According to the U.S. Department of Defense (DoD), approximately one-third of military service members experience a PCS move every year. This report was created to assist DoD with preparing a congressionally mandated report on actions taken to enhance the stability of military families going through a PCS move and to provide a broader analysis of the relationship between PCS moves and family stability. The authors used a mixed-methods approach to compile a list of PCS-related family disruptions, to conduct a deeper dive into select disruptions identified by the sponsor, and to understand what programs exist to address these disruptions. This analysis demonstrates that moves are a stressor for military families and are associated with a broad set of disruptions to family stability. The authors found that there are a multitude of existing programs, policies, and services provided by DoD that address the many disruptions generated by PCS moves. While this research did not find evidence of a need for new programs, the results imply that there is room to improve the PCS move process to further alleviate family disruptions, particularly by increasing the lead time before a move is scheduled so that service members and their families have more time to plan their relocation. Methodologically rigorous evaluation of existing programs and services is also needed. Finally, the authors offer recommendations for areas where future work could help determine ways that existing programs could be further improved to better serve military families.

Book excerpt: The Department of Defense (DOD) and the military services are continually seeking methods to reduce Permanent Change of Station (PCS) costs, which are escalating. The thesis of this research is: Designation of future assignment locations for married officers will reduce PCS costs and family turmoil. When an officer is reassigned on PCS orders for a short period (one year or less) with a known end date, assignment officers should be able to project the next assignment location for many of these officers. Current officer personnel assignment policies do not routinely allow for a home-basing or follow-on assignment for intra-Continential United States (CONUS) PCS moves. Some officers could be returned to their previous location (home-basing) while others could be given their future base location. This would allow that officer to make the best decision concerning his family's move and save the government a significant amount of PCS funds at the same time. In addition to a literature review, a survey questionnaire was administered to 293 Air Force officers and 30 Army officers who were students in the USAF, ACSC, Class of 1986. The results of this questionnaire indicated that many officers would have taken advantage of the proposed programs resulting in significant savings for the government (in one proposal, potential savings of nearly $1.5 million for the sample surveyed). Most officers who indicated they would not use any of the proposed programs consider them to result in an unneccessary separation from their family. Other officers indicated that trauma, instability, psychological and emotional problems, disruption and general turmoil, all in varying degrees, are characteristics of each PCS move.

This interest has been in response to the Army's acknowledgment that both soldiers and families have an impact on readiness and retention and that the demographics of the Total Army Family has changed over a period of years. Permanent Change of Station is an inevitable aspect of military life and a source of many stressors for military members, spouses and children. This study explores how stressful Senior Army Officers and spouses feel certain aspects of a mobile lifestyle are for themselves their spouses and their children. In addition, the study explores how helpful they feel certain Army programs and services are in alleviating the stress associated with PCS moves. Finally, their coping methods and recommendations as to what the Army can do to assist them in lessening stressors are addressed. The study shows that despite the seniority and experience of the respondents PCS moves were stressful events for individuals and the family as a unit and although the Army has improved relocation support programs, they still need command emphasis, funding and improvement.
