It is impossible to fully capture the essence of the published work in a paragraph, page, or even an entire essay. Yet its highpoints can be identified. His work was innovative, reformist, comprehensive, and ori ented toward the future. In emphasizing the greater importance of people com pared to things, Perloff repeatedly prodded planners to be concerned with human needs and values. He was critical of the past. But inasmuch as he de voted more effort to envisioning what could lie ahead than in recalling the past, his work was markedly optimistic. He once admitted in writing to his "built-in weakness for expecting rational, socially oriented solutions ultimately to win out, no matter what the objective situation seems to be. " To some the expecta tion may be seen as naive; to others, as a faith in the wisdom of humankind to take the best course. However received, Perloff's optimism served as a powerful stimulant to keep moving ahead for the best that would come of it. Institutions and the ways they should be shaped and reshaped were of central concern, for institutions (though he rarely used the term) were the in struments through which "knowledge was translated into action.

The main objective of planning was identified as that of initiating a process of development which will raise living standards and open out to the people new opportunities for a richer and more varied life. The manner in which this objective has been translated into specific objectives has varied from plan to plan. However, in a broad sense, the basic objectives of planning in India can be grouped under four heads: (a) Growth, (b) Modernisation, (c) Self-reliance and (d) Social justice. Since 1951, India has completed nine five year plans and the implementation of the Tenth Five Year Plan (2002-07) is underway. Part II of the book contains abridged versions of Final Plan Documents from First Five Year Plan (1951-56) to Tenth Five Year Plan (2002-07) including mid-term appraisal of the tenth plan released in June 2005. Part III contains time-series data (1950-51 to 2004-05) on Indian economy which would be useful for a cross-section of academic community and researchers, both in India and abroad. Part IV contains glossary of select terms used in plan documents. Part V provides English equivalents of Hindi terms used in plan documents. This work, it is hoped, would prove useful for the students of economics, commerce, public administration and business management. An understanding of the planning procedures will also serve the needs of legislators, administrators and those in industry and trade."

Yet, in 1988, both countries had similar living standards. As things stand, it is undoubtedly a tale of two countries and two systems. Supporters of India can point to the democratic nature of the country’s development while ignoring the slow pace of change. China’s supporters point to exceptional poverty reduction, urbanization, and infrastructure developments while ignoring the social, religious, and environmental costs these efforts have created. However, popular media has ignored the fact the individual starting points of the two nations, a gap which this book fills. This study examines how China’s economic reforms was initiated with Deng Xiaoping’s fang-shou (‘letting go’ and ‘tightening up’) efforts between 1978 and 1989. However, until 1989 China had nothing much to demonstrate compare with India. Both countries had similar per head national income but India was technologically much superior to China. The reforms in China then accelerated in a sustained manner—be it the Family Responsibility System that transformed agriculture, the opening up of the industrial sector for the growth of local enterprises and foreign investments, or the substantial effort to make state-owned enterprises more efficient.
