Available in PDF, EPUB and Kindle. Book excerpt: The failure to plan for disaster recovery results in a process of rebuilding that often presages the next disaster. It also limits the collective maximization of governmental, nonprofit, and private resources, including those resources that are available at the community level. As individuals, groups, communities, and organizations routinely struggle to recover from disasters, they are beset by a duplication of efforts, poor interorganizational coordination, the development and implementation of policies that are not shaped by local needs, and the spread of misinformation. Yet investment in pre-event planning for post-disaster recovery remains low. Although researchers pointed to this problem at least twenty-five years ago, an unfortunate reality remains: disaster recovery is the least understood aspect of emergency management among both scholars and practitioners. In addition, the body of knowledge that does exist has not been effectively disseminated to those who engage in disaster recovery activities. Planning for Post-Disaster Recoveryblends what we know about disaster recovery from the research literature with an analysis of existing practice to uncover problems and recommend solutions. It is intended for hazard scholars, practitioners, and others who have not assimilated or acted upon the existing body of knowledge, or who are unexpectedly drawn into the recovery process following a disaster.

Available in PDF, EPUB and Kindle. Book excerpt: The National Industrial Recovery Act (NIRA) was enacted by Congress in June of 1933 to assist the nation’s recovery during the Great Depression. Its passage ushered in a unique experiment in US economic history: under the NIRA, the federal government explicitly supported, and in some cases enforced, alliances within industries. Antitrust laws were suspended, and companies were required to agree upon industry-level “codes of fair competition” that regulated wages and hours and could implement anti-competitive provisions such as those fixing prices, establishing production quotas, and imposing restrictions on new productive capacity. The NIRA is generally viewed as a monolithic program, its dramatic and sweeping effects best measurable through a macroeconomic lens. In this pioneering book, however, Jason E. Taylor examines the act instead using microeconomic tools, probing the uneven implementation of the act’s codes and the radical heterogeneity of its impact across industries and time. Deconstructing the Monolith employs a mixture of archival and empirical research to enrich our understanding of how the program affected the behavior and well-being of workers and firms during the two years NIRA existed as well as in the period immediately following its demise.

Book excerpt: In the devastation that follows a major disaster, there is a need for multiple sectors to unite and devote new resources to support the rebuilding of infrastructure, the provision of health and social services, the restoration of care delivery systems, and other critical recovery needs. In some cases, billions of dollars from public, private and charitable sources are invested to help communities recover. National rhetoric often characterizes these efforts as a "return to normal." But for many American communities, pre-disaster conditions are far from optimal. Large segments of the U.S. population suffer from preventable health problems, experience inequitable access to services, and rely on overburdened health systems. A return to pre-event conditions in such cases may be short-sighted given the high costs - both economic and social - of poor health. Instead, it is important to understand that the disaster recovery process offers a series of unique and valuable opportunities to improve on the status quo. Capitalizing on these opportunities can advance the long-term health, resilience, and sustainability of communities - thereby better preparing them for future challenges. Healthy, Resilient, and Sustainable Communities After Disasters identifies and recommends recovery practices and novel programs most likely to impact overall community public health and contribute to resiliency for future incidents. This book makes the case that disaster recovery should be guided by a healthy community vision, where health considerations are integrated into all aspects of recovery planning before and after a disaster, and funding streams are leveraged in a coordinated manner and applied to health improvement priorities in order to meet human recovery needs and create healthy built and natural environments. The conceptual framework presented in Healthy, Resilient, and Sustainable Communities After Disasters lays the groundwork to achieve this goal and provides operational guidance for multiple sectors involved in community planning and disaster recovery. Healthy, Resilient, and Sustainable Communities After Disasters calls for actions at multiple levels to facilitate recovery strategies that optimize community health. With a shared healthy community vision, strategic planning that prioritizes health, and coordinated implementation, disaster recovery can result in a communities that are healthier, more livable places for current and future generations to grow and thrive - communities that are better prepared for future adversities.

