The technology upgrading framework assumes that economic growth is a function of technology capability, whereby upgrading occurs through technological, industrial, and organizational change. This technology upgrading framework is applied to analyze the Ukrainian economy, which reflects its limited capability to generate, as well as absorb, new technology. The report finds that Ukraine ranks last among comparison countries in a composite index of technology upgrading, with especially low performance in terms of production, management, and R&D capabilities. A case study on Ukraine's booming ICT sector, Ukraine's fastest-growing sector, showcases the country's potential, while simultaneously demonstrating which factors and capabilities can constrain its future growth. While Ukraine has developed a vibrant ICT industry, significant challenges exist for its long-term success. To address the challenges, three main areas for policy action are recommended. These include: (1) the development of firms' managerial capabilities and adoption of productivity-enhancing technologies, (2) better integration into global value chains, and (3) supply and retention of a digital-ready workforce. The report also offers cross-cutting recommendations for improving Ukraine's business environment and the complementarities needed for firms' growth and upgrading.

In the following year the Working group on Ukraine's accession was established. But successive Ukrainian governments had to sideline the issue of WTO accession, as the country went through a decade of unprecedented and severe economic decline. Only in the year 2000 the Ukrainian economy started to achieve positive real economic growth. Since then Ukraine embarked on a stable path of economic growth and continues to grow even under conditions ofa sluggish world economy and protectionist reflexes in some ofUkraine's export markets. According to the macroeconomic forecast of the Institute for Economic Research and Policy Consulting Ukrainian GDP will grow by 5,4% in 2003 in real terms and by 5,I% 1 in 2004. For Ukraine WTO accession is of special importance. Ukraine records an extremely high exports-to-GDP ratio of over 60% - almost twice the ratio for Germany.' The large ratio and the little diversified structure ofUkraine's imports and exports make Ukraine seriously vulnerable to external shocks resulting from changes in trade regimes. Joining the WTO, trade among WTO members amounting to more then 90% of world trade, could reduce the risks related to external trade and Ukraine could derive substantial economic and hence welfare benefits from the membership in WTO.

Book excerpt: We compare the economic growth trajectories of Poland and Ukraine since 1990 to try to understand the extent to which the observed growth differentials can be traced to increased efficiency in the use of capital and other factors (intensive growth), rather than to simple accumulation of capital (extensive growth). We stress the role of qualitative factors such as education, governance and institutions. We ask whether the EU perspective and NATO membership played a role. We discuss the closely related histories of the two countries and note the stark differences between them, including their different approaches to the EU vs Russia, full vs incomplete transition to a market economy, and democracy vs anocracy, as well as different initial conditions. We compare key determinants of growth and growth trajectories, using economic as well as social indicators, and trying to disentangle efficiency and accumulation and combine path dependence and the role and scope of creative destruction. While Poland had the shortest and mildest transformation recession among CEE countries, Ukraine has been stagnant, or in decline, since 1990. The statistics we report and the stories we tell suggest that both countries have a complex relationship with democracy and that the nearly threefold difference in per capita GDP at PPP in 2021 in Poland's favour, with the ratio of investment to GDP similar in both countries, can most plausibly be traced to: (a) Poland's more extensive and diversified exports, and fewer restrictions on trade, in addition to more comprehensive and quicker restructuring of the national economy inspired by the EU perspective; (b) Poland's more extensive and better-quality education; (c) Poland's greater democracy and longer experience of democracy, lower levels of corruption, better governance, and freer press; (d) Poland's smaller agricultural sector and greater emphasis on manufacturing; and (e) Poland's lower inflation and higher level of financial development. Furthermore, Poland built market-friendly institutions to EU specifications and joined NATO. Against all this, Ukraine had more economic equality and lower unemployment as well as, from the early 1990s, a lower initial level of income per person, but was hampered by political divisions, path-dependent corruption and poor governance. During the global Covid-19 pandemic, Ukraine apparently suffered fewer deaths than Poland, despite fewer vaccinations.

And how growth, averaging seven percent annually between 2000 and 2008, was achieved without tackling Ukraine's well known weaknesses in the investment climate and public sector governance. The report also traces the emergence of large structural fiscal deficits and fiscal pressures since 2004, as buoyant revenues and terms of trade gains masked an increasingly unsustainable fiscal position. It shows how international excess liquidity allowed Ukraine to attract vast capital flows, intermediated through the banking system, while financial sector regulation remained inadequate. And it analyzes how a poor investment climate, low competitive pressures, limited innovation and slow structural transformation of the economy are all interlinked and perpetuate Ukraine's dependence on a few commodity based exports. Consequently, the report argues, the route to sustained recovery in Ukraine lies in deepening key reforms. The report carries out an in-depth diagnostic of Ukraine's growth drivers at the macro, sector and firm-level and derives key constraints to sustained growth from this analysis. The recommendations point to three main challenges that deserve priority attention if Ukraine is to re-launch its economy on a sustained growth path. First, Ukraine has to tackle its fiscal crisis to restore macroeconomic credibility and create fiscal space for investments needed to support private sector growth. Second, Ukraine needs to improve its investment climate and fix the financial system to attract private sector investment. Third, Ukraine needs to tackle the problems with public sector governance through deep public sector, judicial and administrative reforms. Since this is a large agenda, the analysis identifies short and medium term priorities. The report also argues that the key reforms highlighted above are closely interlinked and that cosmetic and halfway measures will not do.

Ukraine's postcommunist transition has been one of the most protracted and socially costly, but it has taken the country to a desirable destination. Åslund's vivid account of Ukraine's journey begins with a brief background, where he discusses the implications of Ukraine's history, the awakening of society because of Mikhail Gorbachev's reforms, the early democratization, and the impact of the ill-fated Soviet economic reforms. He then turns to the reign of President Leonid Kravchuk from 1991 to 1994, the only salient achievement of which was nation-building, while the economy collapsed in the midst of hyperinflation. The first two years of Leonid Kuchma's presidency, from 1994 to 1996, were characterized by substantial achievements, notably financial stabilization and mass privatization. The period 1996–99 was a miserable period of policy stagnation, rent seeking, and continued economic decline. In 2000 hope returned to Ukraine. Viktor Yushchenko became prime minister and launched vigorous reforms to cleanse the economy from corruption, and economic growth returned. The ensuing period, 2001–04, amounted to a competitive oligarchy. It was quite pluralist, although repression increased. Economic growth was high. The year 2004 witnessed the most joyful period in Ukraine, the Orange Revolution, which represented Ukraine's democratic breakthrough, with Yushchenko as its hero. The postrevolution period, however, has been characterized by great domestic political instability; a renewed, explicit Russian threat to Ukraine's sovereignty; and a severe financial crisis. The answers to these challenges lie in how soon the European Union fully recognizes Ukraine's long-expressed identity as a European state, how swiftly Ukraine improves its malfunctioning constitutional order, and how promptly it addresses corruption.
