The Department has just announced the biggest-ever upgrade of our motorways and key A roads. By 2021, spending on road enhancements will have tripled from today's levels, and we will have resurfaced 80% of the network. This white paper presents the next steps as being to: invest in 52 schemes, including 16 new projects; start construction on five major road schemes by April 2014; begin feasibility studies on five problem hotspots on the strategic road network, prioritising solutions; continue with route based strategies for the whole network, to build a next generation of improvements and interventions; consult later this year on turning the Highways Agency into a publicly owned strategic highways company; publish a draft national policy statement for national networks in 2013, with the aim of formally designating the document in 2014; introduce legislation in 2014, providing a stable funding basis for investment and legal powers for the new Highways Agency; and produce the first Road Investment Strategy later this parliament, guaranteeing roads investment to 2021

This has become most salient in recent years through its contribution to climate change. However, this perspective has only had a minor impact on the conventional economic analysis and modelling of transport investments, creating a dissonance between the traditional objectives of investment and the strategic need to reduce carbon emissions to Net Zero by 2050. Travel Behaviour Reconsidered in an Era of Decarbonisation argues that our transport networks are mature, and the objective should be to improve operational efficiency. Over the past half century, large public expenditures in roads and railways were justified by an analytic approach to the benefits of investment, primarily the value of the time saved through faster travel, to both business and non-business users of the networks. However, average travel time has not changed over this period. People have taken the benefit of faster travel as better access to people, places, activities and services, with the ensuing enhanced opportunities and choices. This book argues that the basis of orthodox transport economic analysis has been misconceived and a fresh perspective on economic analysis is now needed.

However the Department is seeking to make funding more stable and predictable, which should help highways authorities to plan maintenance works more effectively. The Department is working to promote consistent good practice in local road maintenance but performance still varies between authorities.

The long term option in investing in high speed rail would transform and allow Britain to compete globally and for national economic prosperity. Such investment in faster and more convenient journeys between the major cities and international networks will achieve two objectives; supporting companies and wealth creators and also better connect communities. Further upgrades of existing lines can provide additional capacity but growth in demand looks set to outstrip the pace of this and is seen as a short term approach unable to meet long term challenges. The choice is not between building new lines or not but what type of new line to build and new lines only built to enable conventional speeds would certainly fail to reap the economic rewards offered by high speed. HS2 is also about enough capacity for passengers - those on crowded inter city trains will increasingly be forced to stand for long periods and for commuters who eventually will be unable to get on their trains at peak times. There are further benefits of increasing rail freight, getting lorries off roads and saving carbon. The Government is also committed to developing a national high speed rail network with the lowest feasible impacts on local communities and the natural environment. In response to the consultation process there have been changes - additional tunnelling and alignment of the route in a number of places. The Government wishes to see further engagement with local people as the project progresses and as further environmental assessment is undertaken. The Government wants to reassure people that the project is both affordable and can be delivered to time and budget

There are three elements to this strategy. First, the Government will plan for the medium term and across sectors. The Plan brings together a comprehensive cross-sectoral analysis of the UK's infrastructure networks and sets out a clear pipeline of over 500 infrastructure projects. Delivering these projects will ensure that the overall performance of the UK's infrastructure is maintained and improved over time. Second, to mobilise the finance required to deliver these projects, the Plan sets out a new approach to coordinating public and private investment in UK infrastructure. Funded through further reductions in current spending, additional investment in infrastructure is being announced. The Government will act to facilitate the private investment that will finance the majority of the UK's infrastructure. This includes bringing in new investors into UK infrastructure; introducing new sources of revenue such as tolling; allowing local authorities more flexibility in the way they use local receipts to fund major infrastructure in specific circumstances; and being willing to consider guarantees against specific risks that the market cannot bear. Third, the Government will take an active role in ensuring the infrastructure in the Plan is delivered efficiently and on time, with priority given to those projects most critical for economic growth. The Government is also reforming the planning and consenting systems to tackle these sources of cost and delay in infrastructure delivery.

Book excerpt: This document aims to promote and inform the debate on how best to deliver the road capacity that will support the trips people and businesses need to make, in the most sustainable and reliable way. It examines current and predicted road use. There are more than 33 million registered vehicles in the UK, and road transport accounts for nearly 75 per cent of all trips. But congestion is a problem, making journey times unpredictable and wasting time. Congestion is worst in cities and motorways are seeing traffic levels grow fastest, so they are the priorities for action. Powers in the Traffic Management Act 2004 and the Local Transport Bill (proceeding through Parliament) give local authorities more levers to manage parking and streetworks, put in bus priority measures and promote better performing bus services. Local transport plans, major schemes at the regional level and the provision of funding through the Transport Innovation Fund, all support local authorities in this work. The document then focuses on how to expand choice and cut congestion on motorways, and it points to a more active traffic management approach than is currently followed. Options and polices examined include: better use of information; addressing interruptions to traffic flow; scope for adopting conventional engineering solutions; use of the hard shoulder as an extra lane (offering smoother flow and more predictable journeys at a fraction of the cost of motorway widening); car-share lanes; tolled lanes.
