Book excerpt: Per i trasporti, governare e regolare i mercati che non funzionano, non pianificare inutili e costose infrastrutture: questa potrebbe essere la sintesi del libro. Il settore infatti non presenta maggiori problemi di scarsità fisica di infrastrutture, che è il “leitmotiv” di tutti i piani di trasporto: più strade, più ferrovie, più aeroporti, più tutto, e soprattutto più soldi. Ma la popolazione decresce, soprattutto al sud, e i sistemi soffrono di cattiva manutenzione (si pensi al crollo del ponte Morandi) e di una “governance” del tutto inadeguata. La “governance”, cioè l’assetto proprietario e funzionale che è alla base di mercati efficienti, viene logicamente a monte della regolazione, che dovrà poi controllare che i mercati politicamente decisi, poi funzionino decentemente. Perché avere un colosso ferroviario pubblico per i servizi, se è verificato, anche in Italia, che questi funzionano meglio in concorrenza? Al contrario, perché privatizzare le infrastrutture autostradali, noti monopoli naturali come tutte le infrastrutture? Le ragioni ci sono, e molto chiare: per mantenere alcuni settori ci vogliono fiumi di risorse pubbliche, altri al contrario queste risorse le generano, e le si spartiscono con i privati. Ma la soluzione non è certo prendere atto di queste situazioni, ma fare bene i conti, e decidere poi riforme che prescindano dal conservare ad ogni costo l’esistente. Con una modesta dose di innovazioni gestionali, si aprono praterie per far funzionare meglio un sistema palesemente ingessato dagli interessi costituiti. Marco Ponti (1941) si è laureato al Politecnico di Milano, dove è stato ordinario di Economia. Ha studiato anche negli USA, ed ha lavorato nel settore dei trasporti per 13 anni in 17 paesi. È stato consulente della Banca Mondiale, della Commissione Europea, dell’OCSE, e in Italia di sei ministri dei trasporti, dell’Autorità per la Regolazione dei Trasporti, di FSI e di Confindustria. È stato nel CdA di società pubbliche e private del settore. Ha insegnato alla Scuola Superiore della Pubblica Amministrazione. È responsabile di BRT, trust non-profit che si occupa di ricerca economica nei trasporti. È autore di numerosi libri e pubblicazioni, in italiano ed in inglese.

Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.

Transport currently makes up 21 per cent of all UK domestic carbon emissions. Carbon emissions from domestic transport will be reduced by up to 14 per cent over the next decade. The strategy outlines how an additional 85 million tonnes of CO2 from domestic transport can be saved from 2018-2022 by: supporting a shift to new technologies and fuels; promoting lower carbon choices; and using market mechanisms to encourage the shift to lower carbon transport. On the roads, vehicles will be vastly more fuel-efficient by 2022. This will primarily be delivered through advances in the efficiency of the internal combustion engine. Alongside this, new ultra-low emission vehicles will have made their transition onto the mass-market. On the railways electric trains offer better environmental performance than diesel equivalents and can also increase capacity and reliability, as well as being cheaper to buy, maintain and operate. There is a good case for electrifying more of the rail network and the Government will announce plans shortly. Aviation and shipping are being encouraged to exploit the full potential of technology to improve fuel efficiency and reduce emissions. The Government will also promote: the use of sustainable biofuels; public transport as an accessible, attractive, low carbon and easy-to-use option for individuals and business; better coordination and integration of different services; the use of trading systems to reduce emissions in aviation and shipping.

In a society becoming ever more globalized, without territorial restrictions in the production of goods and able to reproduce in China the goods and product characteristic of South American crafts (to mention just two extremes), the only element that can still be contextualized is heritage identity: the result of close integration between cultural assets, intangible assets and settled communities. These towns are often the centerpiece of urban landscapes and geographical areas with original features, not always but often as individual places within networks of minor historical centers linked by shared history, traditions and/or natural elements (rivers, forests, river systems or other natural elements). They are outside the major tourist networks, even if now there is a budding interest in the touristic exploitation of these environments. So, they are the right places to pursue a sustainable and local development with a cultural perspective. This book is a product of the VIVA_EASTPART project (Valorisation and Improving of management of Small Historic Centres in the eastern PARTnership region), under the EU-funded “ENPI Eastern Partnership” program. It complements the more practically-focused work that is in production from this group, more focused on empirical approaches to the development of minor historic centers of the nations involved. Though the book has been influenced by this research and working experience, the authors are solely responsible for the content and opinions presented.
