends with the offering of evidence identification, evaluation and collection, case review processes, risk management, training and managing internal investigators, and the future trends in internal investigations.

Available in PDF, EPUB and Kindle. Book excerpt: Police officers are invested with awesome powers and may use physical force to take a citizen into custody. These powers help the police enforce laws and control suspects, but they also have the potential to be abused. The police must be responsive and accountable about crime and safety, but they must also be responsive and accountable to the law and the rights of citizens. Police abuse of power has a long and unfortunate history in the United States, often because of the failure to develop meaningful procedures to ensure police accountability. This book introduces the reader to a unit of the police department that has been secretive and lacking transparency, despite being an integral part of policing for a number of years. Noble and Alpert clearly explain the structure and function of internal affairs or professional compliance units and provide guidance for establishing an effective unit that will benefit both the police and the community. One recent trend is to make internal affairs more proactive than reactive. The authors provide comprehensive coverage of this trends objectives: implement procedures to identify and modify improper actions by police officers; change policies and procedures that negatively affect citizens quality of life; take appropriate action so that the misconduct of a few officers does not detract from the overall mission and reputation of the agency; and conduct fair, thorough, and accurate investigations to protect police employees against false accusations of misconduct.

Book excerpt: Completely revised to cover recent events and research, the Third Edition of The New World of Police Accountability provides an original and comprehensive analysis of some of the most important developments in police accountability and reform strategies. With a keen and incisive perspective, esteemed authors and policing researchers, Samuel Walker and Carol Archbold, address the most recent developments and provide an analysis of what works, what reforms are promising, and what has proven unsuccessful. The book’s analysis draws on current research, as well as the President's Task Force on 21st Century Policing and the reforms embodied in Justice Department consent decrees. New to the Third Edition: The national crisis over police legitimacy and use of force is put into context through extensive discussions of recent police shootings and the response to this national crisis, providing readers a valuable perspective on the positive steps that have been taken and the limits of those steps. Coverage of the issues related to police officer uses of force is now the prevailing topic in Chapter 3 and includes detailed discussion of the topic, including de-escalation, tactical decision making, and the important changes in training related to these issues. An updated examination of the impact of technology on policing, including citizens’ use of recording devices, body-worn cameras, open data provided by police agencies, and use of social media, explores how technology contributes to police accountability in the United States. A complete, up-to-date discussion of citizen oversight of the police provides details on the work of selected oversight agencies, including the positive developments and their limitations, enabling readers to have an informed discussion of the subject. Detailed coverage of routine police activities that often generate public controversy now includes such topics as responding to mental health calls, domestic violence calls, and police "stop and frisk" practices. Issues related to policing and race relations are addressed head-on through a careful examination of the data, as well as the impact of recent reforms that have attempted to achieve professional, bias-free policing.
