Book excerpt: As the European Union moves towards full economic and monetary union, the system used to finance the Union will have to change. The current arrangements were designed for a small community at a relatively low stage of integration. This book considers options for reforming the Union Budget to make it more appropriate for the challenges which will face the Union in the next century. It proposes an agenda for gradual reform which takes into account both the political and economic constraints on the Union. This title is published in conjunction with UACES, the University Association for Contemporary European Studies. UACES web site can be found at www.uaces.org

Book excerpt: This book investigates the paradox of rich countries of Western Europe, who have high levels of poverty whilst proclaiming its eradication as one of the primary social and economic goals. It looks at how policies often do not achieve their goals, why countries need mechanisms to reduce wage inequality and why they choose to provide universal benefits instead of systems of selective benefits targeted at the poor. Along with cross-countries comparisons, the volume also presents analysis of the minimum income in France, Portugal, Italy, Finland, Ireland, Belgium, and Greece.

Available in PDF, EPUB and Kindle. Book excerpt: A quiet revolution has been occurring in post-World War II Europe. A world power has emerged across the Atlantic that is recrafting the rules for how a modern society should provide economic security, environmental sustainability, and global stability. In Europe's Promise, Steven Hill explains Europe's bold new vision. For a decade Hill traveled widely to understand this uniquely European way of life. He shatters myths and shows how Europe's leadership manifests in five major areas: economic strength, with Europe now the world's wealthiest trading bloc, nearly as large as the U.S. and China combined; the best health care and other workfare supports for families and individuals; widespread use of renewable energy technologies and conservation; the world's most advanced democracies; and regional networks of trade, foreign aid, and investment that link one-third of the world to the European Union. Europe's Promise masterfully conveys how Europe has taken the lead in this make-or-break century challenged by a worldwide economic crisis and global warming.

This book was released on 2000-01-01 with total page 44 pages. Available in PDF, EPUB and Kindle. Book excerpt: Informal payments in the health sector of Eastern and Central Asia are emerging as a fundamental aspect of health care financing and a serious impediment to health care reform. These informal payments, made to individuals or institutions in cash or in kind, are nearly always for services that are meant to be covered by the health care system. Such private payments to public personnel have created an informal market for health care , and are a form of corruption. This problem's roots are traced to declining revenues which have not coincided with a reduction in buildings, hospital beds and health personnel. In these circumstances informal payments compensate for lost earnings, and therefore reforms to modernise the region's health systems must compete with individuals' personal revenues. Options for addressing this problem include comprehensive anticorruption policies, downsizing of the public health system, reducing the set of services sibsidised by the state, encouraging cost sharing with those who can afford it, improving accountability, and promoting private alternatives.

Book excerpt: The gender pay implications of payment structures in three European countries, the UK, Italy and Germany, are explored through case studies of nine organisations. Payment practices are found to be embedded within country-specific employment systems and the detailed case studies reveal how different systems result in different levels and forms of gender pay inequality, affecting different groups of women workers. This exploration of payment practices at both the country and the organisation level reveals the variety of obstacles that still exist to the implementation of equal pay.

Available in PDF, EPUB and Kindle. Book excerpt: The European payment market has undergone rapid transformation in recent years due to changes in payment habits, new business rules and new legal frameworks and regulation. There has also been an advent of new technologies and payment solutions which has altered the European payments landscape drastically. This book provides an overview of the fundamental issues involved in this new payments landscape. The authors discuss fundamental problems such as substitution between cash and non-cash payment instruments, payment costs, the economics of fees, and the demand for cash and deposit money. They also analyse issues such as two-sided markets, business platforms and the problem of critical mass. Other chapters focus on new phenomena in payments such as mobile payments, multi-sided platforms, electronic wallets, virtual currencies, decentralised ledgers, private digital currencies, blockchain and instant payments. The authors also review existing regulation for the topic including the revised Payment Services Directive (PSD2), Interchange Fee Regulation (IF/MIF Reg), and the Single Euro Payments Area (SEPA) project. Transforming Payment Systems in Europe offers insight into changing payment culture and the ways in which new payment systems can create a single digital market to foster further integration in Europe.

Available in PDF, EPUB and Kindle. Book excerpt: The classic work of political, economic, and historical analysis, powerfully introduced by Angela Davis In his short life, the Guyanese intellectual Walter Rodney emerged as one of the leading thinkers and activists of the anticolonial revolution, leading movements in North America, South America, the African continent, and the Caribbean. In each locale, Rodney found himself a lightning rod for working class Black Power. His deportation catalyzed 20th century Jamaica's most significant rebellion, the 1968 Rodney riots, and his scholarship trained a generation how to think politics at an international scale. In 1980, shortly after founding of the Working People's Alliance in Guyana, the 38-year-old Rodney would be assassinated. In his magnum opus, How Europe Underdeveloped Africa, Rodney incisively argues that grasping "the great divergence" between the west and the rest can only be explained as the exploitation of the latter by the former. This meticulously researched analysis of the abiding repercussions of European colonialism on the continent of Africa has not only informed decades of scholarship and activism, it remains an indispensable study for grasping global inequality today.
