Available in PDF, EPUB and Kindle. Book excerpt: While educators, parents and policymakers are still debating the pros and cons of school choice, it is now possible to learn from choice experiments in public, private, and charter schools across the country. This book examines the evidence from these early school choice programs and looks at the larger implications of choice and competition in education. Paul Peterson makes a strong case for school choice in central cities, and coeditor Bryan Hassel offers the case for charter schools. John E. Brandl offers his vision of school governance in the next century. The book's other contributors--economists, political scientists, and education specialists--provide case studies of the experience with voucher programs in Indianapolis, San Antonio, Cleveland, and Milwaukee; survey charter schools; analyze public school choice; discuss constitutional issues; and study the effects of private education on democratic values. Contributors include David J. Armor, George Mason University; Chester E. Finn Jr. and Bruno V. Manno, Hudson Institute; Caroline M. Hoxby, Harvard University; Brett M. Peiser, Partnerships in Learning; and Joseph P. Viteritti, New York University.

Available in PDF, EPUB and Kindle. Book excerpt: Was school reform in the decades following the Civil War an upper-middle-class effort to maintain control of the schools? Was public education simply a vehicle used by Protestant elites to impose their cultural ideas upon recalcitrant immigrants? In The Politics of School Reform, 1870-1940, Paul E. Peterson challenges such standard, revisionist interpretations of American educational history. Urban public schools, he argues, were part of a politically pluralistic society. Their growth—both in political power and in sheer numbers—had as much to do with the demands and influence of trade unions, immigrant groups, and the public more generally as it did with the actions of social and economic elites. Drawing upon rarely examined archival data, Peterson demonstrates that widespread public backing for the common school existed in Atlanta, Chicago, and San Francisco. He finds little evidence of systematic discrimination against white immigrants, at least with respect to classroom crowding and teaching assignments. Instead, his research uncovers solid trade union and other working-class support for compulsory education, adequate school financing, and curricular modernization. Urban reformers campaigned assiduously for fiscally sound, politically strong public schools. Often they had at least as much support from trade unionists as from business elites. In fact it was the business-backed machine politicians—from San Francisco's William Buckley to Chicago's Edward Kelly—who deprived the schools of funds. At a time when public schools are being subjected to searching criticism and when new educational ideas are gaining political support, The Politics of School Reform, 1870-1940 is a timely reminder of the strength and breadth of those groups that have always supported "free" public schools.

Available in PDF, EPUB and Kindle. Book excerpt: One of the most important public policy issues in the United States is how to improve the life prospects of disadvantaged youth who, in their formative years, face low-quality school systems, poor access to health care, and high-crime environments. The Problems of Disadvantaged Youth includes a broad range of research examining various aspects of disadvantage, and ways of increasing the ability of low-income youths to improve their circumstances later in life. Taking an empirical economics perspective, the nine essays in this volume assess the causal impacts of disadvantage on youth outcomes, and how policy interventions can alleviate those impacts. Each chapter develops a framework to describe the relationship between youths and later life outcomes, addressing such factors as educational opportunity, health, neighborhood crime rates, and employment. This vital book documents the serious short- and long-term negative consequences of childhood disadvantage and provides nuanced evidence of the impact of public policy designed to help needy children.

This book was released on 1995-10-11 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although few Americans work as farmers these days, agriculture on the whole remains economically important--playing a key role in such contemporary issues as consumer health and nutrition, worker safety and animal welfare, and environmental protection. This publication provides a comprehensive picture of the primary education system for the nation's agriculture industry: the land grant colleges of agriculture. Colleges of Agriculture at the Land Grant Universities informs the public debate about the challenges that will shape the future of these colleges and serves as a foundation for a second volume, which will present recommendations for policy and institutional changes in the land grant system. This book reviews the legislative history of the land grant system from its establishment in 1862 to the 1994 act conferring land grant status on Native American colleges. It describes trends that have shaped agriculture and agricultural education over the decades--the shift of labor from farm to factory, reasons for and effects of increased productivity and specialization, the rise of the corporate farm, and more. The committee reviews the system's three-part mission--education, research, and extension service--and through this perspective documents the changing nature of funding and examines the unique structure of the U.S. agricultural research and education system. Demographic data on faculties, students, extension staff, commodity and funding clusters, and geographic specializations profile the system and identify similarities and differences among the colleges of agriculture, trends in funding, and a host of other issues. The tables in the appendix provide further itemization about general population distribution, student and educator demographics, types of degree programs, and funding allocations. Concise commentary and informative graphics augment the detailed statistical presentations. This book will be important to policymakers, administrators, educators, researchers, and students of agriculture.
