Book excerpt: The Master Survey of US Army retired records held by GSA Federal Records Centers commenced in Early 1976. It consisted of four phases designed to restore intellectual control over some 553,000 cubic feet of US Army retired records. Phase II concerned itself with the retired organizational records held by the National Personnel Records Center, St Louis. This collection stood at approximately 112,000 linear feet when the survey commenced. Some 42,000 linear feet were identified as personnel supportive materials, i.e., Special Orders, Unit Orders, Personnel Orders, Morning Reports, Etc. These were dropped permanently from the Army inventory to be disposed of in accordance with approved schedules by the General Services Administration. An additional 27,000 linear feet were identified as eligible for immediate destruction under approved disposal schedules. The remaining 43,000 linear feet were offered to the National Archives for appraisal and possible accessioning into the National Archives as permanent, historically valuable military records. This offer was completed in May, 1978, and consisted of the identified records of 1804 US Army Field Commands, organizations, activities, etc. Approximately 5400 linear feet of this collection were security classified and generally eligible for declassification review under provisions of Executive Order 12065.

Phase III is concerned with US Army records retired to the 13 regional GSA Federal Records Centers by operating field commands and agencies. The thrust of Phase III is to regain intellectual control of these records and to remove them eventually from the Army inventory through scheduled disposal, donation, or permanent transfer to the National Archives of the United States. This report has been prepared in 14 parts, i.e., a summary statement followed by individual annexes for each of the 13 regional federal records centers. Each annex includes supporting documentation. The summary statement contains generalizations on the state of Department of the Army holdings in the Regional Federal Records Centers along with overall conclusions and recommendations for maintenance of continuing intellectual control.
