It is capable of optimizing signal timings for arterials as well as multi-arterial closed-loop networks. This report presents a summary of work conducted under a three-year research project funded by TxDOT. It provides guidelines for using PASSER IV as a 1.5 generation real-time traffic control system using a test-bed from the city of Richardson, Texas. In addition, the report addresses the issue of signal timing transition and provides the description of a preliminary algorithm for finding the cost of transition. Finally, the report provides new PASSER IV developments and describes new features.

This manual describes how to use PASSER IV-96, Version 2.1, to obtain optimal signal timings. PASSER IV is capable of optimizing signal timings for arterials as well as multi-arterial closed-loop networks. The program explicitly handles one-way and two-way arterials in a network and thus is able to deal with conventional and three-level diamond interchanges in isolation or as subnetworks within a larger network of arterials. The program is composed of two modules: the user interface and the optimization module. The user interface is extremely easy to use and provides the following features: file management functions, data entry/edit modes, graphic display of network, running the optimization routine, and running the TRANSYT-7F program. Further, it provides full mouse support. The optimization module performs bandwidth maximization. In addition to its own output report, the optimization routine is capable of generating input data files for use with the TRANSYT-7F program to perform bandwidth-constrained delay minimization. Thus, PASSER IV provides a network signal-timing optimization capability that was previously available only for arterial problems through the combined use of the two programs PASSER 11 and AAP.

Fifteen United States cities have already selected and implemented light rail transit (LRT) as a rail transit alternative. As engineers plan and design new or expanded systems, it is essential at they have at their disposal the techniques and procedures necessary to make decisions for LRT placement, system design, and operations. This report, the fourth and final report for project 0-1278, combines and enhances the information contained in the three interim reports and contains a step-by step procedure for analyzing LRT at grade crossings and crossing impacts within signalized networks. Based on the proposed system features and location, transportation analysis identify crossing type and environment. They then select a model based on listed criteria, code and calibrate the model to existing conditions or values provided, and perform the analyses. The procedure includes checks for system failure. Finally, analysts assign user costs to the LRT impacts identified and qualified by the procedure, and select the optimum alternatives for LRT operation.
