Book excerpt: A teoria do capital humano mostra que elevados níveis de pobreza e o ambiente sócio-econômico em que os indivíduos estão inseridos afetam as escolhas ótimas de escolarização. Este trabalho buscou evidências acerca desta hipótese no Brasil, a partir da verificação dos efeitos marginais que a pobreza, outras variáveis sócio-econômicas e variáveis relacionadas à qualidade da oferta escolar trazem aos resultados educacionais em seus municípios. Numa regressão de MQO, observou-se que a pobreza tem uma forte correlação negativa com os resultados escolares e este resultado é ainda mais forte para as mulheres. Outras variáveis como renda per capita, taxa de mortalidade infantil e taxa de fecundidade se mostraram importantes nos resultados. Observou-se ainda a relevância da razão aluno por professor, quantidade de professores com curso superior e taxa de urbanização nos resultados escolares, mostrando evidências de que além do ambiente sócio-econômico, fatores ligados à oferta educacional estariam deprimindo o acesso à escola no Brasil. Por outro lado, os salários médios dos professores não apresentaram impactos significativos sobre os resultados. Em seguida, buscou-se verificar o efeito marginal da qualidade da escola, mensurada pela razão aluno por professor, e do background familiar, mensurado pelos níveis de educação dos pais dos indivíduos contidos na amostra, sobre a os resultados educacionais destes indivíduos e sobre seus retornos à educação no mercado de trabalho. Verificou-se que uma diminuição na razão aluno por professor é positivamente correlacionada com aumentos na educação média dos indivíduos, mas a educação dos pais possui um efeito ainda mais forte sobre a escolarização dos indivíduos. As evidências empíricas encontradas sugerem também que uma melhora na qualidade da escola traz resultados positivos sobre a educação média e sobre os retornos à educação no mercado de trabalho e, estes retornos têm a peculiaridade de serem maiores para os indivíduos nascidos em regiões e grupos etários com background familiar mais pobre. Por fim, verificou-se que a qualidade da escola tem sido um substituto técnico do background familiar como fatores de produção de capital humano. Assim, maior e mais eficiente alocação de recursos investidos em educação poderia ser usado para reduzir as diferenças nos resultados educacionais induzidas pela desigualdade de educação dos pais.
