Book excerpt: This volume identifies and documents the summit meetings between Canadian Prime Ministers and US Presidents from 1923 to 1973. Cloaked in a rhetoric all their own, these meetings have become an integral part of the symbolic and decisional process between Canada and the United States. The editor has selected documents from these meetings that recreate not only the issues of concern to the two nations, but the atmosphere in which the meetings took place.

Book excerpt: This engaging book explores one of the most important hemispheric issues of the day - the evolving relations between Cuba and its North American neighbors. The authors identify the commonalities and differences in contemporary international relations between Cuba and the United States and Cuba and Canada, discuss the differing approaches toward the Cuban Revolution and Fidel Castro, and debate Canadian responses toward anti-Castro initiatives taken by the United States. They also examine the shift in North American policies directed toward the reintegration of Cuba into the global system - and the degree to which Canadian policy is influenced by the United States in this regard. The final chapter of the book predicts a likely scenario for the future of Cuba-United States and Cuba-Canada relations.

Book excerpt: Cuban International Relations at 60 brings together the perspectives of leading experts and the personal accounts of two ambassadors to examine Cuba’s global engagement and foreign policy since January 1959 by focusing on the island’s key international relationships and issues. Thisbook’s first section focuseson Havana’s complex relationship with Washington and its second section concentrates on Cuba’s other key relationships with consideration also being given to Cuba's external trade and investment sectors and the possibility of the island becoming a future petro-power. Throughout this study due attention is given to the role of history and Cuban nationalism in the formation of the island’s unique foreign policy. This book’s examination and reflection on Cuba as an actor on the international arena for the 60 years of the revolutionary period highlights the multifaceted and complex reasons for the island’s global engagement. It concludes that Cuba’s global presence since January 1959 has been remarkable for a Caribbean island, is unparalleled, and is likely to continue for the foreseeable future. Scholars of international relations, Latin American studies, and political science n will find this book particularly interesting.

Available in PDF, EPUB and Kindle. Book excerpt: At the end of the Second World War, a growing concern that Canadians' civil liberties were not adequately protected, coupled with the international revival of the concept of universal human rights, led to a long public campaign to adopt a national bill of rights. While these initial efforts had been only partially successful by the 1960s, they laid the foundation for the radical change in Canadian human rights achieved by Pierre Elliott Trudeau in the 1980s. In Toward the Charter Christopher MacLennan explores the origins of this dramatic revolution in Canadian human rights, from its beginnings in the Great Depression to the critical developments of the 1960s. Drawing heavily on the experiences of a diverse range of human rights advocates, the author provides a detailed account of the various efforts to resist the abuse of civil liberties at the hands of the federal government and provincial legislatures and the resulting campaign for a national bill of rights. The important roles played by parliamentarians such as John Diefenbaker and academics such as F.R. Scott are placed alongside those of trade unionists, women, and a long list of individuals representing Canada's multicultural groups to reveal the diversity of the bill of rights movement. At the same time MacLennan weaves Canadian-made arguments for a bill of rights with ideas from the international human rights movement led by the United Nations to show that the Canadian experience can only be understood within a wider, global context.

Available in PDF, EPUB and Kindle. Book excerpt: History is being made in U.S.-Cuban relations. Now in paperback and updated to tell the real story behind the stunning December 17, 2014, announcement by President Obama and President Castro of their move to restore full diplomatic relations, this powerful book is essential to understanding ongoing efforts toward normalization in a new era of engagement. Challenging the conventional wisdom of perpetual conflict and aggression between the United States and Cuba since 1959, Back Channel to Cuba chronicles a surprising, untold history of bilateral efforts toward rapprochement and reconciliation. William M. LeoGrande and Peter Kornbluh here present a remarkably new and relevant account, describing how, despite the intense political clamor surrounding efforts to improve relations with Havana, negotiations have been conducted by every presidential administration since Eisenhower's through secret, back-channel diplomacy. From John F. Kennedy's offering of an olive branch to Fidel Castro after the missile crisis, to Henry Kissinger's top secret quest for normalization, to Barack Obama's promise of a new approach, LeoGrande and Kornbluh uncovered hundreds of formerly secret U.S. documents and conducted interviews with dozens of negotiators, intermediaries, and policy makers, including Fidel Castro and Jimmy Carter. They reveal a fifty-year record of dialogue and negotiations, both open and furtive, that provides the historical foundation for the dramatic breakthrough in U.S.-Cuba ties.

Book excerpt: Since its creation in 1963, United States Southern Command has been led by 30 senior officers representing all four of the armed forces. None has undertaken his leadership responsibilities with the cultural sensitivity and creativity demonstrated by Admiral Jim Stavridis during his tenure in command. Breaking with tradition, Admiral Stavridis discarded the customary military model as he organized the Southern Command Headquarters. In its place he created an organization designed not to subdue adversaries, but instead to build durable and enduring partnerships with friends. His observation that it is the business of Southern Command to launch "ideas not missiles" into the command's area of responsibility gained strategic resonance throughout the Caribbean and Central and South America, and at the highest levels in Washington, DC.

Book excerpt: As a rising great power flexes its muscles on the political-military scene it must examine how to manage its relationships with states suffering from decline; and it has to do so in a careful and strategic manner. In Rising Titans, Falling Giants Joshua R. Itzkowitz Shifrinson focuses on the policies that rising states adopt toward their declining competitors in response to declining states’ policies, and what that means for the relationship between the two. Rising Titans, Falling Giants integrates disparate approaches to realism into a single theoretical framework, provides new insight into the sources of cooperation and competition in international relations, and offers a new empirical treatment of great power politics at the start and end of the Cold War. Shifrinson challenges the existing historical interpretations of diplomatic history, particularly in terms of the United States-China relationship. Whereas many analysts argue that these two nations are on a collision course, Shifrinson declares instead that rising states often avoid antagonizing those in decline, and highlights episodes that suggest the US-China relationship may prove to be far less conflict-prone than we might expect.
