Book excerpt: This book discusses the elite capture taking place in the development programmes implemented through Grama Panchayats (GPs), the lowest tier in the rural local self-government structure in India. Inclusive growth being the cherished goal of all the developing countries, including India, the book assesses whether checks and balances incorporated in development programmes prevent elite capture and promote inclusive development. It also highlights the role of community-based organisations, such as SHGs, in ensuring development benefits reach marginalized groups. The policy makers in India introduced decentralised governance to facilitate the participation of marginalized groups in the planning and implementation of development programmes at the local level, and to ensure that development benefits reach them. International agreements such as the Hyogo Framework for Action, Millennium Development Goals and Sustainable Development Goals also call for decentralised governance for inclusive growth. The issue of elite capture has traditionally been studied mainly from the sociological perspective, i.e., how the local upper/dominant castes and classes garner the positions and benefits. But with the new and structured governance system that is in place at the local level in contemporary India, this book explores how decentralised governance is addressing the issue of elite capture. The study closely analyses micro processes of decentralisation to understand how elite capture is taking place. Additionally, it examines this concern from both governance and economic perspectives. The scope of the book is wide, and encompasses several aspects such as the functioning of the local government, decentralised governance, checks and balances in development programmes, community-based organisations, the upward political linkages and elite capture. It is equally relevant to researchers from several social science disciplines, civil society, policy makers, and implementers from the grassroots to national level government.

Available in PDF, EPUB and Kindle. Book excerpt: Decentralization, for local governance and development, is not only an institutional arrangement to be viewed simply from the perspective of public administration or to be confined exclusively to the domain of policy makers. It is something more. It is an ideology and a way of formulating and implementing policy decisions in public spheres and, as such, includes a variety of perspectives and aspects. Thus, decentralizing rural governance and development is viewed in this volume, not simply in terms of constitutionalizing and revamping the local level arrangements, but in premises of diverse ideas and experiments originating in the society. Based on research conducted in India, the book's contributors are experts, academics, and development professionals. The common thread highlights the thesis that the amendments, backed by an interplay of diverse socio-political forces, have made changes in the 'oceanic circle' of Indian society that are capable of ushering in a great beginning in the politics of inclusion. Indeed, a process of churning has begun in the democratic power structure of India to provide a legitimate share for millions.

Available in PDF, EPUB and Kindle. Book excerpt: The 73rd Constitutional Amendment is a milestone in the modern history of India and it has taken democracy to the grassroots. It aims to transform the characteristics of our democracy from representative to representative and participatory democracy. Before going into the details of the process of decentralization of powers in the states over a period, it is necessary to explain the basic framework of decentralization of powers. To operationalise the basic framework – both letter and spirit – the state governments have to take an array of steps that are fundamental and basic for the establishment of a local governance system.By keeping the above framework, in the last twenty years how decentralization took place in south Indian states – Tamil Nadu, Karnataka, Andhra Pradesh and Kerala has been evaluated in this volume. The four chapters have been written by G. Palanithurai, M. Gobinath Reddy, M. Sivanna and Jos Chathukulam. Along with the above state-specific chapters, there are a few chapters covering Panchayat finance in South Indian States and democratization in this volume written by B. DevendraBabu and G. Palanithurai, respectively. S. N. Sangita has written a chapter on Political regime, Decentralized Governance and social security in south Indian states. It is also included in this volume. Further the chapter written by V. N. Alok on “Devolution of Powers to Local Bodies” has been incorporated in the present work. Finally yet another paper on “Decentralization of Powers: Acceleration and Deceleration” by G. Palanithurai for a different journal has also been included. Thus totally nine papers have been accommodate