Book excerpt: The academic biomedical research community is a hub of employment, economic productivity, and scientific progress. Academic research institutions are drivers of economic development in their local and state economies and, by extension, the national economy. Beyond the economic input that the academic biomedical research community both receives and provides, it generates knowledge that in turn affects society in myriad ways. The United States has experienced and continues to face the threat of disasters, and, like all entities, the academic biomedical research community can be affected. Recent disasters, from hurricanes to cyber-attacks, and their consequences have shown that the investments of the federal government and of the many other entities that sponsor academic research are not uniformly secure. First and foremost, events that damage biomedical laboratories and the institutions that house them can have impacts on the safety and well-being of humans and research animals. Furthermore, disasters can affect career trajectories, scientific progress, and financial stability at the individual and institutional levels. Strengthening the Disaster Resilience of the Academic Biomedical Research Community offers recommendations and guidance to enhance the disaster resilience of the academic biomedical research community, with a special focus on the potential actions researchers, academic research institutions, and research sponsors can take to mitigate the impact of future disasters.

Available in PDF, EPUB and Kindle. Book excerpt: Passages through Recovery presents an action plan for preventing relapse, one that can help us understand how recovery works and what is needed to move from active addiction to sobriety. "Abstinence from alcohol and other drugs is only the beginning of sobriety. It's the ticket to get into the theater, not the movie we are going to see."--Passages through RecoveryOne of the most important things we learn in recovery is that there really is a way out of all the misery--if we know which way to go. But abstinence from alcohol and other drugs is just the beginning of our journey, not our destination. And, that journey can be a rough one if we don't know what lies ahead.Based on the experiences of thousands of recovering men and women, Passages through Recovery presents an action plan for preventing relapse, one that can help us understand how recovery works and what is needed to move from active addiction to sobriety. Gorski's pioneering work describes six stages of recovery from chemical dependency and offers sound advice for working through the challenges of each stage--challenges that can create frustration and lead to relapse.Passages through Recovery clearly demonstrates that sobriety is more than just healing the damage. "It's a way of thinking, acting, and relating to others," Gorski writes, "that promotes continued physical, psychological, social, and spiritual health. The skills necessary for long-term sobriety are all directed at finding meaning and purpose in life."Use this book as a compass in your recovery to help you stay on course.

Book excerpt: To get somewhere it is useful to know where you are going. This can be especially difficult for people struggling with issues of addiction, compulsion, physical or mental illness. In this simple yet effective three-part program, best-selling author Charles Whitfield helps readers chart their own treatment plan and find a way out of the often confusing vortex of recovery work. Through illustrative charts and graphics he shows readers how to write their own recovery plan, including how to identify core issues and how to integrate those issues into a personalized plan. Stage one helps readers identify the illness or condition that plagues them and explains how recovery truly is within reach of those who participate in a full recovery program. Stage two explains how healing requires the reader to consider their adult child of trauma issues, such as co-dependence. It describes the way out of the pain and confusion-learning self-awareness, self-acceptance, self-responsibility and self-reflection. Stage three addresses more keys to success including having a healthy and nourishing spirituality and learning to live in the present moment, no longer burdened by the past or fearing the future. My Recovery Plan is an empowering book; it will give readers hope and instill the knowledge that they can, indeed, recover.

However, most clinicians find it a challenge to develop an effective, person-centered treatment plan. Such a plan is required for reimbursement, regulatory, accreditation and managed care purposes. Without a thoughtful assessment and well-written plan, programs and private clinicians are subject to financial penalties, poor licensing/accreditation reviews, less than stellar audits, etc. In addition, research is beginning to demonstrate that a well-developed person-centered care plan can lead to better outcomes for persons served. * Enhance the reader's understanding of the value and role of treatment planning in responding to the needs of adults, children and families with mental health and substance abuse treatment needs * Build the skills necessary to provide quality, person-centered, culturally competent and recovery / resiliency-orientated care in a changing service delivery system * Provide readers with sample documents, examples of how to write a plan, etc. * Provide a text and educational tool for course work and training as well as a reference for established practioners * Assist mental health and addictive disorders providers / programs in meeting external requirements, improve the quality of services and outcomes, and maintain optimum reimbursement

Book excerpt: Great natural disasters are rare, but their aftermath can change the fortunes of a city or region forever. This book and its companion Policy Focus Report identify lessons from different parts of the world to help communities and government leaders better organize for recovery after future disasters. The authors consider the processes and outcomes of community recovery and reconstruction following major disasters in six countries: China, New Zealand, India, Indonesia, Japan, and the United States. Post-disaster reconstruction offers opportunities to improve construction and design standards, renew infrastructure, create new land use arrangements, reinvent economies, and improve governance. If done well, reconstruction can help break the cycle of disaster-related impacts and losses, and improve the resilience of a city or region.
