Book excerpt: Despite the increase in payroll cost reduction activities, studies comparing the effects of payroll cost reduction methods (i.e. cutting pay and downsizing) on work attitudes (e.g. affective commitment and job satisfaction) have been limited. This three-paper dissertation compares the effects of cutting pay and downsizing on work attitudes of remaining employees. The studies in Paper 1 of this dissertation compare the main effects in this comparison. The results demonstrate that employees whose pay is cut, compared to survivors of downsizing, exhibit less positive pay-related perceptions and work attitudes while they exhibit more positive job security-related perceptions. The studies in Paper 2 identify trust in management as a moderator in this comparison. When the level of trust in management is low, employees who had their pay cut exhibit lower levels of work attitudes than employees who survived downsizing. When the level of trust in management is high, on the other hand, employees who had their pay cut did not exhibit lower levels of work attitudes than employees who survived downsizing. Moreover, when the level of trust in management is high, employees whose pay is cut experience stronger perceptions of job security than those employees who survive downsizing. Lastly, the studies in Paper 3 identify sector as a moderator in this comparison. In the private sector, survivors of downsizing exhibited higher levels of work attitudes relative to employees whose pay was cut. In the public sector, on the other hand, there was no significant difference in the levels of work attitudes between employees whose pay was cut and employees who survived downsizing. The papers in this dissertation first demonstrate that cutting pay, compared to downsizing, better maintains perceptions of job security but does not as well maintain pay-related perceptions. When work attitudes are examined, the papers overall demonstrate that downsizing better maintains work attitudes than cutting pay. Lastly, the papers also demonstrate that pay cuts can be a more feasible alternative to downsizing in terms of maintaining work attitudes of remaining employees in the public sector and when the level of trust in management is high.

This is not true of other prices, which adjust relatively quickly to reflect changes in demand and supply. Although economists have posited many theories to account for wage rigidity, none is satisfactory. Eschewing "top-down" theorizing, Truman Bewley explored the puzzle by interviewing--during the recession of the early 1990s--over three hundred business executives and labor leaders as well as professional recruiters and advisors to the unemployed. By taking this approach, gaining the confidence of his interlocutors and asking them detailed questions in a nonstructured way, he was able to uncover empirically the circumstances that give rise to wage rigidity. He found that the executives were averse to cutting wages of either current employees or new hires, even during the economic downturn when demand for their products fell sharply. They believed that cutting wages would hurt morale, which they felt was critical in gaining the cooperation of their employees and in convincing them to internalize the managers' objectives for the company. Book excerpt: The interest in examining job security and job stability has been driven in part by the phenomenon of downsizing. The distinctiveness of downsizing, as opposed to more traditional layoffs, is that the job cuts do not necessarily appear to be driven by shortfalls in demand but instead appear to be driven by the search for operating efficiencies. Despite the interest in downsizing, there has been essentially no serious investigation into its causes. I distinguish downsizing from job cuts associated with shortfalls in demand and find that employment and management practices over which employers have control, such as severance pay and profit sharing, are important predictors of subsequent downsizing and more general job losses. Surprisingly, excess operating capacity is not necessarily related to more general job losses at the establishment level. I also examine the relationship between both job losses associated with shortfalls in demand and downsizing and subsequent financial performance. The results suggest, among other things, that downsizing reduces labor costs per employee but also sales per employee. Job cuts associated with excess capacity appear to be somewhat more successful at improving sales per employee than is downsizing

GAO found that: (1) employee buyouts could produce over $60,000 more in net savings over 5 years than RIF for each vacated position because buyouts can be used at higher grade levels that generate more savings in salaries and benefits when downsized; (2) if federal agencies separate retirement-eligible employees who do not displace lower-grade employees, RIF could produce about $29,000 more in net savings over 5 years than buyouts; (3) displacing employees in the same competitive areas but lower-tenure groups or with less service within the same tenure groups reduces RIF savings because those savings represent the salaries and benefits of lower-grade employees; (4) savings from buyouts or RIF could be reduced if the vacated positions are refilled or privatized; (5) federal agencies may need more buyouts than RIF to achieve their downsizing targets because normal attrition slows prior to buyouts; (6) buyouts avoid or reduce the non-economic adverse effects of RIF, such as reduced diversity, decreased productivity, and lower morale; and (7) buyouts may help federal agencies improve diversity, since buyouts typically affect older white males.
