It is precisely for this reason that the Regional Bureau for Arab States has commissioned a group of distinguished Arab intellectuals to produce the Arab Human Development Report. The wealth of unbiased, objective analysis it contains is part of our contribution to Arab peoples and policy-makers in the search for a brighter future. The report shows that Arab countries have made significant strides in more than one area of human development in the last three decades. Nevertheless, the predominant characteristic of the current Arab reality seems to be the existence of deeply rooted shortcomings in the Arab institutional structure. These shortcomings are an obstacle to building human development. The report summarizes them as three deficits relating to freedom, empowerment of women, and knowledge. These deficits constitute weighty constraints on human capability that must be lifted. From a positive perspective, the realisation of human development in the Arab world requires transcending current shortcomings, and even transforming them into their opposites, i.e. advantages enjoyed by all Arabs, assets all Arab countries can be proud of in the Third Millennium."--(p. 180).

Book excerpt: "In 2003, the United Nations Development Programme published a widely read and controversial study that examined the region's progress in developing the knowledge, skills, and institutions rewarded in today's global economy. The study, entitled the Arab Human Development Report 2003: Building a Knowledge Society, presented a comprehensive explanation for the "knowledge deficit" and equally comprehensive prescriptions for reform. These reforms, the report emphasized, must be driven by Arabs. But openness and deeper engagement with the world is essential"--Exec. summary.

Book excerpt: Taking these shortcomings into consideration, as in the composition of our human deve- lopment indicator, leads to the retreat of the positions of Arab countries compared to the traditional Human Develo- pment Index. [...] Future Arab Human Development Reports It should come as no surprise then that the AHDR team has decided to devote the second Arab Human Development Report, scheduled for mid 2003, to the theme of "Building the knowledge society in the Arab countries" and the third Arab Human Development Report, due for launch in mid 2004, to "Deepening Freedom, through instituting Good Governance, in the Arab coun. [...] As a case in point, the position of official Europe, Spain not excepted, vis-à-vis a looming destructive war in the Arab region in the face of overwhelming popular opposition, and with a notable exception for the noble position of the European Parliament, is gravely disappointing, indeed shameful. [...] In my opinion, it is precisely at the body and soul where we find the key to Fergany's thinking, and the strength of his argument against overemphasizing the economic development of peoples, for it must be accompanied by true human development, the development of individuals progressing as such, and should not - or at least, not only - be measured in terms of an increase in per capita income. [...] The aim should be to progress on the basis of sound and permanent advances in the field of freedom, considered as the true measure for development by the Report, as stated before.

This book was released on 2004-12-01 with total page 337 pages. Available in PDF, EPUB and Kindle. Book excerpt: Development of this text has been based on the notion that workforce education and development (WFED) systems—such as, secondary and postsecondary vocational and technical education (VTE), career education and guidance, human resource and organizational development (HROD), and adult training and retraining including literacy programs—have essential roles to play in supporting both individual and national efforts to successfully participate in and reap the benefits offered by globalization. While this assumption has intuitive appeal, not everyone believes that vocational preparation programs result in positive outcomes. Psacharopoulos (1997), an outspoken international critic of vocational education and training, argues that WFED programs often have a low rate of return on a country’s investment when compared to that of the general academic curriculum. He contends that WFED initiatives often fail because too much emphasis is placed on these efforts to address myriad complex issues, and that decision makers do not utilize the available evidence about VTE to make prudent, informed choices. Instead, major players in the global economy like the World Bank tout basic academic education as an essential priority for developing countries wanting to enter into global markets and exchange.

Book excerpt: This urgently relevant book examines both the role and representations of Muslims in the news media, particularly within a climate of threat, fear and misunderstanding. Written by both leading academic authorities and by Muslim media practitioners, "Muslims and the Media" is designed as a comprehensive and critical textbook and is set in both the British and international contexts. The book clearly establishes the links between context, content, production and audiences thus reflecting the entire cycle of the communication process and revealing the ways in which meaning is produced and reproduced in the news media. Looking closely at the circumstances and politics surrounding the representation of Muslims across a wide range of journalistic genres, at the presence and influence of Muslims in the processes of news production, and the ways in which audiences, both Muslim and non-Muslim, consume this media, the book brings together coherently a wide range of perspectives to provide crucial insights into the representation - and misrepresentation - of Islam and Muslims today. Accessibly written for students and indispensable for practitioners, it will also provide a broader audience with a lively understanding of ever more critical political and media issues.

This book was released on 2016-03-25 with total page 161 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the challenges of cross-cultural translation of American literary works into Arabic which, I argue, have prevented many nineteenth-century literary works from being translated into Arabic. I have used the Arabic translations of Harriet Beecher Stowe‘s "Uncle Tom’s Cabin"> and an abridged English text accompanying one of the translations as a case study. Since most of the Arabic translations of English and especially American literary works are merely linguistic oriented ones, I reinforce the importance of adopting a period-specific cultural-oriented approach that maintains the cultural context of American literary works, including the historical, cultural, religious, geopolitical, and gender-based elements, during the literary translation into the Arabic culture. I start with discussing the internationalization of American works and the importance of a cultural reading of these works. Reviewing many translations of English and American works in general, I categorize the challenges of cross-cultural literary translation from English into Arabic into the following: cultural, religious, geopolitical, and gender-based ones. While I am not calling for accurate cross-cultural literary translations since it is impossible, however, I am advocating for faithful translations which maintain the literary text‘s cultural and historical contexts. The accuracy of a literary translation depends on the amount of linguistic skill a translator has while the faithfulness of a literary translation is based upon the translator‘s sincere effort to include the literary text‘s entire cultural context including the historical, cultural, religious, geopolitical, and gender-based elements. Using Uncle Tom’s Cabin as a case study, I discuss how the previous challenges had negatively affected the translation process of the work. Despite the fact the work has been translated seven times into Arabic, due to the linguistic-oriented approach, the historical and cultural significance of Stowe‘s novel has not yet been introduced to Arab readers through translation. Due to the current era of globalization that demands individuals to have multicultural knowledge and understanding and due to the recent cultural and translation projects of literary works from English into Arabic, this book reinforces the importance and possibility of addressing the cultural, religious, geopolitical, and gender-based challenges while using "Uncle Tom’s Cabin" as an example.
