Book excerpt: Ports and Inland Waterways is a review of sources of statistics on ports and inland waterways in the United Kingdom and covers subjects such as foreign traffic by commodity; coastwise traffic by commodity; special traffic; scheme and non-scheme port traffic; container and roll-on traffic; contents of containers; driver accompanied and unaccompanied road goods vehicles; and restow movements. Transhipment and transit movements are also included, along with fishery traffic, passenger traffic, and shipping movements. This volume is comprised of 12 chapters and begins with an overview of ports and shipping places in the United Kingdom, with emphasis on standardization, collection, and collation of port statistics on a national basis and the creation of the National Ports Council under the Harbours Act of 1964. A brief summary of industry activity concerned and its organization is given in order to present a clear background understanding of how data are collected; what is being measured; the stage at which measurements are made; what the reporting units are; the channels through which returns are routed; and where they are processed. Statistics of customs ports and other areas of the industry are then provided, including those of manpower and finance. Proposed developments for the industry are discussed in the last chapter. This book will be of interest to transportation officials, statisticians, economists, and social science researchers.

Book excerpt: In the UK some 11.5m people already live with a recognised disability and more than a fifth of them experience some difficulty when using transport networks. So it's essential that the Department for Transport delivers an ambitious Accessibility Action Plan. Changes made ahead of the 2012 Paralympic Games delivered access for disabled people to significantly more parts of the public transport network for the first time and highlighted the immense value of such improvements for all. Yet a year later, there is a risk that some of the momentum from London 2012 is being lost because further key accessibility improvements planned have been watered-down or abandoned. The Committee's recommendations include: imposing penalties on bus operators who claim to offer accessible routes but then fail to provide accessible buses; the phased introduction of audio-visual information systems on all buses over the next ten years; phasing out the need for disabled travellers having to book organised assistance in advance; financial incentives to encourage investment in fully accessible vehicles by taxi and private care hire vehicle operators; and a change to EU rules so that in future airlines are required to allow carers to travel free of charge when the airline judges a disabled person incapable of travelling independently. The Cabinet Office should convene a working group of ministers and officials to improve cross-government working on accessibility in order to secure the full benefits to be gained from widening disabled people's access to employment and training, healthcare and wider participation in all parts of society

Available in PDF, EPUB and Kindle. Book excerpt: This White Paper sets out a strategic policy framework for the development of airport capacity in the UK over the next 30 years. Chapters focus on the following: the strategic framework; the environmental impacts; the air transport sector. It also looks at individual regions and the impact for them, including: Scotland, Wales and Northern Ireland, also the North of England, the Midlands, the South West and finally the South East. The framework itself can be used by public bodies, air operators and airlines for future planning applications. It also sets out the Government and devolved administrations' conclusions on the case for future airport expansion, taking into account the large consultation exercise of over half million respondents. This paper provides reasons why airport capacity should be expanded, but recommends a balanced approach to the issue. Among the reasons are: the economic importance of air travel for the country’s economy and the increased desire amongst the population for foreign travel, which should be balanced against minimizing, where possible the environmental effects to an area where airports are situated. These are some of the main cases for future development following a full environmental assessment: for Scotland: an additional runway at Edinburgh Airport; substantial terminal development at Glasgow Airport. For Wales: further terminal development needed at Cardiff airport. For Northern Ireland: development of increased capacity at Belfast. For the North of England: additional terminal capacity provided at Manchester Airport and development of increased capacity at Liverpool John Lennon Airport. For the Midlands: additional runway for Birmingham. For South West England: expansion of Bristol Airport. For South East England: a new runway at Stansted; further development of Heathrow supported, including a further runway and additional terminal capacity. Some options though are not to be followed through, including: two new runways at Gatwick, a development of a second runway at Luton, and a new airport at Cliffe, a new airport of central Scotland, and a new airport at Rugby.

The Transport Act 1985 introduced deregulation, but that has failed to reverse that decline. The report examines the particular problems local authorities face in developing and implementing effective bus strategies. It is clear to the Committee that, for many areas, including all major metropolitan areas outside London, the current regime is not working. The Committee recommends more flexibility, and is particularly attracted by Quality Contracts. These would replace open competition with a licensed regime. Operators bid for exclusive rights to run bus services on a route or group of routes, on the basis of a local authority service specification. Independent Traffic Commissioners are another development that the Committee welcomes, and would like to see them have a higher profile and more resources and powers, especially to enforce Quality Contracts and penalise operators who do not meet their obligations. Others areas covered in the report are: securing socially necessary services outside the PTAs; congestion and bus priority; concessionary fares; and the image of the bus.

Available in PDF, EPUB and Kindle. Book excerpt: This book is intended for researchers, policymakers, and practitioners interested in the dynamics and governance of low-carbon transitions. Drawing on the Multi-Level Perspective, it develops a whole system reconfiguration approach that explains how the incorporation of multiple innovations can cumulatively reconfigure existing systems. The book focuses on UK electricity, heat, and mobility systems, and it systematically analyses interactions between radical niche-innovations and existing (sub)systems across techno-economic, policy, and actor dimensions in the past three decades. Comparative analysis explains why the unfolding low-carbon transitions in these three systems vary in speed, scope, and depth. It evaluates to what degree these transitions qualify as Great Reconfigurations and assesses the future potential for, and barriers to, deeper low-carbon system transitions. Generalising across these systems, broader lessons are developed about the roles of incumbent firms, governance and politics, user engagement, wider public, and civil society organisations. This title is also available as Open Access on Cambridge Core.
