Neurocientíficos, pedagogos, médicos, nutriólogos, académicos, investigadores y especialistas han fundamentado en demasía la importancia de la primera infancia, pero sobre todo la comprendida entre los 0 y 3 años de vida. En los primeros años de vida se establecen y construyen las estructuras del lenguaje, del pensamiento, socioafectivas, neuromotoras, cognitivas, neuroanatómicas y sociales que permitirán que en el futuro el infante desdoble sus capacidades y potencialidades en el ámbito biopsicosocial. La dimensión de estas potencialidades biopsicosociales estarán definidas por una nutrición pertinente y específicamente por una neuronutrición, por el entorno enriquecido que rodea al niño y si tiene la ventaja de contar con la Educación Temprana, a través de un programa completo de estimulación que le permita conexiones de redes neuronales, y por lo tanto la oportunidad de que el dimensionamiento del cerebro, la formación de aptitudes y capacidades sean mucho más amplias. Apostar pues a la Educación Temprana significa: apostar a la formación de ciudadanos con mayores potencialidades que posibiliten en sus entornos locales el impulso del desarrollo económico y social, y cuando estos esfuerzos se generalicen también promuevan el progreso y bienestar de sus países. En este texto se hace una exposición de la importancia de la educación infantil y los principios pedagógicos de la educación temprana. También aborda el desarrollo físico del infante, precisando las características de los principales sistemas del organismo infantil. Define los principales aspectos de la actividad nerviosa superior de la capacidad cerebral, del desarrollo neuromotor y de las etapas del desarrollo lingüístico. Además plantea la importancia del biorritmo de los niños, que debe ser sistematizado en un verdadero régimen de vida. Aspectos tan importantes como es la nutrición y la neuronutrición, al igual que el apego y afectividad también son tratados por la autora en este texto. La formación de hábitos, valores y la importancia del juego son abordados de manera sencilla pero con un gran rigor científico. Plantea un tema nodal como es el neurodesarrollo infantil y la importancia de la salud en esta etapa primordial de la vida. Asimismo considera en su estudio la importancia de la Estimulación Temprana en el desarrollo del niño y presenta un enfoque de educación preconcepcional, prenatal y los programas de estimulación pertinentes para esa etapa de la vida. Expone también los fundamentos y la organización de un programa de Estimulación Temprana de 0 a 6 años. Por último, resalta la importancia de invertir en la primera infancia que debe ser considerada como una política de alta prioridad por los gobiernos de distintos países en el marco de sus políticas públicas y hace una sucinta exposición de los Centros de Desarrollo Infantil o Círculos Infantiles, exponiendo los objetivos de sus currículos, de los programas co-curriculares y de los programas extraescolares y su importancia en los entornos sociales de escasos recursos, como una alternativa para revertir y romper el círculo de la pobreza. Este marco se puede aplicar a la implementación de uno o varios programas y a la implementación de la protección social adaptativa. El libro de referencia se estructura en torno a ocho principios que encuadran el concepto de los sistemas de implementación: 1. No hay un modelo único para los sistemas de implementación, pero existen puntos en común que constituyen el núcleo del marco de los sistemas de implementación. 2. La calidad de la implementación es importante: Las debilidades en alguno de los elementos principales afectarán negativamente a todo el sistema, lo que, a su vez, reducirá el impacto de los programas a los que dan apoyo. 3. Los sistemas de implementación evolucionan a lo largo del tiempo de forma no lineal, y los puntos de partida son fundamentales. 4. Es necesario buscar «la sencillez» y «hacer bien lo sencillo» desde el inicio. 5. La «primera milla» (la interfaz mediante la cual las personas interaccionan directamente con las funciones administrativas) suele ser el eslabón más débil en la cadena de implementación. Reformarlo puede requerir un cambio sistémico, pero mejorará considerablemente la eficacia general y mitigará el riesgo de fallos en la primera instancia. 6. Los programas de protección social no operan en un vacío, por lo que sus sistemas de implementación no deberían desarrollarse de forma aislada. Las sinergias entre distintas instituciones y sistemas de información son posibles y pueden mejorar los resultados de los programas. 7. Los sistemas de implementación de protección social contribuyen a la capacidad del gobierno de ayudar a otros sectores, por ejemplo, las subvenciones para seguros de salud, las becas, las tarifas energéticas sociales, las ayudas para la vivienda y los servicios legales. 8. Los desafíos asociados a la inclusión y a la coordinación son amplios y perennes, y motivan la mejora continua de los sistemas de implementación a través de un planteamiento dinámico, integrado y centrado en las personas.
