Available in PDF, EPUB and Kindle. Book excerpt: The legitimacy of the American electoral system depends on sustaining reasonable levels of fairness, accountability, responsiveness, and common sense. Recent Congressional elections fly in the face of those requirements, however, with a startling lack of competition, growing ideological polarization, and a fierce struggle between the parties to manipulate the electoral rules of the game. Party Lines addresses these problems head on in an authoritative and timely analysis of redistricting in the United States. The practice of state legislatures redrawing district lines after the decennial census has long been a controversial aspect of our governing system. Recent developments have added new urgency to earlier debates. The sorry spectacle of mid-decade partisan gerrymandering in Texas renewed public attention to the potential problems of redistricting, reinforcing the view that it is unfairly dominated by self-serving elected officials and parties. The perfunctory character of Congressional elections is another growing problem—in 2002, only four House incumbents were defeated in the general election, the lowest in American history. Despite a hotly contested presidential contest in 2004, that number increased by only three. In Pa rty Lines, eminent political analysts explain the legal and political history of redistricting since the one person–one vote revolution in the 1960s and place it in the larger context of American politics. The authors document the impact of redistricting on competition, polarization, and partisan fairness, and they assess the role technology played in the redistricting process. The final chapter analyzes options for reform, including most importantly the use of independent redistricting commissions as an alternative to the normal state legislative process. Redistricting reform is no panacea but it is a start toward ensuring that American voters still have the largest say in who will represent them. Contributors include Micah Altman (Harvard Universtity), Bruce Cain and Karin MacDonald (University of California, Berkeley),Cherie Maestas (Texas Tech), Sandy Maisel (Colby College), Thomas Mann (Brookings), Michael McDonald (George Mason University), Nathaniel Persily (University of Pennsylvania ), and Walter Stone (University of California, Davis).

Book excerpt: '[An] excellent history of UK dance culture' – Sunday Times From the illicit reggae blues dances and acid-rock free festivals of the 1970s, through the ecstasy-fuelled Second Summer of Love in 1988 to the increasingly corporate dance music culture of the post-Covid era, Party Lines is a groundbreaking new history of UK dance music from journalist and filmmaker Ed Gillett, exploring its pivotal role in the social, political and economic shifts on which modern Britain has been built. Taking in the Victorian moralism of the Thatcher years, the far-reaching restrictions of the Criminal Justice Act in 1994, and the resurgence of illegal raves during the Covid-19 pandemic, Party Lines charts an ongoing conflict, fought in basement clubs, abandoned warehouses and sunlit fields, between the revolutionary potential of communal sound and the reactionary impulses of the British establishment. Brought to life with stunning clarity and depth, this is social and cultural history at its most immersive, vital and shocking.

Book excerpt: The first in-depth, authoritative discussion of the role of the press in China and the way the Chinese government uses the media to shape public opinion China's 1.3 billion population may make the country the world's largest, but the vast majority of Chinese share remarkably similar views on these and a wide array of other issues, thanks to the unified message they get from tightly controlled state-run media. Official views are formed at the top in organizations like the Xinhua News Agency and China Central Television and allowed to trickle down to regional and local media, giving the appearance of many voices with a single message that is reinforced at every level. As a result, the Chinese are remarkably like-minded on a wide range of issues both domestic and foreign. Takes readers beyond China's economic miracle to show how the nation's massive state-run media complex not only influences public opinion but creates it Explores an array of issues, from Tibet and Taiwan to the environment and US trade relations, as seen through the lens of the Xinhua News Agency Tells the story of the official Xinhua News Agency along with its history and reporting over the years, as the foundation for telling the story

Available in PDF, EPUB and Kindle. Book excerpt: A bishop and gun safety activist offers a way forward from opposing viewpoints. Instead of dismissing those whose views and experiences are different from our own, the author argues that we must look directly at them and see the goodness that is inherent in all things. From the language we use to the imperative to understand and include, we have a duty to work through opposition and build community. Bishop Beckwith describes it this way: "We are trained to think, yet the cultural emphasis on thinking has not be applied to our ability to see . . . We are not as well trained in seeing the world’s fullness—pain and joy, compassion and cruelty. We regularly receive glimpses of pain and joy, but they are often presented in such a way as to reinforce our thinking."

Book excerpt: From the early 1960s until 1980 New York's Conservative and Republican Parties battled on the editorial page, at the ballot box, and in the courts over the ideology of the GOP. New York State and the Rise of Modern Conservatism recounts the story of how New York, reputedly the most liberal of all states, played a critical role in conservatism's political ascendancy and in the redrawing, according to ideology, of the country's party lines. Examining the colorful personalities central to the transformation, including Governor Nelson Rockefeller, William F. Buckley Jr., John Lindsay, Roy Cohn, Jackie Robinson, Clare Booth Luce, G. Gordon Liddy, and William Casey, author Timothy J. Sullivan recounts the details of the party's battle, a battle that ultimately forced the state's liberal Republicans to choose between their party and their ideology, resulting in a reliably conservative national GOP prepared to nominate Ronald Reagan.
