Book excerpt: This book contains a critical analysis of the law and politics governing the conduct of statutory elections in the United Kingdom. The author argues that elections have now become a marketplace for 'buying' the most seemingly attractive political party on offer into power, rather than an expression of democratic self-government. Thematically arranged, he considers a number of issues dating from before the Civil War through nineteenth century reforms to the foundation of the Electoral Commission and up to their paper 'Securing the Vote' published in 2005. The book Framing the debate for the Electoral Administration Bill 2005, it contains, amongst other legal analysis, analyses leading cases, including:Sanders v ChichesterR v JonesR v Whicher; ex parte MainwaringIn re Fermanagh and South Tyrone. The author presents an argument for a radical reappraisal of election law which involves, rather than excludes the self-governing citizenry, suggesting that election law, perhaps above all other kinds of law, should be the subject of vigorous and open public debate.

Book Synopsis Scotland Analysis by : Great Britain: Scotland Office
Download or read book Scotland Analysis written by Great Britain: Scotland Office and published by The Stationery Office. This book was released on 2013-02-11 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: The UK Government is undertaking a major cross-government programme of analysis prior to the referendum on Scottish independence in 2014. The aim is to provide a comprehensive and detailed analysis of Scotland's place in the UK. This paper, the first of a series to be published in 2013 and 2014, examines the UK's constitutional set-up and the legal implications of independence. The UK Government is convinced that the current devolution offers the best for Scotland: the Scottish Parliament and Government are empowered to take decisions on a range of domestic policy areas - such as health, education, policing - while Scotland continues to benefit from decisions made for the UK as a whole - defence and security, foreign representation, economic affairs. Independence is very different to devolution. Based on independent expert opinion (published as Annex A), the paper concludes that if there were to be a vote in favour of leaving the UK, Scotland would become an entirely new state whilst the remainder of the UK would continue as before, retaining the rights and obligations of the UK as it currently stands. Any separation would have to be negotiated between both governments. Legal and practical implications of independence, both at home and abroad, are addressed. An independent Scotland would have to apply to and/or negotiate to become a member of whichever international organisations it wished to join, including the EU and NATO. Scotland would also have to work through its positions on thousands of international treaties to which the UK is currently party.

Download or read book Social Justice and Social Policy in Scotland written by Gerry Mooney and published by Policy Press. This book was released on 2012-04-25 with total page 354 pages. Available in PDF, EPUB and Kindle. Book excerpt: Social justice and social policy in Scotland offers a critical engagement with the state of social policy in one of the devolved nations of the UK, a decade after the introduction of devolution. Promoting greater social justice has been held up as a key vision of successive Scottish administrations since devolution began. It is argued throughout this important book that the analysis of Scottish social policy must therefore be located in wider debates around social injustice as well as about how the devolution process affects the making, implementation and impact of social policy. Social justice and social policy in Scotland focuses on a diverse range of topics and issues, including income inequalities, work and welfare, criminal justice, housing, education, health and poverty, each reflecting the themes of social inequality and social justice. This book will be essential reading for academics, researchers, policy makers and practitioners as well as students of social policy and of society in Scotland and other devolved nations.

Download or read book Financial Intelligence Units written by International Monetary Fund and published by International Monetary Fund. This book was released on 2004-06-17 with total page 154 pages. Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade and beyond, the need for a modern anti-money-laundering strategy has become widely accepted internationally. Depriving criminal elements of the proceeds of their crimes has increasingly been seen as an important tool to combat drug trafficking and, more recently, as a critical element in fighting organized crime, corruption, and the financing of terrorism, and maintaining the integrity of financial markets. The first few financial intelligence units (FIUs) were established in the early 1990s in response to the need for countries to have a central agency to receive, analyze, and disseminate financial information to combat money laundering. Over the ensuing period, the number of FIUs has continued to increase, reaching 84 in 2003. This handbook responds to the need for information on FIUs. It provides references to the appropriate Financial ActionTask Force (FATF) standards wherever appropriate.
