Book excerpt: Maritime piracy's improbable re-emergence following the end of the Cold War was surprising as the image of pirates evokes masted galleons and cutlasses. Yet, the number of incidents and their intensity skyrocketed in the 1990s and 2000s off of the coasts of Indonesia, Malaysia, the Philippines, India, Bangladesh, Nigeria, and Somalia. As Ursula Daxecker and Brandon Prins demonstrate in Pirate Lands, Maritime piracy-like civil war, terrorism, and organized crime-is a problem of weak states. Surprisingly, though, pirates do not operate in the least governed areas of weak states. Daxecker and Prins address this puzzle by explaining why some coastal communities experience more pirate attacks in their vicinity than others. They find that pirates do well in places where elites and law enforcement can be bribed, but they also need access to functioning roads, ports, and markets. Using statistical analyses of cross-national and sub-national data on pirate attacks in Indonesia, Nigeria, and Somalia, Daxecker and Prins detail how governance at the state and local level explain the location of maritime piracy. Additionally, they employ geo-spatial tools to rigorously measure how local political capacity and infrastructure affect maritime piracy. Drawing upon interviews with former pirates, community members, and maritime security experts, Pirate Lands offers the first comprehensive, social-scientific account of a phenomenon whose re-appearance after centuries of remission took almost everyone by surprise.

They can be described at a great variety of scales, from individuals and organisations to countries. Our understanding, often partial, of these entities, and in many cases this understanding is represented in theories and associated mathematical models. In this book, the main examples are models that represent elements of the global system covering such topics as trade, migration, security and development aid together with examples at finer scales. This provides an effective toolkit that can not only be applied to global systems, but more widely in the modelling of complex systems. All complex systems involve nonlinearities involving path dependence and the possibility of phase changes and this makes the mathematical aspects particularly interesting. It is through these mechanisms that new structures can be seen to ‘emerge’, and hence the current notion of ‘emergent behaviour’. The range of models demonstrated include account-based models and biproportional fitting, structural dynamics, space-time statistical analysis, real-time response models, Lotka-Volterra models representing ‘war’, agent-based models, epidemiology and reaction-diffusion approaches, game theory, network models and finally, integrated models. Geo-mathematical modelling: Presents mathematical models with spatial dimensions. Provides representations of path dependence and phase changes. Usually, we look at media consumption starting from a media industry definition. We look at TV, radio, newspapers, games, Internet, and media content in general, all departing from the idea that the access to such content is made available through the payment of a license fee or subscription, or simply because its either paid or available for free (being supported by advertisements or under a "freemium" business model). That is, we look at content and the way people interact with it within a given system of thought that sees content and its distribution channels as the product of relationships between media companies, organizations, and individualseffectively, a commercial relationship of a contractual kind, with accordant rights and obligations. But what if, for a moment, we turned our attention to the empirical evidence of media consumption practice, not just in Asia, Africa, and South America, but also all over Europe and North America? All over the world, we are witnessing a growing number of people building media relationships outside those institutionalized sets of rules. We do not intend to discuss whether we are dealing with legal or illegal practices; our launching point for this analysis is that, when a very significant proportion of the population is building its mediation through alternative channels of obtaining content, such behavior should be studied in order to deepen our knowledge of media cultures. This book presents the papers delivered at the NATO Advanced Study Institute (ASI) Prediction and Recognition of Piracy Efforts Using Collaborative Human-Centric Information Systems, held in Salamanca, Spain, in September 2011. A significant observation from previous NATO Advanced Study Institutes and Workshops was that domain experts responsible for maritime security were not fully aware of the wide variety of technological solutions available to enhance their support systems, and that although technology experts have a general understanding of the requirements in security systems, they often lacked knowledge concerning the operational constraints affecting those who implement security procedures. This ASI involved both technology and domain experts, as well as students from related fields of study.
