Book excerpt: Few measures, if any, could claim to have had a greater impact on British society than the poor law. As a comprehensive system of relieving those in need, the poor law provided relief for a significant proportion of the population but influenced the behaviour of a much larger group that lived at or near the margins of poverty. It touched the lives of countless numbers of individuals not only as paupers but also as ratepayers, guardians, officials and magistrates. This system underwent significant change in the nineteenth century with the shift from the old to the new poor law. The extent to which changes in policy anticipated new legislation is a key question and is here examined in the context of London. Rapid population growth and turnover, the lack of personal knowledge between rich and poor, and the close proximity of numerous autonomous poor law authorities created a distinctly metropolitan context for the provision of relief. This work provides the first detailed study of the poor law in London during the period leading up to and after the implementation of the Poor Law Amendment Act of 1834. Drawing on a wide range of primary and secondary sources the book focuses explicitly on the ways in which those involved with the poor law - both as providers and recipients - negotiated the provision of relief. In the context of significant urban change in the late eighteenth and nineteenth century, it analyses the poor law as a system of institutions and explores the material and political processes that shaped relief policies.

Was it to represent the opinions of constituents or to vote according to their informed opinions reflecting the needs of the kingdom? Most authorities have accepted Edmund Burke's depiction of 18th-century MPs, insisting it was their right to form their opinions without reference to the instructions of constituents. This study provides answers to these important questions and, in doing so, reveals that Burke's vision does not represent how the House of Commons functioned during the last two decades of the 18th century. Rather than focusing on specific issues or demographic groups, English MPs brings to the fore the legislative activity of a broad segment of late 18th-century English MPs. This book shows they were diligent legislators who attended to the needs of constituents, in the process developing strong connections with them. It demonstrates that these connections did not rest on shared beliefs in reformist ideologies except in, and around, the metropolis. Instead, they grew out of the members' timely and effective tending, session after session, to the host of measures brought forward by constituents and neighbours. McCahill explores, in fascinating detail, the consequences of this bond. In this book, McCahill draws from an impressive array of primary sources and secondary literature to combine a structural analysis with broad surveys and detailed case-studies. Yet no book has so far tackled the key questions of whether leaders deliberately provoke conflicts abroad to distract the public from problems at home, or whether such gambles offer a more effective response to domestic discontent than appeasing opposition groups with political or economic concessions. Diversionary War addresses these questions by reinterpreting key historical examples of diversionary war—such as Argentina's 1982 Falklands Islands invasion and U.S. President James Buchanan's decision to send troops to Mormon Utah in 1857. It breaks new ground by demonstrating that the use of diversionary tactics is, at best, an ineffectual strategy for managing civil unrest, and draws important conclusions for policymakers—identifying several new, and sometimes counterintuitive, avenues by which embattled states can be pushed toward adopting alternative political, social, or economic strategies for managing domestic unrest.

Book excerpt: Studies of child labour have examined the experiences of child workers in agriculture, mining and textile mills, yet surprisingly little research has focused on child labour in manufacturing towns. This book investigates the extent and nature of child labour in Birmingham and the West Midlands, from the mid-eighteenth century to the end of the nineteenth century. It considers the economic contributions of child workers under the age of 14 and the impact of early work on their health and education. Child labour in the region was not a short-lived stage of the early Industrial Revolution but an integral part of industry throughout the nineteenth century. Parents regarded their children as potentially valuable contributors to the family economy, encouraging families to migrate from rural areas so that their children could work from an early age in the manufacture of pins, nails, buttons, glass, locks and guns as well as tin-plating, carpet-weaving, brass-casting and other industries. The demand for young workers in Birmingham was greater than that for adults; in Mary Nejedly's detailed analysis the importance of children's earnings to the family economy becomes clear, as well as the role played by child workers in industrialisation itself. In view of the economic benefit of children's labour to families as well as employers, both children's education and health could and did suffer.As well as working at harmful processes that produced dangerous fumes and dust or exposed them to poisonous substances, children also suffered injuries in the workplace, mainly to the head, eyes and fingers, and were often subjected to ill-treatment from adult workers. The wide gulf in economic circumstances that existed between the families of skilled workers and those of unskilled workers, unemployed workers or single-parent families also becomes evident.Attitudes towards childhood changed over the course of the period, however, with a greater emphasis being placed on the role of education for all children as a means of reducing pauperism and dependence on the poor rate. Concerns about health also gradually emerged, together with laws to limit work for children both by age and hours worked. Mary Nejedly's clear-eyed research sheds fresh light on the life of working children and increases our knowledge of an important aspect of social and economic history.
