Traditional project management methodology tends to focus on time and cost, as scope is fixed, isn’t it? The paper discusses how project portfolio management (PfM) and EVM are both performance management disciplines. It looks at the role of PfM in the federal government, which focuses on enhancing the portfolio by unifying financial management, enterprise architecture, capital planning and investment control (CPIC), budgeting, project and program management, and operations. It then identifies the characteristics found in portfolios of high-performing organizations and the symptoms that indicate a need for PfM tools to select the right mix of projects for enhanced value.
